We write to convey our continued concerned regarding the U.S. Environmental Protection Agency's (EPA) latest actions in its review of the National Ambient Air Quality Standards (NAAQS) as required every five years under the Clean Air Act. The Second Draft Policy Assessment (PA) for Particulate Matter (PM) released on July 8, 2010 in the Federal Register, if approved, would establish the most stringent and unparalleled regulation of dust in our nation's history.

We respect efforts for a clean and healthy environment, but not at the expense of common sense. These identified levels will be extremely burdensome for farmers and livestock producers to attain. Homeland Security and Governmental Affairs Committee Chairman Joe Lieberman, ID-Conn., Ranking Member Susan Collins, R-Me., and Federal Financial Management Subcommittee Chairman Tom Carper, D-De., Thursday introduced comprehensive legislation to modernize, strengthen, and coordinate the security of federal civilian and select private sector critical infrastructure cyber networks. The Protecting Cyberspace as a National Asset Act of 2010, S.3480, would create an Office of Cyber Policy in the White House with a director accountable to the public who would lead all federal cyberspace efforts and devise national cyberspace strategy. A National Center for Cybersecurity and Communications within the Department of Homeland Security, also led by a director accountable to the public, would enforce cybersecurity policies throughout the government and the private sector. The bill would also establish a public/private partnership to set national cyber security priorities and improve national cyber security defenses. (US Congress)

Dear Administrator Jackson, I write to request information regarding the use of dispersants to mitigate the effects of the catastrophic release of millions of gallons of crude oil into the Gulf of Mexico following the explosion aboard the Deepwater Horizon drilling rig. While the estimates of the amount of oil released daily has increased significantly since the explosion and remains under question, what is certain is that the inability of BP to quickly stop the leak is leading to an environmental catastrophe, placing fragile ecosystems, wildlife and the region’s economy in peril. The release of hundreds of thousands of gallons of chemicals into the Gulf of Mexico could be an unprecedented, large and aggressive experiment on our oceans. It requires careful oversight by the Environmental Protection Agency (EPA) and other appropriate federal agencies. (US Congress)

1/1/2010 PROTECTING CYBERSPACE AS A NATIONAL ASSET ACT OF 2010
Homeland Security and Governmental Affairs Committee, Chairman Joe Lieberman, Ranking Member Susan Collins, Senator Carper

Section 101: This section establishes an Office of Cyberspace Policy within the Executive Office of the President (EOP). The Office will be responsible for developing a national strategy to increase the security and resiliency of cyberspace as well as oversee, coordinate, and integrate all policies and activities of the federal government related to ensuring the security and resiliency of cyberspace.

Section 242: This section establishes a National Center for Cybersecurity and Communications (NCCC or the Center) within the Department of Homeland Security. The Center will be headed by a Director appointed by the President and confirmed by the Senate. The Director will report directly to the Secretary of Homeland Security and serve as the principal advisor to the Secretary on cybersecurity and communications matters. The Director will regularly advise the President on the enforcement of policies pertaining to the security of federal government networks. The Center will have at least two Deputy Directors: one responsible for coordination with the Office of Infrastructure Protection and one responsible for coordination with the Intelligence Community. The Center will also have detailees from the Departments of Defense, Justice, and Commerce as well as the intelligence community and the National Institute of Standards and Technology (NIST). The Center will also benefit from a full-time Chief Privacy Officer who will report to the Director. (US Congress)
