Behind the Story: MoJo's Investigation of Terrorism Informants Maybe you've wondered, on occasion of a press conference announcing another major terrorism bust: Why does it seem as if the FBI's undercover operatives actually encouraged—even thought up—the plot? Why do the targets come off as hapless losers unable to organize so much as a poker game? How come it was the government that provided the fake conspiracy, the fake car bomb or missile, even the fake Al Qaeda oath?
Trevor Aaronson wondered, too, and because he's an investigative reporter, he decided to do something about it: look at every terrorism case the government has prosecuted since 9/11 and dig through the evidence and testimony. The result is the lead story in our new magazine cover package, "Terrorists for the FBI."
Among the project's conclusions:
Nearly half the prosecutions involved the use of informants, many of them incentivized by money (operatives can be paid as much as $100,000 per assignment) or the need to work off criminal or immigration violations.
Sting operations resulted in prosecutions against 158 defendants. Of that total, 49 defendants participated in plots led by an agent provocateur—an FBI operative instigating terrorist action.
With three exceptions, all of the high-profile domestic terror plots of the last decade were actually FBI stings.
In all, this investigation reviewed more than 500 domestic terror prosecutions (for more details, see our charts page and searchable database). How did we identify them? The federal government unwittingly helped with this research in a huge way: Attorney General Eric Holder in March 2010 testified before Congress as the Obama administration sought to put 9/11 mastermind Khalid Sheikh Mohammed on trial in Manhattan—a plan it ultimately abandoned. One of the documents submitted to Congress was a list of all successful terrorism prosecutions from 9/11 through 2009. (Mother Jones)
San Francisco Rainwater: Radiation 181 Times Above US Drinking Water Standard Radiation from Japan rained on Berkeley, California, during recent storms at levels that exceeded drinking water standards by 181 times. A rooftop water monitoring program managed by the University of California at Berkeley’s Department of Nuclear Engineering detected substantial spikes in rain-borne iodine-131 during those torrential downpours. The levels exceeded federal drinking water thresholds, known as Maximum Contaminant Levels -- or MCLs -- by as much as 181 times or 18,100%. Iodine-131 is one of the most cancer-causing toxic radioactive isotopes spewed when nuclear power plants are in meltdown. It is being ingested by cows, which have begun passing it through into their milk and radioactivity has been detected. [Multiple Sources]

The iodine-131 level in the rainwater sample taken on the roof of Etcheverry Hall on the campus of UC Berkeley on March 23rd, 2011, from 9:06-18:00hrs Pacific Daylight Time (PDT) states radioactivity levels at 20.1 Becquerels per Litre (Bq/L) = 543 PicoCuries per Litre (pCi/L). The federal maximum level of iodine-131 allowed in drinking water is 3 pCi/L or 0.111 Becquerels per Litre. The sample exceeded the federal guidelines for drinking water by 181 times. The UC Berkeley researchers also discovered trace levels of iodine-131 and other radioactive isotopes, believed to have originated in Fukushima, in commercially available milk and in a local stream within California. The single most astonishing fact about foreign exchange is not the high volume of transactions, as incredible as that growth has been. Nor is it the volatility of currency rates, as wild as the markets are these days.
Instead, it's the extent to which the market remains dollar-centric.
Consider this: When a South Korean wine wholesaler wants to import Chilean cabernet, the Korean importer buys U.S. dollars, not pesos, with which to pay the Chilean exporter. Indeed, the dollar is virtually the exclusive vehicle for foreign-exchange transactions between Chile and Korea, despite the fact that less than 20% of the merchandise trade of both countries is with the U.S.
Chile and Korea are hardly an anomaly: Fully 85% of foreign-exchange transactions world-wide are trades of other currencies for dollars. What's more, what is true of foreign-exchange transactions is true of other international business. The Organization of Petroleum Exporting Countries sets the price of oil in dollars. The dollar is the currency of denomination of half of all international debt securities. More than 60% of the foreign reserves of central banks and governments are in dollars. (Wall Street Journal)

With 2010 tying as the world's warmest year on record and efforts to slow greenhouse gas emissions looking stymied, calls are rising for research into engineering our way out of global warming — everything from launching solar shade spacecraft to genetically engineering green deserts. An international consortium of 12 universities and research institutes on Tuesday, for example, announced plans to pioneer large-scale "ocean fertilization" experiments aimed at using the sea to pull more greenhouse gases out of the sky. Airport body-scan radiation under scrutiny They're arriving at airports across the country. Some complain they are invasive and an assault on our privacy. But are body scanners at security checkpoints dangerous?
