What's remarkable is how LS Power Equity Partners (LS Power) and Global Infrastructure Partners (GIP) didn't consider a takeover sooner. As a major generator of coal, gas and wind energy whose forerunner Calgary Power Company was founded by W. Max Aitken in 1903, TransAlta Utilities has 50 such assets located around the world with the majority located in Alberta where it also supplies most of the province's power. In addition, LS Power already has nine per cent of TransAlta's common stock and owns power generation assets all over the U.S. Adding to the mix, GIP specializes in infrastructure investments worldwide while its owners -- Credit Suisse and the world's sixth-largest company, General Electric -- are providing the financing, though for all their riches, they don't explain why the $7.8 billion they are offering is only a fraction of what it would cost to build such assets from scratch. Protect Canada's water, Ottawa urged Warning that most Americans see Canada as that "great green sponge up north," four organizations plan to issue a plea today to the Conservative government to protect the nation's water before it's too late.
A study authored by the Polaris Institute, a public policy group, and obtained by the Star challenges "myths" about Canadian abundance and describes how the country lost control of its water to U.S. interests under the terms of binding trade deals, including the 1994 North American Free Trade Agreement (NAFTA).
Moreover, while U.S. Democratic presidential contenders Hillary Clinton and Barack Obama recently raised the spectre of Washington renegotiating NAFTA for its benefit, this report – done in co-ordination with the Canadian Labour Congress – underscores that Ottawa has the option of abrogating the deal if it can't establish control over water. Prime Minister Harper officially endorses North American Union with Council of Foreign Relations visit Prime Minister Stephen Harper's appearance at the New York City based Council of Foreign Relations (CFR) on 25 September 2007, was an official endorsement and expression of solidarity on the North American Union agenda. Harvard University educated CNN Veteran anchor Lou Dobbs, has further confirmed the official endorsement of the Stephen Harper Minority Conservative government on North American Union, or "New America".
Mr. Harper has been apparently directed by the principal funders of the Conservative Party of Canada, which are ideologically linked to the CFR, to assimilate Canada into a new "Fortress North America" which is controlled by the U.S. political-military-industrial complex by no later than 2010.
Indeed, the Stephen Harper government has been reported to be in the process of getting various Canadian government departments and agencies to "harmonize", with U.S. governmental agencies, to expedite the assimilation of Canada into the neo-conservative vision of a "Fortress North America". In Depth Security and Prosperity Partnership: SPP FAQs To hear some people talk, the Security and Prosperity Partnership meetings are nothing to get worked up about.
Thomas D'Aquino, of the Canadian Council of Chief Executives, has said the issues discussed at the SPP are "quite important but frankly quite boring. They're not terribly exciting."
David Bohigian, the American assistant secretary of commerce for market access and compliance, told the magazine The Nation that the SPP is mostly concerned with bureaucratic minutiae and standards harmonization.
"For instance, in the U.S., we sell baby food in several different sizes; in Canada, it's just two different sizes," he told the magazine.
But if it's all boring bureaucracy and baby food jars, why are thousands of protestors expected to show up in Montebello, Que., a small town halfway between Ottawa and Montreal, for the third leaders' meeting under the SPP?
Who is opposed to the SPP?
Opposition to the SPP exists in all three countries and on either end of the political spectrum.
Progressive groups, particularly in Canada, say the SPP amounts to Canada's deep integration with the United States.
The Council of Canadians says the SPP is anti-democratic, makes Canadians less secure and ties Canada to the U.S. "war on terror." The Council is also concerned about the SPP discussions about bulk water exports from Canada to the U.S.
The NDP has said it has concerns about the SPP's "lack of transparency and democratic oversight." NDP trade critic Peter Julian has tabled a motion calling for public consultations and full Parliamentary oversight of the SPP.
On the Canadian government's website about the SPP, some of the agreement's accomplishments are listed:
* Initiatives that make it easier to ship goods across the border.
* Strategies to limit the impact of disasters and allow for a more co-ordinated international response and a faster recovery.
* International co-operation on intelligence, law enforcement, transportation security and border management to help reduce criminal activity and terror risks.
* Reduction of transit times by 50 per cent at the Detroit-Windsor gateway, the largest border crossing point between Canada and the U.S.
Not listed is a planned "harmonization" of pesticide limits between Canada and the U.S., which would raise the acceptable level of pesticide residues on fruits and vegetables.
The SPP's 2006 prosperity report identified "differences in pesticide maximum residue limits" as "barriers to trade." (CBC)
Canada implements no-fly list: List blasted by experts, government remains steadfast The Canadian federal government implemented a new federal “no-fly” list yesterday which, like its U.S. counterpart, has been opposed by transportation experts and even the Privacy Commissioner of Canada (on multiple occasions). The list dates back to the Canada-U.S. Smart Border Declaration, signed by then-Foreign Affairs Minister of Canada John Manley and then-Homeland Security chief Tom Ridge in December 2001. The document calls for action on several initiatives, including “indentify[ing] security threats before they arrive in North America through collaborative approaches to reviewing crew and passenger manifests.”
