3/30/2011 C.I.A. Agents in Libya Aid Airstrikes and Meet Rebels
The Central Intelligence Agency has inserted clandestine operatives into Libya to gather intelligence for military airstrikes and to contact and vet the beleaguered rebels battling Col. Muammar el-Qaddafi’s forces, according to American officials. While President Obama has insisted that no American military ground troops participate in the Libyan campaign, small groups of C.I.A. operatives have been working in Libya for several weeks as part of a shadow force of Westerners that the Obama administration hopes can help bleed Colonel Qaddafi’s military, the officials said. In addition to the C.I.A. presence, composed of an unknown number of Americans who had worked at the spy agency’s station in Tripoli and others who arrived more recently, current and former British officials said that dozens of British special forces and MI6 intelligence officers are working inside Libya. The British operatives have been directing airstrikes from British jets and gathering intelligence about the whereabouts of Libyan government tank columns, artillery pieces and missile installations, the officials said. American officials hope that similar information gathered by American intelligence officers — including the location of Colonel Qaddafi’s munitions depots and the clusters of government troops inside towns — might help weaken Libya’s military enough to encourage defections within its ranks. In addition, the American spies are meeting with rebels to try to fill in gaps in understanding who their leaders are and the allegiances of the groups opposed to Colonel Qaddafi, said United States government officials, speaking on the condition of anonymity because of the classified nature of the activities. American officials cautioned, though, that the Western operatives were not directing the actions of rebel forces.

3/3/2011 Decade of the UFO: Secret files show alien sightings, including an object that buzzed a Lancaster bomber, have tailed off since their heyday in the 1970s
The West was still in the grip of the Cold War. But rather than scanning the skies for Soviet nuclear missiles, it seems, the British had their eye on a different menace. Secret documents released yesterday show that the 1970s were the heyday of UFO spotting, with hundreds of people peering skywards for evidence of extraterrestrial life, though the below 2004 picture of multi-coloured lights in the sky suggest some alien enthusiasts still believe the truth is out there.

1/1/2011 Background of the HAARP Project
Military interest in space became intense during and after World War II because of the introduction of rocket science, the companion to nuclear technology. The early versions include the buzz bomb and guided missiles. They were thought of as potential carriers of both nuclear and conventional bombs. Rocket technology and nuclear weapon technology developed simultaneously between 1945 and 1963. During this time of intensive atmospheric nuclear testing, explosions at various levels above and below the surface of the earth were attempted. Some of the now familiar descriptions of the earth's protective atmosphere, such as the existence of the Van Allen belts, were based on information gained through stratospheric and ionospheric experimentation. The earth's atmosphere consists of the troposphere, from sea level to about 16 km above the earth's surface; the stratosphere (which contains the ozone level) which extends from about the 16 to 48 km above the earth; and the ionosphere which extends from 48 km to over 50,000 km above the surface of the earth. The earth's protective atmosphere or "skin" extends beyond 3,200 km above sea level to the large magnetic fields, called the Van Allen Belts, which can capture the charged particles sprayed through the cosmos by the solar and galactic winds. These belts were discovered in 1958 during the first weeks of the operation of America's first satellite, Explorer I. They appear to contain charged particles trapped in the earth's gravity and magnetic fields. Primary galactic cosmic rays enter the solar system from interstellar space, and are made up of protons with energies above 100 MeV, extending up to astronomically high energies. They make up about 100 percent of the high energy rays. Solar rays are generally of lower energy, below 20 MeV (which is still high energy in earth terms). These high energy particles are affected by the earth's magnetic field and by geomagnetic latitude (distance above or below the geomagnetic equator). The flux density of low energy protons at the top of the atmosphere is normally greater at the poles than at the equator. The density also varies with solar activity, being at a minimum when solar flares are at a minimum.

10/25/2010 Air Force manual describes shadowy cyberwar world
A new Air Force manual for cyberwarfare describes a shadowy, fast-changing world where anonymous enemies can carry out devastating attacks in seconds and where conventional ideas about time and space don't apply.

Responsibility for civilian and government cybersecurity is less clear. Congress is debating between giving more power to the Homeland Security Department or the White House and the National Institute of Standards and Technology. Homeland Security and the National Security Agency announced this month they would cooperate to strengthen the nation's cybersecurity. Much of the 62-page manual is a dry compendium of definitions, acronyms and explanations of who reports to whom. But it occasionally veers into scenarios that sound more like computer games than flesh-and-blood warfare. Enemies can cloak their identities and hide their attacks amid the cascade of data flowing across international computer networks, it warns.