Some scientists and two major airline pilots unions contend not enough is known about the effects of the small doses of X-ray radiation emitted by one of the two types of airport scanning machines.
The Transportation Security Administration's advanced imaging technology machines use two separate means of creating images of passengers -- backscatter X-ray technology and millimeter-wave technology.
At the end of October, 189 backscatter units and 152 millimeter-wave machines were in use in more than 65 airports. The total number of imaging machines is expected to near 1,000 by the end of 2011, according to the TSA.
While the TSA says the machines are safe, backscatter technology raises concerns among some because it uses small doses of ionizing radiation. The use of millimeter-wave technology hasn't received the same attention, and radiation experts say it poses no known health risks. (CNN)
Child Abuse Rate At Zero Percent In Lesbian Households, New Report Finds
The Williams Institute, a research center on sexual orientation law and public policy at UCLA School of Law, has announced new findings from the U.S. National Longitudinal Lesbian Family Study (NLLFS), the longest-running study ever conducted on American lesbian families (now in its 24th year). In an article published today in the Archives of Sexual Behavior, the 17-year-old daughters and sons of lesbian mothers were asked about sexual abuse, sexual orientation, and sexual behavior.
The paper found that none of the 78 NLLFS adolescents reports having ever been physically or sexually abused by a parent or other caregiver. This contrasts with 26 percent of American adolescents who report parent or caregiver physical abuse and 8.3 percent who report sexual abuse. (The Stranger)
What the Feds Can Do About Prop 19: The attorney general will have a tough decision to make if California legalizes marijuana. Assume for a moment that California voters approve Proposition 19 on Nov. 2. The state will have just enacted a process for legalizing, regulating, and taxing marijuana use that no one else in the world has ever attempted. But Attorney General Eric Holder, President Obama’s top law-enforcement officer, has said the administration will “vigorously enforce” federal drug laws in the country’s most populous state regardless of the vote. For all the trails that approving Prop 19 would blaze, much of its impact would depend on the extent to which Holder follows through on that threat.
The attorney general has shown some willingness to scale back on marijuana enforcement; his Justice Department ended Bush-era crackdowns on medical pot dispensaries in California. Of course, the post–Prop 19 world would be different. California cities could license businesses that grow and sell marijuana on a large scale. Drug dealers in other states would surely head to California’s “coffee shops” (as weed retailers are called in Amsterdam), buy some California-grown product, and illegally transport it back home. It’s arguable that pot smokers and presumably some dealers can do that today, but they at least need a doctor’s permission and a state-issued ID card, which provides cover for authorities, however easily those cards may be obtainable. With that cover removed, Holder, whose department includes the Drug Enforcement Administration, could hardly ignore such a blatant violation of federal drug law. (Newsweek)
Odds of Life on Newfound Earth-Size Planet '100 Percent,' Astronomer Says An Earth-size planet has been spotted orbiting a nearby star at a distance that would makes it not too hot and not too cold — comfortable enough for life to exist, researchers announced today (Sept. 29).
If confirmed, the exoplanet, named Gliese 581g, would be the first Earth-like world found residing in a star's habitable zone — a region where a planet's temperature could sustain liquid water on its surface. (SPACE.com)
Cracks Show BP Was Battling Gulf Well as Early as February It took 10 days to plug the first cracks, according to reports BP filed with the Minerals Management Service that were later delivered to congressional investigators. Cracks in the surrounding rock continued to complicate the drilling operation during the ensuing weeks. Left unsealed, they can allow explosive natural gas to rush up the shaft.
