The federal government is cracking down on medical marijuana California's four U.S. Attorneys, including Sacramento's US Attorney Benjamin Wagner, held a press conference Friday to announce the federal government's intention to crack down on medical marijuana dispensaries. The federal government has sent out letters to dispensaries and their landlords in San Francisco, San Diego, and Marin County. The letters state that the dispensaries are in violation of federal law, which supersedes state law, and that landlords should evict their dispensary tenants and dispensaries should close up shop within 45 days otherwise both the dispensary owners and the landlords will be arrested and prosecuted.
The four U.S. Attorneys say they aren't aiming to close every dispensary in the state; just those that are "clearly profiteering" from the medical marijuana industry. But the letters come after the news that the IRS is trying to make Harborside Health Center in Oakland, the largest medical marijuana provider, pay $2.4 million in tax penalties for trafficking in illegal drugs. The federal government is sending a message loud and clear "we are no longer going to respect state medical marijuana laws". After Obama was elected he promised to respect state laws legalizing medical marijuana. He directed U.S. prosecutors to leave the sick with medical cards alone. Obama has broken that promise. By attacking the medical marijuana dispensaries the federal government is cutting off the sick from their medicine, and thus in effect attacking the sick with medical cards and ignoring state laws.
And while the Obama administration begins the assault on medical marijuana; there is a scandal growing that has gotten little attention. In December of 2010 a border patrol agent, Brian Terry, was found killed by drug cartels in Mexico. Then in March 2011 an agent of the Alcohol, Tobacco and Firearms (ATF), a federal agency, named John Dodson blew the whistle on a program called "Fast and Furious". "Fast and Furious" is a program by the ATF to sell thousands of guns to traffickers and drug cartels in Mexico; allegedly so the federal government can build a legal case. Two guns found at the scene of Brian Terry's death were linked to the "Fast and Furious" program. Since March the Obama administration has been distancing itself from the program. (Examiner)

On May 3, 2011, Holder told a Judiciary Committee hearing, "I'm not sure of the exact date, but I probably heard about Fast and Furious for the first time over the last few weeks."
Yet internal Justice Department documents show that at least ten months before that hearing, Holder began receiving frequent memos discussing Fast and Furious. (CBS)
Homeland Security to test iris scanners The Homeland Security Department plans to test futuristic iris scan technology that stores digital images of people's eyes in a database and is considered a quicker alternative to fingerprints.
The department will run a two-week test in October of commercially sold iris scanners at a Border Patrol station in McAllen, Texas, where they will be used on illegal immigrants, said Arun Vemury, program manager at the department's Science and Technology branch.
"The test will help us determine how viable this is for potential (department) use in the future," Vemury said.
Iris scanners are little used, but a new generation of cameras that capture images from 6 feet away instead of a few inches has sparked interest from government agencies and financial firms, said Patrick Grother, a National Institute of Standards and Technology computer scientist. The technology also has sparked objections from the American Civil Liberties Union. (USA Today)
Full-Body Scan Technology Deployed In Street-Roving Vans s the privacy controversy around full-body security scans begins to simmer, it’s worth noting that courthouses and airport security checkpoints aren’t the only places where backscatter x-ray vision is being deployed. The same technology, capable of seeing through clothes and walls, has also been rolling out on U.S. streets.
American Science & Engineering, a company based in Billerica, Massachusetts, has sold U.S. and foreign government agencies more than 500 backscatter x-ray scanners mounted in vans that can be driven past neighboring vehicles to see their contents, Joe Reiss, a vice president of marketing at the company told me in an interview. While the biggest buyer of AS&E’s machines over the last seven years has been the Department of Defense operations in Afghanistan and Iraq, Reiss says law enforcement agencies have also deployed the vans to search for vehicle-based bombs in the U.S.