9/28/2010 Daily Buzz: US Airmen Give Eerie Testimony at UFO Press Conference
An interesting development for UFO conspiracy theorists, a group of former US Airmen held a press conference Monday to call the US government to task for saying UFOs don't pose any national security threat. During the press conference in Washington D.C., seven former air force officers who had been stationed at different nuclear defense bases around the country not only said they witnessed UFOs but that the UFOs were able to disable nuclear weapons. "Nobody was injured and I don't consider it an attack but it certainly it was a national security incident and something the Air Force said has never happen in their official policy documents," said Robert Salas, a former U.S. Air Force Nuclear Launch Officer.

9/27/2010 C.I.A. Steps Up Drone Attacks on Taliban in Pakistan
The C.I.A. has drastically increased its bombing campaign in the mountains of Pakistan in recent weeks, American officials said. The strikes are part of an effort by military and intelligence operatives to try to cripple the Taliban in a stronghold being used to plan attacks against American troops in Afghanistan. As part of its covert war in the region, the C.I.A. has launched 20 attacks with armed drone aircraft thus far in September, the most ever during a single month, and more than twice the number in a typical month. This expanded air campaign comes as top officials are racing to stem the rise of American casualties before the Obama administration’s comprehensive review of its Afghanistan strategy set for December. American and European officials are also evaluating reports of possible terrorist plots in the West from militants based in Pakistan. The strikes also reflect mounting frustration both in Afghanistan and the United States that Pakistan’s government has not been aggressive enough in dislodging militants from their bases in the country’s western mountains. In particular, the officials said, the Americans believe the Pakistanis are unlikely to launch military operations inside North Waziristan, a haven for Taliban and Qaeda operatives that has long been used as a base for attacks against troops in Afghanistan. Some Pakistani troops have also been diverted from counterinsurgency missions to help provide relief to victims of the country’s massive flooding.

7/27/2010 Development Fund for Iraq: Department of Defense Needs to Improve Financial and Management Controls (SIGIR 10-020)
Weaknesses in DoD's financial and management controls left it unable to properly account for $8.7 billion of the $9.1 billion in DFI funds it received for reconstruction activities in Iraq, This situation occurred because most DoD organizations receiving DFI funds did not establish the required Department of the Treasury accounts and no DoD organization was designated as the executive agent for managing the use of DFI funds. The breakdown in controls left the funds vulnerable to inappropriate uses and undetected loss.

SIGIR recommends that the Secretary of Defense take a number of actions to include specifying procedures for the accounting and reporting of non-U.S. funds in future contingencies, designating an executive agent to establish and oversee policy on the use of funds, establishing milestones for issuing guidance consistent with our DFI recommendations made in October 2009, and determining whether DoD organizations are still holding DFI funds.

7/22/2010 Tropical Storm Bonnie Forms, Heading for Florida and BP's Gulf Oil Spill
Tropical Storm Bonnie has formed south of the Bahamas and is on a track to move across the southern tip of Florida and into the oil-fouled waters of the Gulf of Mexico, the U.S. National Hurricane Center said. The storm has maximum sustained winds of 40 miles per hour (64 kilometers), and is expected to build strength as it bears down on the Florida Keys tomorrow, according to a special hurricane center advisory issued at 6:15 p.m. Miami time.

5/17/2010 Cyberwar Cassandras Get $400 Million in Conflict Cash
Coincidences sure are funny things. Booz Allen Hamilton — the defense contractor that’s become synonymous with the idea that the U.S. is getting its ass kicked in an ongoing cyberwar — has racked up more than $400 million worth of deals in the past six weeks to help the Defense Department fight that digital conflict. Strange how that worked out, huh? Everyone in the Pentagon from Defense Secretary Bob Gates on down says that the military needs to cut its reliance on outside contractors. But few firms are as well-connected as Booz Allen, the one-time management consultancy that today pulls in more than $2.7 billion in government work. And few firms sound the alarm as loudly about a crisis that they’re in the business of fixing. Back in February, for instance, former National Security Agency director and Booz Allen Hamilton executive vice president Mike McConnell declared that “the United States is fighting a cyber-war today, and we are losing.” The White House’s information security czar is one of many experts who calls such rhetoric overheated, at best. That hasn’t stopped Booz Allen from pocketing hundreds of millions of dollars from Washington to wage those battles.

