Study: Outside ad spending up 1,600% Outside group spending on political ads is up 1,600 percent in the Republican primary, compared to this point in the 2008 race, new research shows.
The surge in spending is in large part because of the rise of super PACs, the study from the Wesleyan Media Project found.
Nearly half of the ads on the airwaves were paid for by super PACs this cycle, while ads sponsored by candidates are down 40 percent. In all, the volume of ads aired has increased slightly, 2 percent, over the last cycle.
Romney’s campaign has spent about $7 million so far this cycle, compared to $28 million ahead of 2008. And though his overall number of ads has decreased, he’s dominating his competitors. In Florida, Romney and outside groups who support him had paid for almost 13,000 television ads, as of last week, most of them paid for by a pro-Romney super PAC, Restore Our Future. Newt Gingrich and affiliated outside groups had only aired about 200 spots. Rick Santorum and Ron Paul aren’t in the TV ad game at all in the Sunshine State. (Politico)

8 Precinct Vote Totals Missing From Iowa Caucuses The Iowa Republican Party has certified the results of its caucuses earlier this month. Rick Santorum is 34 votes ahead, but the party will not declare a winner because there are missing results in eight precincts. Before the certification process, Mitt Romney had been declared the winner. (National Public Radio)

It’s a tie for the ages.
There are too many holes in the certified totals from the Iowa caucuses to know for certain who won, but Rick Santorum wound up with a 34-vote advantage.
Results from eight precincts are missing — any of which could hold an advantage for Mitt Romney — and will never be recovered and certified, Republican Party of Iowa officials told The Des Moines Register on Wednesday.
GOP officials discovered inaccuracies in 131 precincts, although not all the changes affected the two leaders. Changes in one precinct alone shifted the vote by 50 — a margin greater than the certified tally. (Desmoines Register)
Quake raises safety concerns as nuclear plant shut The largest earthquake to hit the East Coast of the United States in 67 years raised concerns on Tuesday about the safety of the country's nuclear power plants.
The 5.8 magnitude quake's epicenter was just a few miles from the two-reactor North Anna nuclear power plant operated by Dominion Resources in Mineral, Virginia, 80 miles southwest of Washington.
The plant lost power and automatically halted operations after the quake. While a Dominion spokesman reported no "major" damage to the facility, three diesel generators were required to kick in and keep the reactors' radioactive cores cool. A fourth diesel unit failed.
While nuclear power plants can operate safely on back-up power, failure of generators was a key reason for the disaster at Japan's Fukushima Daiichi plant after a 9.0 magnitude quake and tsunami in March.
"Nuclear power plants lose a significant margin of safety when they're forced to rely on these emergency back-up systems," said Paul Gunter, director of reactor oversight at Beyond Nuclear, an anti-nuclear lobby group. (Reuters)
Nuclear Agency Is Criticized as Too Close to Its Industry In the fall of 2007, workers at the Byron nuclear power plant in Illinois were using a wire brush to clean a badly corroded steel pipe — one in a series that circulate cooling water to essential emergency equipment — when something unexpected happened: the brush poked through.
The resulting leak caused a 12-day shutdown of the two reactors for repairs.
The plant’s owner, the Exelon Corporation, had long known that corrosion was thinning most of these pipes. But rather than fix them, it repeatedly lowered the minimum thickness it deemed safe. By the time the pipe broke, Exelon had declared that pipe walls just three-hundredths of an inch thick — less than one-tenth the original minimum thickness — would be good enough.
Though no radioactive material was released, safety experts say that if enough pipes had ruptured during a reactor accident, the result could easily have been a nuclear catastrophe at a plant just 100 miles west of Chicago.
Exelon’s risky decisions occurred under the noses of on-site inspectors from the federal Nuclear Regulatory Commission. No documented inspection of the pipes was made by anyone from the N.R.C. for at least the eight years preceding the leak, and the agency also failed to notice that Exelon kept lowering the acceptable standard, according to a subsequent investigation by the commission’s inspector general. USURPATION OF THE WAR POWER OVER LIBYA
47. President Barack Obama’s military attacks against Libya constitute acts of war.
48. Congressman J. Randy Forbes (VA-4) had the following exchange with Secretary of Defense Robert Gates during a March 31, 2011 House Armed Services Committee Hearing on the legality of the present military operation in Libya:
Congressman Forbes: Mr. Secretary, if tomorrow a foreign nation intentionally, for whatever reason, launched a Tomahawk missile into New York City, would that be considered an act of war against the United States?
Secretary Gates: Probably so.
Congressman Forbes: Then I would assume the same laws would apply if we launched a Tomahawk missile at another nation—is that also true?
Secretary Gates: You’re getting into constitutional law here and I am no expert on it.
Congressman Forbes: Mr. Secretary, you’re the Secretary of Defense. You ought to be an expert on what’s an act of war or not. If it’s an act of war to launch a Tomahawk missile on New York City would it not also be an act of war to launch a Tomahawk missile by us at another nation?
Secretary Gates: Presumably.
49. Since the passage of United Nations Security Council resolution 1973 on March 19, 2011, the United States has detonated over 200 tomahawk land attack cruise missiles and 455 precision-guided bombs on Libyan soil.
50. Libya posed no actual or imminent threat to the United States when President Obama unleashed Operation Odyssey Dawn.
51. On March 27, 2011, Secretary of Defense Robert Gates stated that Libya never posed an “actual or imminent threat to the United States.” He further stated that Libya has never constituted a “vital interest” to the United States.
52. United Nations Security Council resolution 1973 directs an indefinite United States military quagmire in Libya, authorizing “all necessary measures” to protect Libyan civilians, which clearly contemplates removal by force of the murderous regime of Col. Muammar Qadhafi.