From there, the initiative was inserted in a piece of legislation which eventually became the Public Safety Act of 2002, an act which took 2 arduous years of debate and amendment to get passed, receiving royal assent in May 2004. The act explicitly “authorizes the Commissioner of the Royal Canadian Mounted Police (RCMP), the Director of the Canadian Security Intelligence Service (CSIS), and the persons they designate, to require certain passenger information (set out in the proposed schedule to the Act) from air carriers and operators of aviation reservation systems, to be used and disclosed for transportation security purposes; national security investigations relating to terrorism; situations of immediate threat to the life or safety of a person; the enforcement of arrest warrants for offences punishable by five years or more of imprisonment and that are specified in the regulations; and arrest warrants under the Immigration and Refugee Protection Act and the Extradition Act.” (Corbett Report)
Presidents of U.S., Mexico to attend Ottawa summit U.S. President George W. Bush hopes to debunk a few negative misconceptions about post-9/11 North America when he arrives in Canada for a two-day summit this August.
He and Mexican President Felipe Calderon will arrive at a rural hotel resort near Ottawa for a summit with Prime Minister Stephen Harper that begins Aug. 21, sources in two countries told The Canadian Press.
The meeting has not yet been announced and the official agenda is still being finalized but U.S. officials are already fine-tuning the hopeful message they want to convey.
They plan to combat impressions that the U.S. and its continental neighbours have been -- or should be -- locking down their borders after 9/11 to the detriment of trade and human relationships.
"This is a region that works and that's a story that needs to be told,'' said one U.S. official. (CTV)
In 1987, Canada's solicitor-general James Kelleher declared: "I should point out to the House that there was no indication that there was a specific threat to Flight 182."
Sixteen years later, then federal solicitor-general Wayne Easter repeated the assertion: "They were not in a position to know that there would be a terrorist attack on an Air India aircraft."
Were they right? Was there really no warning — or was the Air India bombing plotted in plain sight?
In 1982, Indian Prime Minister Indira Gandhi complained to prime minister Pierre Trudeau that Sikh extremists in Canada were financing and organizing terrorist attacks against Indian targets.
Three years later, on June 22, 1985, two bombs placed by Sikh militants in Vancouver killed 331 people. Air India Flight 182 blew up as it approached the coast of Ireland, killing 329 people. Two baggage handlers died earlier during a blast at a Tokyo airport.
Ever since, successive Canadian governments have insisted that Canada's security agencies could not have prevented the bombing because there was no warning. (CBC)
North American Leaders Discuss Security Promoting prosperity topped the agenda at a gathering of U.S., Canadian and Mexican Cabinet leaders Friday, but immigration and the threat of terrorism also were key topics at the gathering.
Nine foreign and security ministers from the North American nations met in Ottawa, including Secretary of State Condoleezza Rice and Homeland Security Secretary Michael Chertoff.

Officials play down criticism that talks too secretive Top North American ministers deflected criticism that they had consulted only big business for their talks on trade and security rules, suggesting Friday there are "different venues" for public interest and labour groups to raise their concerns and suggestions.
The Security and Prosperity Partnership (SPP) is an ongoing dialogue between Canada, the United States and Mexico to find more common ground on issues ranging from border security to emergency preparedness. The group has an arm of business leaders that provides myriad recommendations, but has no formal mechanism for consulting the public at large.
"That type of thing happens in different venues in a host of other occasions, and we're pleased to note that as we work together on the issues we discussed today then the quality of life of all our citizens improves," Public Safety Minister Stockwell Day told reporters at the close of day-long meetings.
Day was flanked by his counterparts from Mexico and the United States, along with trade ministers from the three countries. The star attraction of the meetings was U.S. Secretary of State Condoleezza Rice, who appeared at a final news conference with Foreign Affairs Minister Peter MacKay and Mexican Foreign Minister Patricia Espinosa. Continental integration talks spark fierce debate in U.S.: A sweeping accord for the economic integration of Canada, the U.S. and Mexico has unleashed a firestorm of debate south of the border. Everyone from national congressmen and state legislators to bloggers and YouTubers are raising the alarm about the Security and Prosperity Partnership (SPP), a plan to harmonize the countries' economic and security practices.
Criticism ranges from measured calls for stronger congressional oversight to hysterical charges that the "treasonous" deal will flood the U.S. with illegal aliens and terrorists.
"The deal will weaken the sovereignty of the U.S. It will create a North American Union" similar to the European model, warns Representative Virgil Goode, who, along with six other legislators, has tabled two resolutions opposing the deal in the U.S. House of Representatives. (Canada.com)
Think Outside the Border FEW things infuriate Canadians more than to be told (by Americans) that their quiet, tolerant nation treats potential terrorists with kid gloves, putting their neighbors in mortal danger. Some of the wind has gone out of that argument since the arrests this month of 17 men in the Toronto area who were allegedly planning to attack Parliament buildings in Ottawa and behead the prime minister. Some of the wind, that is, but not all.
