Top 25 of 2009: # 2 Security and Prosperity Partnership: Militarized NAFTA Leaders of Canada, the US, and Mexico have been meeting to secretly expand the North American Free Trade Agreement (NAFTA) with “deep integration” of a more militarized tri-national Homeland Security force. Taking shape under the radar of the respective governments and without public knowledge or consideration, the Security and Prosperity Partnership (SPP)—headquartered in Washington—aims to integrate the three nations into a single political, economic, and security bloc.
The SPP was launched at a meeting of Presidents George W. Bush and Vicente Fox, and Prime Minister Paul Martin, in Waco, Texas, on March 31, 2005. The official US web page describes the SPP as “. . . a White House-led initiative among the United States and Canada and Mexico to increase security and to enhance prosperity . . .” The SPP is not a law, or a treaty, or even a signed agreement. All these would require public debate and participation of Congress.
The SPP was born in the “war on terror” era and reflects an inordinate emphasis on US security as interpreted by the Department of Homeland Security. Its accords mandate border actions, military and police training, modernization of equipment, and adoption of new technologies, all under the logic of the US counter-terrorism campaign. Head of Homeland Security Michael Chertoff, along with Secretary of State Condoleezza Rice and Secretary of Finance Carlos Gutierrez, are the three officials charged with attending SPP ministerial conferences. Protect Canada's water, Ottawa urged Warning that most Americans see Canada as that "great green sponge up north," four organizations plan to issue a plea today to the Conservative government to protect the nation's water before it's too late.
A study authored by the Polaris Institute, a public policy group, and obtained by the Star challenges "myths" about Canadian abundance and describes how the country lost control of its water to U.S. interests under the terms of binding trade deals, including the 1994 North American Free Trade Agreement (NAFTA).
Moreover, while U.S. Democratic presidential contenders Hillary Clinton and Barack Obama recently raised the spectre of Washington renegotiating NAFTA for its benefit, this report – done in co-ordination with the Canadian Labour Congress – underscores that Ottawa has the option of abrogating the deal if it can't establish control over water. Prime Minister Harper officially endorses North American Union with Council of Foreign Relations visit Prime Minister Stephen Harper's appearance at the New York City based Council of Foreign Relations (CFR) on 25 September 2007, was an official endorsement and expression of solidarity on the North American Union agenda. Harvard University educated CNN Veteran anchor Lou Dobbs, has further confirmed the official endorsement of the Stephen Harper Minority Conservative government on North American Union, or "New America".
Mr. Harper has been apparently directed by the principal funders of the Conservative Party of Canada, which are ideologically linked to the CFR, to assimilate Canada into a new "Fortress North America" which is controlled by the U.S. political-military-industrial complex by no later than 2010.
Indeed, the Stephen Harper government has been reported to be in the process of getting various Canadian government departments and agencies to "harmonize", with U.S. governmental agencies, to expedite the assimilation of Canada into the neo-conservative vision of a "Fortress North America". Canada implements no-fly list: List blasted by experts, government remains steadfast The Canadian federal government implemented a new federal “no-fly” list yesterday which, like its U.S. counterpart, has been opposed by transportation experts and even the Privacy Commissioner of Canada (on multiple occasions). The list dates back to the Canada-U.S. Smart Border Declaration, signed by then-Foreign Affairs Minister of Canada John Manley and then-Homeland Security chief Tom Ridge in December 2001. The document calls for action on several initiatives, including “indentify[ing] security threats before they arrive in North America through collaborative approaches to reviewing crew and passenger manifests.”
From there, the initiative was inserted in a piece of legislation which eventually became the Public Safety Act of 2002, an act which took 2 arduous years of debate and amendment to get passed, receiving royal assent in May 2004. The act explicitly “authorizes the Commissioner of the Royal Canadian Mounted Police (RCMP), the Director of the Canadian Security Intelligence Service (CSIS), and the persons they designate, to require certain passenger information (set out in the proposed schedule to the Act) from air carriers and operators of aviation reservation systems, to be used and disclosed for transportation security purposes; national security investigations relating to terrorism; situations of immediate threat to the life or safety of a person; the enforcement of arrest warrants for offences punishable by five years or more of imprisonment and that are specified in the regulations; and arrest warrants under the Immigration and Refugee Protection Act and the Extradition Act.” (Corbett Report)
Air India Was a CSIS job: Canadian Intelligence Service implicated in Air India bombing On June 23, 1985, a bomb planted aboard Air India Flight 182 exploded as it made its way from Toronto to London Heathrow, killing all 329 aboard. The bombing still stands as Canada’s deadliest instance of mass murder, and was the deadliest act of terrorism involving airplanes before the events of September 11, 2001. In 2005, some two decades after the original disaster, the only two suspects to be put on trial for the bombing were acquitted due to a lack of evidence. The verdict created an uproar in Canada, and the government duly set up an inquiry, headed by John Major, which is currently looking into the disaster and its investigation. But witnesses testifying before the commission over the last weeks out of the Canadian inquiry into the Air India Flight 182 disaster have started painting a picture of government foreknowledge which is confirming suspicions that the Canadian CIA -- the Canadian Security Intelligence Service (CSIS) -- were complicit in the bombing and its coverup.