In a Letter From the President to the Speaker of the House of Representatives and the President Pro Tempore of the Senate sent March 21, 2011, President Barack Obama informed Members of Congress that “U.S. forces have targeted the Qadhafi regime’s air defense systems, command and control structures, and other capabilities of Qadhafi’s armed forces used to attack civilians and civilian populated areas. We will seek a rapid, but responsible, transition of operations to coalition, regional, or international organizations that are postured to continue activities as may be necessary to realize the objectives of U.N. Security Council Resolutions 1970 and 1973.”
54. In his March 21, 2011 letter, President Barack Obama further informed Members of Congress that he opted to take unilateral military action “…in support of international efforts to protect civilians and prevent a humanitarian disaster.”
55. President Barack Obama has usurped congressional authority to decide on war or peace with Libya, and has declared he will persist in additional usurpations of the congressional power to commence war whenever he decrees it would advance his idea of the national interest. On March 28, 2011, he declared to Congress and the American people: “I have made it clear that I will never hesitate to use our military swiftly, decisively, and unilaterally when necessary to defend our people, our homeland, our allies, and our core interests” (emphasis added).
56. President Obama’s humanitarian justification for war in Libya establishes a threshold that would justify his initiation of warfare in scores of nations around the globe, including Iran, North Korea, Syria, Sudan, Myanmar, China, Belarus, Zimbabwe, Cuba, and Russia.
57. In Olmstead v. United States, 277 U.S. 438 (1928), Justice Louis D. Brandeis wrote on behalf of a majority of the United States Supreme Court:
Experience should teach us to be most on our guard to protect liberty when the Government’s purposes are beneficent. Men born to freedom are naturally alert to repel invasion of their liberty by evil-minded rulers. The greatest dangers to liberty lurk in insidious encroachment by men of zeal, well meaning but without understanding.

President Barack Obama has signed an order, euphemistically named a “Presidential Finding,” authorizing covert U.S. government support for rebel forces seeking to oust Libyan leader Muammar Gaddafi, further entangling the United States in the Libyan conflict, despite earlier promises of restraint. Truth is invariably the first casualty of war.