5/15/2010 U.S. Is Still Using Private Spy Ring, Despite Doubts
Earlier this year, government officials admitted that the military had sent a group of former Central Intelligence Agency officers and retired Special Operations troops into the region to collect information — some of which was used to track and kill people suspected of being militants. Many portrayed it as a rogue operation that had been hastily shut down once an investigation began. But interviews with more than a dozen current and former government officials and businessmen, and an examination of government documents, tell a different a story. Not only are the networks still operating, their detailed reports on subjects like the workings of the Taliban leadership in Pakistan and the movements of enemy fighters in southern Afghanistan are also submitted almost daily to top commanders and have become an important source of intelligence.

4/22/2010 Dial “M” for mangled – Wikipedia and Environment Canada caught with temperature data errors.
As I pointed out last Saturday there’s a common reporting flaw in world meteorological stations that use the METAR weather data format to report their hourly temperatures. Just one bad report in a cold location in the Arctic or Antarctic is enough to throw off the whole month’s worth of data when averaged. And it is monthly data that is used for climate. The all time high temperature error identified below has found it’s way into Wikipedia as “factual” when it is clearly wrong.

Given the importance of this weather station as the last surviving GHCN station that far north, also used in GISS, you’d think better quality control would be done, particularly when EC has a statement about data quality on each data page. What has been found seems to point to a corrupted dataset there.

2/24/2010 Mainstream Media Questions Inaccuracies in 9/11 Story: The Washington Times publishes story questioning official account.
The mainstream press is showing interest in a taboo, however glaring subject; the inconsistencies in the Bush White House 9/11 account. As The Washington Times reports today, "A lingering technical question about the Sept. 11 terrorist attacks still haunts some, and it has political implications: How did 200,000 tons of steel disintegrate and drop in 11 seconds? A thousand architects and engineers want to know, and are calling on Congress to order a new investigation into the destruction of the Twin Towers and Building 7 at the World Trade Center." The problems with the official federal stories are endless and according to some of the world's top minds, the suggested account is impossible[1]. When we first began to write about these seemingly pressing questions, our Web Designer Matt Lintz caught the U.S. Air Force attempting to hack into Salem-News.com[2]. One person who has never let the matter fade away is Richard Gage. He's a San Francisco architect and founder of the nonprofit Architects & Engineers for 9/11 Truth. Gage told The Washington Times, "In order to bring down this kind of mass in such a short period of time, the material must have been artificially, exploded outwards." The federal government wants you to believe that fires brought the buildings to the ground, yet in all recorded history, no fire has ever toppled a skyscraper. They burn to the framework but they don't fall down.

10/12/2009 New scientific breakthrough proves why acupuncture works
New groundbreaking research shows that the insertion of an acupuncture needle into the skin disrupts the branching point of nerves called C fibres. These C fibres transmit low-grade sensory information over very long distances by using Merkel cells as intermediaries. Dr. Morry Silberstein of the Curtin University of Technology will publish his research in the Journal of Theoretical Biology later this year. We have never really had a scientific explanation for how acupuncture actually works,” he said. In the absence of a scientific rationale, acupuncture has not been widely used in the mainstream medical community. If we can explain the process scientifically, we can open it to full scientific scrutiny and develop ways to use it as a part of medical treatments.” Dr. Silberstein mentions that they have known, for some time, that the acupuncture points show lower electrical resistance than other nearby areas of the skin. His research specifically pinpoints that the C fibres actually branch exactly at acupuncture points. Scientists don’t know exactly what role C fibres play in the nervous system, but Dr. Silverstein theorizes that the bundle of nerves exists to maintain arousal or wakefulness. The insertion of the acupuncture needle disrupts this circuit and numbs our sensitivity to pain.”

2/20/2009 Obama backs Bush on no rights for detainees
Administration Shocks Human Rights Groups, Saying Prisoners At Bagram Air Force Base Cannot Challenge Their Detention

President Barack Obama's Justice Department sided with the former Bush administration on Friday, saying detainees in Afghanistan have no constitutional rights. In a two-sentence court filing, department lawyers said the Obama administration agreed that detainees at Bagram Air Base cannot use U.S. courts to challenge their detention. The filing shocked human rights attorneys. "The hope we all had in President Obama to lead us on a different path has not turned out as we'd hoped," said Tina Monshipour Foster, a human rights attorney representing a detainee at the Bagram Air Base. "We all expected better."