On May 17, two former government lawyers, Graham Pinos and Michael Anne MacDonald, testified to the inquiry that they were attending international hearings on terrorism in Los Angeles during the week preceding the bombing. Each of them claims to have had separate conversations with a Mr. Mel Deschesnes of CSIS in which he stated there was a problem with Sikh extremists in Vancouver who were seeking to bring down an airplane. He left the conference unexpectedly on June 20, telling Ms. MacDonald that there was an urgent problem with the extremists in Vancouver. The bombing took place three days later. Mr. Pinos testified that when the bombing took place, his reaction was to say to himself “Holy expletive, they knew, they knew.” Streaming video of their testimony can be watched here. Easterners could freeze in the dark At a meeting of the House of Commons' international trade committee earlier this month, Leon Benoit, the Conservative chairman, ordered me to stop my presentation as an invited witness. My remarks, he ruled, were not relevant. When his decision was successfully challenged by other members of the committee, Mr. Benoit adjourned the meeting and left the room.
I was astonished. I had spent several days preparing for my presentation, and two days in transit. Later, I learned that Mr. Benoit's behaviour may have been prompted by a secret guidebook for Conservative chairmen, designed to interrupt witnesses challenging government positions.
If so, it backfired. Suppression intrigues people. They want to know what caused the storm.
I was cut off after noting that the United States has a National Energy Policy (a NEP) that emphasizes self-sufficiency, energy independence and domestic ownership.
And while Canada, as part of our bilateral Security and Prosperity Partnership initiative, supports U.S. efforts to wean itself off Middle Eastern oil, I noted that we do not have a NEP of our own. (The Globe and Mail)
NDP: stop bulk water exports -- SPP integration deal risks Canadian sovereignty and vital fresh water resources Canada stands to lose millions of litres of fresh water as a result of bulk water exports if the Conservatives enact proposals being discussed later this week in a closed-door meeting in Calgary. Today NDP MPs stood on the steps of Parliament Hill and called for a full parliamentary debate on the issue of the Security and Prosperity Partnership of North America (SPP)
before the government implements this deep integration with the U.S. any further.
“We are calling on the Canadian government to pull out of these talks. It is beyond all reason that our government would be looking for ways to ship our fresh water resources in bulk to the United States,” said NDP International Trade Critic Peter Julian.
Last week, the Council of Canadians revealed a leaked memo that showed high level secret-talks would begin this week in Calgary between government and business leaders to discuss “water consumption, water transfers and artificial diversions of bulk water” with the aim of achieving “joint optimum utilization of the available water.” (New Democratic Party of Canada)
Think Outside the Border FEW things infuriate Canadians more than to be told (by Americans) that their quiet, tolerant nation treats potential terrorists with kid gloves, putting their neighbors in mortal danger. Some of the wind has gone out of that argument since the arrests this month of 17 men in the Toronto area who were allegedly planning to attack Parliament buildings in Ottawa and behead the prime minister. Some of the wind, that is, but not all.
Representative Peter King, a New York Republican, warned last week that ''very liberal'' Canadian immigration and asylum laws encouraged a large Qaeda presence north of the border. Senator Carl Levin, a Michigan Democrat, noted darkly that trucks carrying Canadian garbage to America receive little or no scrutiny.
The 49th Parallel is indeed riddled with security gaps. But the most high-profile solution on the table would complicate the lives of millions of Canadians and Americans, and perhaps seriously damage their closely linked economies. That solution comes out of laws passed by Congress in response to 9/11 mandating that next year Americans and Canadians crossing the border by airplane will need passports or other federal government-approved identification to get through United States customs. In 2008 similar requirements will be imposed at the 140 land-border crossings between the United States and Canada. (New York Times)
Harper launches Air India inquiry The Conservative government has launched a full public inquiry into the investigation of the Air India bombing, Prime Minister Stephen Harper said Monday.
Harper said his government decided on the terms of reference for the inquiry after retired Supreme Court Judge John Major, who will lead the probe, consulted with family members of some of the victims.
Harper said the "thorough and compassionate investigation" cannot find fault or repeat the criminal trials that have already taken place. (CBC)

Attention Mr. Minister :
Your party decided to honor the electoral promise engagement of holding a public inquiry into the Air India case. Your colleague, Justice Minister Vic Toews, gave you the task of fixing the framework and timeline of the public inquiry into this dramatic event that is now nearly twenty-one years old.
Despite the un-precedent scope of this tragedy, I can unfortunately testify, to the fact that today in Montreal, many fellow citizens are still very much unaware of this horrible event. People seem to have forgotten that the Air India Flight 182 took off from the Mirabel airport (in the Montreal area) before exploding over the Atlantic Ocean off the shores of Ireland. There were 329 people on board. This includes 84 children younger than twelve years old. No one survived. All of this took place on June 23, 1985.

Privacy Commissioner of Canada's Appearance before the Legislative Committee on Bill C-17, Public Safety Act I very much appreciate this opportunity to meet with you this morning. I really have only one privacy concern in this bill that I want to raise with you. It's a large bill with a great many facets, but there's only one privacy issue I want to raise with you.
It is in fact, of the various concerns you have heard and will hear as a committee, probably the easiest to fix, because it has absolutely no bearing whatsoever on either transportation security or national security against terrorism, which of course are the objects of this bill. And yet, it is also a concern that is crucially important because of the precedents the provision in question would set and the doors it would open, which are of grave concern from a privacy point of view.
I want to emphasize, in addressing this issue, as I emphasized in my annual report, which was made public last week, that since September 11, I have not once objected to a single actual anti-terrorism measure. I regard it as of course unthinkable that, as Privacy Commissioner, I would for a moment seek to stand in the way of any measures that are genuinely and legitimately necessary to protect Canadians against terrorism.