“This product is now the largest selling cargo and vehicle inspection system ever,” says Reiss. (Forbes)

"ZBV": Z Backscatter Van Mobile Screening System A breakthrough in X-ray detection technology, AS&E's Z Backscatter Van (ZBV) is a low-cost, extremely maneuverable screening system built into a commercially available delivery van. The ZBV allows for immediate deployment in response to security threats, and its high throughput capability facilitates rapid inspections. Wrong Paul: Fantasy, fallacy and factual fumbles from the Republican insurgent. Ron Paul doesn't have much of a chance of winning the Republican nomination, but he persists with his well-funded campaign and even talks of turning it into a permanent "Revolution" that will continue far beyond 2008.
We've given his statements little attention until now. But here we look at some of his more outlandish claims:
* Paul claims that a secret conspiracy composed of the Security and Prosperity Partnership and a cabal of foreign companies is behind plans to build a NAFTA Superhighway as the first step toward creating a North American Union. But the NAFTA Superhighway that Paul describes is a myth, and the groups supposedly behind the plans are neither secret nor nefarious.
* Paul says that the U.S. spends $1 trillion per year to maintain a foreign empire and suggests that we could save that amount by cutting foreign spending. Paul gets that figure by including a lot of domestic programs that he isn't planning to cut, like the U.S. Border Patrol and interest payments on the debt.
* Paul has run television ads touting an endorsement from Ronald Reagan, but he fails to mention that, in 1988, Paul wanted "to totally disassociate" himself from the Reagan administration.
The problem with Paul's claim is that there are no plans to build a NAFTA Superhighway. Or a North American Union, for that matter. And while the Security and Prosperity Partnership of North America does exist, it's just a boring bureaucracy.
Like many conspiracy theories, this one is a mixture of fact and fiction. That scary-looking map, with lines that rumor suggested were drawn to scale, is the product of an actual group called North America's SuperCorridor Organization (NASCO), which is a consortium of public and private entities. But contrary to conspiracy theorists, the map does not show a new highway. Those bright blue lines show only I-35 and I-29 – interstates that already exist. On its Web site, NASCO says it and some of the local governments along I-35 have been referring to that route as the "NAFTA Superhighway" for years. NASCO advocates improvements to existing roads, but is not lobbying for, or planning to build, any new thoroughfares. (Newsweek)
North American Leaders Conclude Talks About "NAFTA On Crack" A summit of North American leaders has concluded in Montebello Quebec. On Tuesday President Bush praised NAFTA, the North American Free Trade Agreement.
* President Bush: "And I think we made some good progress towards eliminating barriers and to harmonizing regulations to a point where more prosperity will come to be."
President Bush, Canadian Prime Minister Stephen Harper and Mexican President Felipe Calderon met in Montebellow to discuss an expanded version of NAFTA known as the Security and Prosperity Partnership. Canadian activist Jaggi Singh said "The Security and Prosperity Partnership is, in brief, NAFTA on crack combined with the fear and paranoia of Homeland Security policies." The three leaders also discussed border issues.
* Mexican President Felipe Calderon: "We all want secure borders. We all also want efficient borders, borders that will allow a border crossing of those who build, who contribute and of course prevent border crossings of those who damage our societies, organized crime, drug trafficking and and illegal markets."
In other news from the Canadian summit, protesters are accusing police of using undercover agents to provoke violent confrontations during the meeting. (Democracy Now)
Analysis: Border issue to dominate summit Business leaders from the United States and Canada hope the North American summit in Montebello, Quebec, this week will put efforts to integrate the two nation’s border control systems back on track.
“The issue” of talks about a pilot project for a single frontier checkpoint where both U.S. and Canadian entry and exit formalities can be completed “will be part of the conversation,” Steven Nesmith, a former U.S. Commerce Department official now working as a lobbyist on border issues, told United Press International. He said the information came from U.S. officials involved in preparations for the summit.
A Canadian official, Susan Cartwright, confirmed to reporters at a pre-summit briefing last week that the pilot -- called the land pre-clearance project -- was one of several border issues that “would likely be discussed” at the bilateral meeting between Canadian Prime Minister Stephen Harper and U.S. President George W. Bush Monday.
The breakdown last April of talks about the pilot, mooted for the Peace Bridge -- which joins Fort Erie in Canada and Buffalo in New York state and is one of the busiest border crossings in the world -- has become something of a lightning rod for critics of the Department of Homeland Security, which pulled the United States out of negotiations on the issue after almost three years of talks.