In response to questions by Members of Congress during a classified briefing on March 30, 2011, Secretary of State Hillary Clinton indicated that the President needs no Congressional authorization for his attack on the Libyan nation, and will ignore any Congressional attempt by resolution or otherwise to constrain or halt United States participation in the Libyan war.
60. On March 30, 2011, by persistent silence or otherwise, Secretary Clinton rebuffed congressional inquiries into President Obama’s view of the constitutionality of the War Powers Resolution of 1973. She failed to cite a single judicial decision in support of President Obama’s recent actions, relying instead on the undisclosed legal opinions of White House attorneys.
61. President Barack Obama, in flagrant violation of his constitutional oath to execute his office as President of the United States and preserve and protect the United States Constitution, has usurped the exclusive authority of Congress to authorize the initiation of war, in that on March 19, 2011 President Obama initiated an offensive military attack against the Republic of Libya without congressional authorization. In so doing, President Obama has arrested the rule of law, and saluted a vandalizing of the Constitution that will occasion ruination of the Republic, the crippling of individual liberty, and a Leviathan government unless the President is impeached by the House of Representatives and removed from office by the Senate.
In all of this, President Barack Obama has acted in a manner contrary to his trust as President and subversive of constitutional government, to the great prejudice of the cause of law and justice and to the manifest injury of the people of the United States. (Prison Planet)
America and EU Agree: Raise Radiation Levels for Food On March 28, 2011, I wrote an article entitled EPA to Help Mainstream Media Obscure The Truth About Radiation Exposure to Americans, in which I discussed the changes to the PAGs (Protective Action Guides) being proposed by the EPA (Environmental Protection Agency) that would raise the acceptable levels of radiation allowed in the environment, food, and even the general public themselves in the event of a nuclear emergency.
Interestingly enough, an article was published on April 3, 2011, by Alexander Higgins citing Kopp Online and Xander News, stating that a similar rule change was occurring in the European Union.
PAGs are policies and guidelines established by the EPA that guide the agency’s response in the event of a radioactive emergency. Specifically, PAGs deal with how the EPA should enforce laws such as the Clean Air and Water Act in relation to the disaster. Although PAGs had already been established by the EPA in 1992, the agency now plans to amend these guidelines to much higher levels of acceptable radiation.
No congressional approval is legally needed to makes such changes, because the EPA is a regulatory agency that sets “policy” and, although these types of agencies can be directed by congress or the president, they often form their own policies. All that is required when agencies such as the EPA wish to change their policy is that they first publish the proposed changes in the Federal Register for a designated period of “public comment.”
However, since public opinion is worth virtually nothing, once a proposed change is published in the Federal Register, it is well on its way to becoming new policy. This is unfortunate considering the fact that, according to PEER (Public Employees for Environmental Responsibility, the new standards would result in a “nearly 1000-fold increase for exposure to strontium-90, a 3000 to 100,000-fold hike for exposure to iodine-131; and an almost 25,000 rise for exposure to radioactive nickel-63” in drinking water. EPA to Help Mainstream Media Obscure The Truth About Radiation Exposure to Americans As Americans focus on March Madness and Dancing With the Stars instead of the radioactive plume spreading all across the country, the US EPA (Environmental Protection Agency) is attempting to make the mainstream media cover up of the Fukushima cloud a bit easier.
The agency now notorious for its infamous claim that the air was safe to breathe after 9/11 is now seeking to raise the PAGs (Protective Action Guides) to levels vastly higher than those at which they are currently set allowing for more radioactive contamination of the environment and the general public in the event of a radioactive disaster.
PAGs are policies established by the EPA that guide the agency in enforcing the various environmental laws such as the Clean Air and Water Act in the invent of a radioactive emergency such as a nuclear/dirty bomb or factory meltdown like that occurring in Japan.
The EPA had already established PAGs in this area in 1992. They can be found here. However, the agency now plans to amend and revise these standards this year.
Because regulatory agencies form their own policies (although they can be directed by either the President or the Congress), there is no requirement to seek Congressional approval for these changes. All that is required is that the agency place the proposed changes in the Federal Register for public comment before it finalizes its draft into legal policy.
According to PEER (Public Employees for Environmental Responsibility, the new standards would drastically raise the levels of radiation allowed in food, water, air, and the general environment. PEER, a national organization of local, state, and federal employees who had access to internal EPA emails, claims that the new standards will result in a “nearly 1000-fold increase for exposure to strontium-90, a 3000 to 100,000-fold hike for exposure to iodine-131; and an almost 25,000 rise for exposure to radioactive nickel-63” in drinking water. Pentagon Plans To Keep 20,000 Troops Inside US To Bolster Domestic Security The U.S. military expects to have 20,000 uniformed troops inside the United States by 2011 trained to help state and local officials respond to a nuclear terrorist attack or other domestic catastrophe, according to Pentagon officials.
The long-planned shift in the Defense Department's role in homeland security was recently backed with funding and troop commitments after years of prodding by Congress and outside experts, defense analysts said.
There are critics of the change, in the military and among civil liberties groups and libertarians who express concern that the new homeland emphasis threatens to strain the military and possibly undermine the Posse Comitatus Act, a 130-year-old federal law restricting the military's role in domestic law enforcement.
But the Bush administration and some in Congress have pushed for a heightened homeland military role since the middle of this decade, saying the greatest domestic threat is terrorists exploiting the proliferation of weapons of mass destruction. (Washington Post)