It Is not the first time that the Obama administration has used a Bush administration legal argument after promising to review it. Last week, Attorney General Eric Holder announced a review of every court case in which the Bush administration invoked the state secrets privilege, a separate legal tool it used to have lawsuits thrown out rather than reveal secrets. The same day, however, civil division attorney Douglas Letter cited that privilege in asking an appeals court to uphold dismissal of a lawsuit accusing a Boeing Co. subsidiary of illegally helping the CIA fly suspected terrorists to allied foreign nations that tortured them.

2/9/2009 Ruin Your Health With the Obama Stimulus Plan: Betsy McCaughey
Republican Senators are questioning whether President Barack Obama’s stimulus bill contains the right mix of tax breaks and cash infusions to jump-start the economy. Tragically, no one from either party is objecting to the health provisions slipped in without discussion. These provisions reflect the handiwork of Tom Daschle, until recently the nominee to head the Health and Human Services Department. Senators should read these provisions and vote against them because they are dangerous to your health.

Mukasey, Attorney General of the United States

This action chronicles a chilling tale of human experimentation, covert military operations, and heretofore unchecked abuses of power by our own government. Ironically, one of the main facilitating events for this debacle was action by a court. In 1950, during the height of the Cold War, the U.S. Supreme Court issued its decision in the Feres case, which in effect ruled that the government is immune from damages claims brought by Armed Forces personnel arising from DEFENDANTS’ own torts. The Supreme Court’s decision to absolve DEFENDANTS of legal responsibility for damages caused by the tortious acts committed by the government upon our nation’s military personnel quickly led DEFENDANTS to undertake an expansive, multi- faceted program of secret experimentation on human subjects, diverting our own troops from military assignments for use as test subjects. In virtually all cases, troops served in the same capacity as laboratory rats or guinea pigs. DEFENDANTS were able to capitalize on the inherently coercive relationship of a soldier’s commanding officers to their soldiers, as military orders can be enforced by a strong set of formal and informal sanctions.

9/30/2008 Brigade homeland tours start Oct. 1
3rd Infantry’s 1st BCT trains for a new dwell-time mission. Helping ‘people at home’ may become a permanent part of the active Army

The 3rd Infantry Division’s 1st Brigade Combat Team has spent 35 of the last 60 months in Iraq patrolling in full battle rattle, helping restore essential services and escorting supply convoys. Now they’re training for the same mission — with a twist — at home. Beginning Oct. 1 for 12 months, the 1st BCT will be under the day-to-day control of U.S. Army North, the Army service component of Northern Command, as an on-call federal response force for natural or manmade emergencies and disasters, including terrorist attacks. It is not the first time an active-duty unit has been tapped to help at home. In August 2005, for example, when Hurricane Katrina unleashed hell in Mississippi and Louisiana, several active-duty units were pulled from various posts and mobilized to those areas. But this new mission marks the first time an active unit has been given a dedicated assignment to NorthCom, a joint command established in 2002 to provide command and control for federal homeland defense efforts and coordinate defense support of civil authorities.

5/2/2008 What’s Up with the Secret Cybersecurity Plans, Senators Ask DHS
The government’s new cyber-security "Manhattan Project" is so secretive that a key Senate oversight panel has been reduced to writing a letter to beg for answers to the most basic questions, such as what’s going on, what’s the point and what about privacy laws. The Senate Homeland Security committee wants to know, for example, what is the goal of Homeland Security’s new National Cyber Security Center. They also want to know why it is that in March, DHS announced that Silicon Valley evangelist and security novice Rod Beckstrom would direct the center, when up to that point DHS said the mere existence of the center was classified. Those are just two sub-questions out of a list of 17 multi-part questions centrist Sens. Joe Lieberman (I-Connecticut) and Susan Collins (R-Maine) sent to DHS in a letter Friday.