Representative Peter King, a New York Republican, warned last week that ''very liberal'' Canadian immigration and asylum laws encouraged a large Qaeda presence north of the border. Senator Carl Levin, a Michigan Democrat, noted darkly that trucks carrying Canadian garbage to America receive little or no scrutiny.
The 49th Parallel is indeed riddled with security gaps. But the most high-profile solution on the table would complicate the lives of millions of Canadians and Americans, and perhaps seriously damage their closely linked economies. That solution comes out of laws passed by Congress in response to 9/11 mandating that next year Americans and Canadians crossing the border by airplane will need passports or other federal government-approved identification to get through United States customs. In 2008 similar requirements will be imposed at the 140 land-border crossings between the United States and Canada. (New York Times)

When the leaders of Canada, Mexico, and the United States met in Texas recently they underscored the deep ties and shared principles of the three countries. The Council-sponsored Task Force applauds the announced “Security and Prosperity Partnership of North America,” but proposes a more ambitious vision of a new community by 2010 and specific recommendations on how to achieve it. America’s relationship with its North American neighbors rarely gets the attention it warrants. This report of a Council-sponsored Indepen- dent Task Force on the Future of North America is intended to help address this policy gap. In the more than a decade since the North American Free Trade Agreement (NAFTA) took effect, ties among Canada, Mexico, and the United States have deepened dramatically. The value of trade within North America has more than doubled. Canada and Mexico are now the two largest exporters of oil, natural gas, and electricity to the United States. Since 9/11, we are not only one another’s major commercial partners, we are joined in an effort to make North America less vulnerable to terrorist attack.
This report examines these and other changes that have taken place since NAFTA’s inception and makes recommendations to address the range of issues confronting North American policymakers today: greater economic competition from outside North America, uneven develop- ment within North America, the growing demand for energy, and threats to our borders.
The Task Force offers a detailed and ambitious set of proposals that build on the recommendations adopted by the three governments at the Texas summit of March 2005. The Task Force’s central recommen- dation is establishment by 2010 of a North American economic and security community, the boundaries of which would be defined by a common external tariff and an outer security perimeter.
More than a decade ago NAFTA took effect, liberalizing trade and investment, providing crucial protection for intellectual property, creating pioneering dispute-resolution mechanisms, and establishing the first regional devices to safeguard labor and environmental standards. NAFTA helped unlock the region’s economic potential and demon- strated that nations at different levels of development can prosper from the opportunities created by reciprocal free trade arrangements.
Since then, however, global commercial competition has grown more intense and international terrorism has emerged as a serious regional and global danger. Deepening ties among the three countries of North America promise continued benefits for Canada, Mexico, and the United States. That said, the trajectory toward a more integrated and prosperous North America is neither inevitable nor irreversible.
In March 2005, the leaders of Canada, Mexico, and the United States adopted a Security and Prosperity Partnership of North America (SPP), establishing ministerial-level working groups to address key secu- rity and economic issues facing North America and setting a short deadline for reporting progress back to their governments. President Bush described the significance of the SPP as putting forward a common commitment ‘‘to markets and democracy, freedom and trade, and mutual prosperity and security.’’ The policy framework articulated by the three leaders is a significant commitment that will benefit from broad discussion and advice. The Task Force is pleased to provide specific advice on how the partnership can be pursued and realized.
To that end, the Task Force proposes the creation by 2010 of a North American community to enhance security, prosperity, and opportunity. We propose a community based on the principle affirmed in the March 2005 Joint Statement of the three leaders that ‘‘our security and prosperity are mutually dependent and complementary.’’ Its boundaries will be defined by a common external tariff and an outer security perimeter within which the movement of people, products, and capital will be legal, orderly, and safe. Its goal will be to guarantee a free, secure, just, and prosperous North America.
A North American Advisory Council. To ensure a regular injection of creative energy into the various efforts related to North American integration, the three governments should appoint an independent body of advisers. This body should be composed of eminent persons from outside government, appointed to staggered multiyear terms to ensure their independence. Their mandate would be to engage in creative exploration of new ideas from a North American perspective and to provide a public voice for North America. A complementary approach would be to establish private bodies that would meet regularly or annually to buttress North American relationships, along the lines of the Bilderberg or Wehrkunde conferences, organized to support transatlantic relations. Canada's International Policy Statement Securing access to markets through trade agreements remains important, but there is increased recognition that investment is a much more significant driver of economic growth.
The forthcoming International Policy Statement (IPS) is likely to highlight a broad set of measures that can make the country more competitive (for instance, in attracting and keeping human capital). Moreover, investment agreements, such as the one being negotiated with the EU, will probably be emphasised as models for engagement with new economic partners. (Forbes)