Christopher Sands, an analyst at the Hudson Institute, said that the “very aggressive” U.S. attitude to security was also evident in the North American Security and Prosperity Partnership -- the trilateral process of keeping “our borders closed to terrorism yet open to trade,” according to its Web site.
“The security part is a little different (from the prosperity agenda), it’s very U.S.-driven,” he said. “It’s basically just a matter of the U.S. setting the standards and then getting the Canadians and the Mexicans to sign up.”
“That’s why they feel a little pushed,” he added, of Canada and Mexico. (UPI)
North American Leaders Discuss Security Promoting prosperity topped the agenda at a gathering of U.S., Canadian and Mexican Cabinet leaders Friday, but immigration and the threat of terrorism also were key topics at the gathering.
Nine foreign and security ministers from the North American nations met in Ottawa, including Secretary of State Condoleezza Rice and Homeland Security Secretary Michael Chertoff.

Secret Summit on Shared 'Security': Why was North America's power elite invited to Banff? Stockwell Day may have been there, but his office isn't saying.
Donald Rumsfeld may have been there, too. But again, no one seems to want to talk about it.
Last month, a secret meeting called the North American Forum was held in Banff. The theme of the three-day event was "Continental Prosperity in the New Security Environment."
Dozens of powerful figures from across North America attended. Many of the delegates are rumoured to have arrived at the Fairmont Banff Springs Hotel by bus in the middle of the night.
It all sounds a bit like a conspiracy nut's black-helicopter fantasy, but the North American Forum is real and so was the meeting. (The Tyee)
Think Outside the Border FEW things infuriate Canadians more than to be told (by Americans) that their quiet, tolerant nation treats potential terrorists with kid gloves, putting their neighbors in mortal danger. Some of the wind has gone out of that argument since the arrests this month of 17 men in the Toronto area who were allegedly planning to attack Parliament buildings in Ottawa and behead the prime minister. Some of the wind, that is, but not all.
Representative Peter King, a New York Republican, warned last week that ''very liberal'' Canadian immigration and asylum laws encouraged a large Qaeda presence north of the border. Senator Carl Levin, a Michigan Democrat, noted darkly that trucks carrying Canadian garbage to America receive little or no scrutiny.
The 49th Parallel is indeed riddled with security gaps. But the most high-profile solution on the table would complicate the lives of millions of Canadians and Americans, and perhaps seriously damage their closely linked economies. That solution comes out of laws passed by Congress in response to 9/11 mandating that next year Americans and Canadians crossing the border by airplane will need passports or other federal government-approved identification to get through United States customs. In 2008 similar requirements will be imposed at the 140 land-border crossings between the United States and Canada. (New York Times)
Drone aircraft may prowl U.S. skies Unmanned aerial vehicles have soared the skies of Afghanistan and Iraq for years, spotting enemy encampments, protecting military bases, and even launching missile attacks against suspected terrorists.
Now UAVs may be landing in the United States.
A House of Representatives panel on Wednesday heard testimony from police agencies that envision using UAVs for everything from border security to domestic surveillance high above American cities. Private companies also hope to use UAVs for tasks such as aerial photography and pipeline monitoring.
"We need additional technology to supplement manned aircraft surveillance and current ground assets to ensure more effective monitoring of United States territory," Michael Kostelnik, assistant commissioner at Homeland Security's Customs and Border Protection Bureau, told the House Transportation subcommittee. U.S. EPA Regional Administrator Wayne Nastri joined Secretary Jose Luis Luege Tamargo of Mexico's environmental agency SEMARNAT to announce Mexico's plan to aggressively reduce sulfur levels in gasoline and diesel fuel beginning in 2006. Mexico is further exploring accelerated introduction of these cleaner fuels in key areas of the country including the US-Mexico border.
This announcement is the most important achievement in meeting the environment agenda developed under the Security and Prosperity Partnership of North America signed on March 23, 2005 by President Bush, President Fox of Mexico, and Prime Minister Martin of Canada.