2/10/2008 Wrong Paul: Fantasy, fallacy and factual fumbles from the Republican insurgent.
Ron Paul doesn't have much of a chance of winning the Republican nomination, but he persists with his well-funded campaign and even talks of turning it into a permanent "Revolution" that will continue far beyond 2008. We've given his statements little attention until now. But here we look at some of his more outlandish claims: * Paul claims that a secret conspiracy composed of the Security and Prosperity Partnership and a cabal of foreign companies is behind plans to build a NAFTA Superhighway as the first step toward creating a North American Union. But the NAFTA Superhighway that Paul describes is a myth, and the groups supposedly behind the plans are neither secret nor nefarious. * Paul says that the U.S. spends $1 trillion per year to maintain a foreign empire and suggests that we could save that amount by cutting foreign spending. Paul gets that figure by including a lot of domestic programs that he isn't planning to cut, like the U.S. Border Patrol and interest payments on the debt. * Paul has run television ads touting an endorsement from Ronald Reagan, but he fails to mention that, in 1988, Paul wanted "to totally disassociate" himself from the Reagan administration.

The problem with Paul's claim is that there are no plans to build a NAFTA Superhighway. Or a North American Union, for that matter. And while the Security and Prosperity Partnership of North America does exist, it's just a boring bureaucracy. Like many conspiracy theories, this one is a mixture of fact and fiction. That scary-looking map, with lines that rumor suggested were drawn to scale, is the product of an actual group called North America's SuperCorridor Organization (NASCO), which is a consortium of public and private entities. But contrary to conspiracy theorists, the map does not show a new highway. Those bright blue lines show only I-35 and I-29 – interstates that already exist. On its Web site, NASCO says it and some of the local governments along I-35 have been referring to that route as the "NAFTA Superhighway" for years. NASCO advocates improvements to existing roads, but is not lobbying for, or planning to build, any new thoroughfares.

5/9/2007 The Crime Behind the Criminal Wars!
If your first guess is the attacks of September 11, 2001, on the World Trade Center and the Pentagon, guess again. It is a different crime, just as hideous by any legal standard and in any jurisdiction, but this crime, due to its very serious implications, is preferred by many to remain a secret. It is a crime whose victims are not just the innocent civilians in Afghanistan and Iraq, but also every unsuspecting military personnel who put his or her life on the line in this synthetic war on terror, and you, the reader. All preventable wars are illegal and criminal. According to the UN charter, “All Members shall settle their international disputes by peaceful means in such a manner that international peace and security, and justice, are not endangered.” Bush and Blair had the evidence that Bin Laden was responsible for the 9/11 attacks as early as September 26, 2001, but that evidence was only shared with those who were important for the execution of their war, such as NATO and Pakistan (Bush, Blair, and the Terrorism Shell Game), and kept away from those sane entities who were looking for a just and peaceful outcome.

8/1/2006 9/11 Live: The NORAD Tapes
How did the U.S. Air Force respond on 9/11? Could it have shot down United 93, as conspiracy theorists claim? Obtaining 30 hours of never-before-released tapes from the control room of NORAD's Northeast head-quarters, the author reconstructs the chaotic military history of that day, and the Pentagon's apparent attempt to cover it up

Powell's question—"Is this real-world or exercise?"—is heard nearly verbatim over and over on the tapes as troops funnel onto the ops floor and are briefed about the hijacking. Powell, like almost everyone in the room, first assumes the phone call is from the simulations team on hand to send "inputs"—simulated scenarios—into play for the day's training exercise.

FOX: "I've never seen so much real-world stuff happen during an exercise."

12/16/2005 Bush Lets U.S. Spy on Callers Without Courts
Months after the Sept. 11 attacks, President Bush secretly authorized the National Security Agency to eavesdrop on Americans and others inside the United States to search for evidence of terrorist activity without the court-approved warrants ordinarily required for domestic spying, according to government officials. Under a presidential order signed in 2002, the intelligence agency has monitored the international telephone calls and international e-mail messages of hundreds, perhaps thousands, of people inside the United States without warrants over the past three years in an effort to track possible "dirty numbers" linked to Al Qaeda, the officials said. The agency, they said, still seeks warrants to monitor entirely domestic communications. The previously undisclosed decision to permit some eavesdropping inside the country without court approval was a major shift in American intelligence-gathering practices, particularly for the National Security Agency, whose mission is to spy on communications abroad. As a result, some officials familiar with the continuing operation have questioned whether the surveillance has stretched, if not crossed, constitutional limits on legal searches. "This is really a sea change," said a former senior official who specializes in national security law. "It's almost a mainstay of this country that the N.S.A. only does foreign searches."