On Feb. 13, BP told the minerals service it was trying to seal cracks in the well about 40 miles (64 kilometers) off the Louisiana coast, drilling documents obtained by Bloomberg show. Investigators are still trying to determine whether the fissures played a role in the disaster. (Bloomberg)
Kids of lesbians have fewer behavioral problems, study suggests A nearly 25-year study concluded that children raised in lesbian households were psychologically well-adjusted and had fewer behavioral problems than their peers. The study, published Monday in the journal Pediatrics, followed 78 lesbian couples who conceived through sperm donations and assessed their children's well-being through a series of questionnaires and interviews. BP 'pressured rig disaster workers to drill faster' Safety problems also went unaddressed, according to Mike Williams, the chief electronics technician on the Deepwater Horizon, including damage to one of the rig’s most important pieces of safety equipment, the blowout preventer.
He claimed that the blowout preventer was then damaged when a crewman accidentally moved a joystick, applying hundreds of thousands of pounds of force. Pieces of rubber were found in the drilling fluid, which he said implied damage to a crucial seal. But a supervisor declared the find to be “not a big deal”, Mr Williams alleged. (London Times)

Senate climate bill drops 'cap and trade' term -- REPUBLICANS LABEL IT A 'MASSIVE ENERGY TAX' Senate Democrats tried out a new catch phrase Wednesday to sell their global warming bill: pollution reduction and investment, or PRI.
But it's just another name for cap and trade, a term derided by Republican critics as "cap and tax" because it will increase energy prices and which Democratic polls have shown faring poorly with voters.
The idea to remake cap and trade into pollution reduction and investment came from Sen. John Kerry, D-Mass., author of the bill unveiled Wednesday. He came up with it about a month ago to refocus attention on what the bill would do, not how it goes about doing it.
"Cap and trade doesn't mean anything to people, " Kerry said in an interview, insisting that "this is an actual description of what's happening here."
At a news conference on the bill, cap and trade, the legislation's centerpiece, got nary a mention. Instead, the buzz words were "national security," "economic growth" and "jobs from clean energy development." Kerry and Sen. Barbara Boxer, D-Calif., the other key sponsor, entitled it The Clean Energy Jobs and American Power Act.
"We are here and we introduced this legislation because of one word -- security," said Kerry. "It is time to reinvent the way Americans use energy."
The words "cap and trade," "global warming" and "climate" also didn't appear in a White House statement responding to the bill's introduction. (Trib.com)
Do We Need a New Internet? Two decades ago a 23-year-old Cornell University graduate student brought the Internet to its knees with a simple software program that skipped from computer to computer at blinding speed, thoroughly clogging the then-tiny network in the space of a few hours.
The program was intended to be a digital “Kilroy Was Here.” Just a bit of cybernetic fungus that would unobtrusively wander the net. However, a programming error turned it into a harbinger heralding the arrival of a darker cyberspace, more of a mirror for all of the chaos and conflict of the physical world than a utopian refuge from it.
Since then things have gotten much, much worse.
Bad enough that there is a growing belief among engineers and security experts that Internet security and privacy have become so maddeningly elusive that the only way to fix the problem is to start over.
What a new Internet might look like is still widely debated, but one alternative would, in effect, create a “gated community” where users would give up their anonymity and certain freedoms in return for safety. Today that is already the case for many corporate and government Internet users. As a new and more secure network becomes widely adopted, the current Internet might end up as the bad neighborhood of cyberspace. You would enter at your own risk and keep an eye over your shoulder while you were there. (New York Times)

Researchers explore scrapping Internet: 'It's sort of a miracle that it continues to work well today' Although it has already taken nearly four decades to get this far in building the Internet, some university researchers with the federal government's blessing want to scrap all that and start over.
The idea may seem unthinkable, even absurd, but many believe a "clean slate" approach is the only way to truly address security, mobility and other challenges that have cropped up since UCLA professor Leonard Kleinrock helped supervise the first exchange of meaningless test data between two machines on Sept. 2, 1969.
The Internet "works well in many situations but was designed for completely different assumptions," said Dipankar Raychaudhuri, a Rutgers University professor overseeing three clean-slate projects. "It's sort of a miracle that it continues to work well today."
A new network could run parallel with the current Internet and eventually replace it, or perhaps aspects of the research could go into a major overhaul of the existing architecture.
These clean-slate efforts are still in their early stages, though, and aren't expected to bear fruit for another 10 or 15 years — assuming Congress comes through with funding.