I've just flown over it (courtesy of Google Earth), and you'd never think it was a place where our destiny lies. The terrain is flat and wooded and includes some magnolia plantations. There's a highway and what looks like a railway line (the image resolution isn't great). The nearest town is Goose Creek, a settlement of 30,000 souls.
So why is this obscure spot a pivot of the universe? Because Google is to locate one of its server farms there. The decision was announced at a pork barbecue held on 6 April for 300 dignitaries. Google executives gave a short presentation, announced a $407,000 donation to the community and invited questions. The idea that these might require answers did not occur to the Googlers, but that is the Company Way.
For example, one question concerned the plant's consumption of electricity and water. (Server farms require massive quantities of the former, and a good deal of the latter for cooling purposes.) 'No comment,' was the response, later expanded by Rhett Weiss, Google's head of strategic development to: 'We're in a highly competitive industry and, frankly, one or two little pieces of information like that in the hands of our competitors can do us considerable damage.' 12 Lessons That South Carolina Can Learn From Katrina In 2001, the Federal Emergency Management Agency (FEMA) ranked the most likely and deadly disasters that could befall the United States.
The top three were:

* an earthquake in San Francisco

The list was announced at a conference on Sept. 10. The next day was 9/11.
Two of those three uber-disasters now have occurred, and emergency response to the catastrophes is being criticized as inadequate and, in some cases,

Faith, Certainty and the Presidency of George W. Bush Bruce Bartlett, a domestic policy adviser to Ronald Reagan and a treasury official for the first President Bush, told me recently that ''if Bush wins, there will be a civil war in the Republican Party starting on Nov. 3.'' The nature of that conflict, as Bartlett sees it? Essentially, the same as the one raging across much of the world: a battle between modernists and fundamentalists, pragmatists and true believers, reason and religion.
''Just in the past few months,'' Bartlett said, ''I think a light has gone off for people who've spent time up close to Bush: that this instinct he's always talking about is this sort of weird, Messianic idea of what he thinks God has told him to do.'' Bartlett, a 53-year-old columnist and self-described libertarian Republican who has lately been a champion for traditional Republicans concerned about Bush's governance, went on to say: ''This is why George W. Bush is so clear-eyed about Al Qaeda and the Islamic fundamentalist enemy. He believes you have to kill them all. They can't be persuaded, that they're extremists, driven by a dark vision. He understands them, because he's just like them. . . .
''This is why he dispenses with people who confront him with inconvenient facts,'' Bartlett went on to say. ''He truly believes he's on a mission from God. Absolute faith like that overwhelms a need for analysis. The whole thing about faith is to believe things for which there is no empirical evidence.'' Bartlett paused, then said, ''But you can't run the world on faith.''
Forty democratic senators were gathered for a lunch in March just off the Senate floor. I was there as a guest speaker. Joe Biden was telling a story, a story about the president. ''I was in the Oval Office a few months after we swept into Baghdad,'' he began, ''and I was telling the president of my many concerns'' -- concerns about growing problems winning the peace, the explosive mix of Shiite and Sunni, the disbanding of the Iraqi Army and problems securing the oil fields. Bush, Biden recalled, just looked at him, unflappably sure that the United States was on the right course and that all was well.