The White House asked The New York Times not to publish this article, arguing that it could jeopardize continuing investigations and alert would-be terrorists that they might be under scrutiny. After meeting with senior administration officials to hear their concerns, the newspaper delayed publication for a year to conduct additional reporting. Some information that administration officials argued could be useful to terrorists has been omitted.

In Washington it is hardly a secret that the same people in and around the administration who brought you Iraq are preparing to do the same for Iran. The Pentagon, acting under instructions from Vice President Dick Cheney’s office, has tasked the United States Strategic Command (STRATCOM) with drawing up a contingency plan to be employed in response to another 9/11-type terrorist attack on the United States. The plan includes a large-scale air assault on Iran employing both conventional and tactical nuclear weapons.

The Pentagon MASCAL (Mass Casualty) exercise of October 2000 was a command exercise simulating the crash of an airliner into the Pentagon. The type of airliner was not specified. This exercise is commonly known. The exercise forecasted 341 casualties (dead and injured).

5/1/2005 Building a North American Community
Report of an Independent Task Force; Sponsored by the Council on Foreign Relations with the Canadian Council of Chief Executives and the Consejo Mexicano de Asuntos Internacionales

America’s relationship with its North American neighbors rarely gets the attention it warrants. This report of a Council-sponsored Indepen- dent Task Force on the Future of North America is intended to help address this policy gap. In the more than a decade since the North American Free Trade Agreement (NAFTA) took effect, ties among Canada, Mexico, and the United States have deepened dramatically. The value of trade within North America has more than doubled. Canada and Mexico are now the two largest exporters of oil, natural gas, and electricity to the United States. Since 9/11, we are not only one another’s major commercial partners, we are joined in an effort to make North America less vulnerable to terrorist attack. This report examines these and other changes that have taken place since NAFTA’s inception and makes recommendations to address the range of issues confronting North American policymakers today: greater economic competition from outside North America, uneven develop- ment within North America, the growing demand for energy, and threats to our borders. The Task Force offers a detailed and ambitious set of proposals that build on the recommendations adopted by the three governments at the Texas summit of March 2005. The Task Force’s central recommen- dation is establishment by 2010 of a North American economic and security community, the boundaries of which would be defined by a common external tariff and an outer security perimeter.

More than a decade ago NAFTA took effect, liberalizing trade and investment, providing crucial protection for intellectual property, creating pioneering dispute-resolution mechanisms, and establishing the first regional devices to safeguard labor and environmental standards. NAFTA helped unlock the region’s economic potential and demon- strated that nations at different levels of development can prosper from the opportunities created by reciprocal free trade arrangements. Since then, however, global commercial competition has grown more intense and international terrorism has emerged as a serious regional and global danger. Deepening ties among the three countries of North America promise continued benefits for Canada, Mexico, and the United States. That said, the trajectory toward a more integrated and prosperous North America is neither inevitable nor irreversible. In March 2005, the leaders of Canada, Mexico, and the United States adopted a Security and Prosperity Partnership of North America (SPP), establishing ministerial-level working groups to address key secu- rity and economic issues facing North America and setting a short deadline for reporting progress back to their governments. President Bush described the significance of the SPP as putting forward a common commitment ‘‘to markets and democracy, freedom and trade, and mutual prosperity and security.’’ The policy framework articulated by the three leaders is a significant commitment that will benefit from broad discussion and advice. The Task Force is pleased to provide specific advice on how the partnership can be pursued and realized. To that end, the Task Force proposes the creation by 2010 of a North American community to enhance security, prosperity, and opportunity. We propose a community based on the principle affirmed in the March 2005 Joint Statement of the three leaders that ‘‘our security and prosperity are mutually dependent and complementary.’’ Its boundaries will be defined by a common external tariff and an outer security perimeter within which the movement of people, products, and capital will be legal, orderly, and safe. Its goal will be to guarantee a free, secure, just, and prosperous North America.

A North American Advisory Council. To ensure a regular injection of creative energy into the various efforts related to North American integration, the three governments should appoint an independent body of advisers. This body should be composed of eminent persons from outside government, appointed to staggered multiyear terms to ensure their independence. Their mandate would be to engage in creative exploration of new ideas from a North American perspective and to provide a public voice for North America. A complementary approach would be to establish private bodies that would meet regularly or annually to buttress North American relationships, along the lines of the Bilderberg or Wehrkunde conferences, organized to support transatlantic relations.