Guru Parulkar, who will become executive director of Stanford's initiative after heading NSF's clean-slate programs, estimated that GENI alone could cost $350 million, while government, university and industry spending on the individual projects could collectively reach $300 million. The California Zero-Emission Vehicle Mandate: A Study of the Policy Process, 1990-2004 The Zero-Emission Vehicle (ZEV) mandate, one of the most daring environmental policies related to transportation, was implemented in September, 1990, by the California Air Resources Board (CARB). It originally required that, starting in 1998, 2% of the in- state new light duty vehicle sales of major automakers had no emissions of criteria pollutants. The required ZEV percentage would be increased to 5% in 2001 and to 10% in 2003. CARB organized biennial reviews of the programs, to elicit stakeholder participation and monitor the evolution of the program. Through this review schedule, the program underwent several revisions resulting from intense policy debates.
This dissertation research is concerned with the study of the policy process over the ZEV mandate, from its conception, through its inception, and the biennial reviews, until 2004. The study is structured as three core chapters. The first chapter studies the origin of the ZEV mandate, trying to understand the conditions that favored and the factors that resulted in its implementation. To guide the study in this chapter, I use the Multiple Streams theoretical framework. The second chapter presents an empirical study of the policy process during the biennial reviews. This study aims at understanding the dynamics of policy change and coalition stability, identifying the policy dimensions that dominated the debate over time. I use the Advocacy Coalition Framework to frame the study in this chapter theoretically. The third core chapter presents a theoretical study of the strategic policy behavior of the main actors in the policy process. I develop a game- theoretical model of an environmental regulator (CARB) that needs to set emission standards in the presence of multiple industry players (automakers), who in turn need to
decide on their level of compliance in the presence of a competitor. The model presented improves over previous published work in the subject.
The results of these studies yield numerous conclusions with both theoretical and practical implications. I find that Multiple Streams is useful to understand the origin of the ZEV mandate, while I identify and/or confirm arguments by other scholars about significant limitations in the framework. Through the analysis of the public testimonies given by stakeholders at the biennial reviews, I identify the policy areas of major concern at different points in time along the policy process. I also identify the policy positions of each stakeholder and obtain estimates of the groups of stakeholders with similar policy beliefs (belief coalitions.) I find that these belief coalitions show some stability over time, though less than what was found by previous studies. One of the major conclusions from the model of strategic behavior is that the competitiveness of the auto industry tends to preclude collusion. The regulator may use this industry competitiveness to its advantage and achieve higher social benefits. (University of California)

New evidence of global warming in Earth's past supports greenhouse climate theory Scientists have filled in a key piece of the global climate picture for a period 55 million years ago that is considered one of the most abrupt and extreme episodes of global warming in Earth's history. The new results from an analysis of sediment cores from the ocean floor are consistent with theoretical predictions of how Earth's climate would respond to rising concentrations of greenhouse gases in the atmosphere.
"This event is the best example of greenhouse warming in the geologic record, and for the first time we have been able to document the climate response on a relatively broad planetary scale, from the tropics to polar latitudes," Zachos said.
The temperature estimates were derived from chemical analyses of the shells of microscopic plankton preserved in the seafloor sediments. The chemical composition of the plankton's calcite shells reflects the temperature of the water in which they were formed. A key measurement examined in this study was the ratio of magnesium to calcium, which increases exponentially with the temperature at which the shells formed.
"The ratio of magnesium to calcium in seawater is relatively constant over the timescale of this event, so the ratio in the shells is really only sensitive to one variable, the calcification temperature," Zachos said.
ODP Leg 198 and a complementary drilling expedition in the Atlantic earlier this year (ODP Leg 208) were designed to test the leading explanation for the Paleocene-Eocene Thermal Maximum, which attributes it to a massive release of methane. Methane, a potent greenhouse gas, accumulates in frozen deposits known as clathrates found in the deep ocean near continental margins and also in the Arctic tundra. For reasons that remain unclear, the clathrates suddenly began to decompose, releasing an estimated 2,000 gigatons (2 trillion tons) of methane.
Once released, the methane would have reacted with dissolved oxygen in the ocean to produce carbon dioxide, another greenhouse gas. Large amounts of both carbon dioxide and methane would have entered the atmosphere, raising temperatures worldwide. (University of California - Santa Cruz)
