Nuclear Plant’s Vital Equipment Dry, Officials Say When safety regulators arrive for a tour of a nuclear plant, the operators usually give the visitors a helmet, safety glasses and earplugs. When Gregory B. Jaczko, chairman of the Nuclear Regulatory Commission, got to the Fort Calhoun plant on Monday morning, the Omaha Public Power District offered him a life jacket.
Technically, what the plant is undergoing is not a flood but a “water event,” as the regulatory commission classifies it. But Fort Calhoun has clearly been outflanked by the Missouri River, first at its front door and now at its back door as well. The only access route to the plant is over a sinuous path of catwalks built over the submerged parking lot and walkways in recent weeks.
Vital equipment like generators, pumps and controls are dry, according to the power company and to Mr. Jaczko, who spent a couple of hours clambering over walls of sandbags and inspecting waterproof barriers, some of which were added in recent months at the commission’s insistence.
“We’ve had water at nuclear plants before, but this is the only time we can recall it to this extent or duration,” said Jeffrey Clark, a Nuclear Regulatory Commission staff member from the regional office in Arlington, Tex., who arrived here on June 9 for a quick look around but then stayed on.
The river is not expected to get substantially higher, but it may not get lower anytime soon, either. On Monday morning, Mr. Jaczko met with the Army Corps of Engineers but did not get a great deal of encouragement. (New York Times)
Fort Calhoun Nuclear Flood Emergency: Hours from core damage The makeshift flood berm "holding floodwaters from" Ft. Calhoun Nuclear Plant collapsed at 1:30 this morning and the plant is now operating on emergency generators as workers try to restore electricity after water surrounded the plant's main electrical transformers.
The auxiliary building at Ft. Calhoun, listed among the nation's 14 most dangerous nuclear plants, was surrounded by water after the berm failure according to a Nuclear Regulatory Commission letter. The NRC letter stated that if water enters the auxiliary building, there could have been a station blackout with core damage in hours.
A berm holding the flooded Missouri River back from Fort Calhoun Nuclear Station, 20 miles north of Omaha, Nebraska, collapsed early Sunday, but federal regulators said they were monitoring the situation and there was no danger according to AP. (Examiner)
OP-ED CONTRIBUTOR; The Center Shouldn't Hold IT'S just a red stake stuck in an anonymous spread of pasture 20 miles north of Belle Fourche, S.D., a rodeo town of about 5,000 inhabitants. But it is also the geographical center of the United States of America, as defined by the National Geodetic Survey in 1959. Or at least it is for now.
To find it, says Teresa Schanzenbach, executive director of the town's chamber of commerce, ''you have go into a ditch, cross a barbed-wire fence and maneuver amongst the cactus and cow pies.'' So, plans are that in August, the center of the nation is to be moved 20 miles south, and an eye-catching granite monument will be unveiled in Belle Fourche itself so that visitors can see it more easily.
This may seem like a high-handed way to treat both geography and the United States itself. Certainly the implications reach well beyond Belle Fourche. Is the balance of the nation going to be affected? Will there be a seismic tilt towards Canada? And can we be sure that the center won't shift again? History certainly suggests that it will -- and within the foreseeable future.
The event that made Belle Fourche the focal point of the nation's land mass was the admission of Hawaii and Alaska in 1959. Never have the frontiers of the United States remained fixed for so long.
Unlike the European Union, where six large nations jostle for power with 21 others of varying size, any North American model would inevitably be dominated by the partner whose population and economy are respectively almost three and six times bigger than those of the other two put together. It is significant that even at this early stage, all Security and Prosperity Partnership agreements have involved the United States, although often excluding one of the other two partners, and that American regulations are the norm for most of the partnership's 24 existing bilateral and trilateral agreements covering trade and security.
In other words, folks like Mr. Dobbs and Representative Goode are facing in the wrong direction. The partnership is increasing rather than diminishing the scope of United States sovereignty. History is resuming its normal course. It may be slower than invasion or purchase, but the regulations and agencies needed to enforce them will pull Canada and Mexico within the reach of United States jurisdiction as effectively as any means that Seward envisioned. Meanwhile, the citizens of Belle Fourche would be well advised to make the new geographical center of the United States transportable. It may eventually need to travel to somewhere near Omaha. "THE SECRET HISTORY OF AIRPLANE SABOTAGE", Part One In November, 1972, Richard M. Nixon was re-elected President. One month later, on behalf of the Nixon White House, America's secret political police, the American Gestapo, the FBI, and the American CIA, arranged to sabotage a commercial airplane headed for Chicago. On board were twelve Watergate figures, including Dorothy Hunt, wife of the Watergate burglar, E.Howard Hunt. They had reportedly blackmailed two million dollars out of Nixon threatening, among other things, to publicize documents they had showing Tricky Dick, along with top officials of the FBI and the CIA, had planned and carried out the political assassination of President John F. Kennedy.
We received a mysterious phone call. "You should look into the crash near Midway Airport. They murdered Mrs. Hunt and the others." From various circumstances we determined that the call came from an official in Midway Airport Tower, Chicago. We started our own investigation. In 1973, I wrote a book, "The Secret History of Airplane Sabotage". So far as I could find out, there never was an authoritative book on the subject up to that time. And even now, I know of no other such book. A sizeable book publisher undertook to publish my work. The book, however, was stopped in the print cycle and no copies became available. The book was suppressed by the Rockefellers, at the time the major owners of UAL, Inc., the parent firm of United Air Lines, with the United Air Lines crash near Midway Airport being a major section of the book.
I am posting starting as Part One excerpts from the book. In some instances, it has been updated and slightly revised to show details uncovered after 1973. (APFN)
United 553 Aircraft Accident Report Narrative:
The aircraft, named "City of Lincoln", took off from Washington-National Airport for flight UA553 to Chicago and Omaha. Departure time was 12:50 CST. Chicago ARTCC cleared the crew to descend to 4000 feet and the flight was given vectors for a Midway Airport runway 31L localizer course. At 14:19 the flight was transferred to Chicago Approach Control which later requested UA553 to slow down to 180 knots and later down to 160 knots. After issuing a descent clearance down to 2000 feet at 14:23 the controller requested the flight to slow down to approach speed because of separation between UA553 and a preceding Aero Commander. At 14:24 the Aero Commander passed the Outer Marker and was cleared to land on runway 31L. Two minutes later UA553 passed the Outer Marker inbound. Then, at 14:27:04 the air traffic controller decided to issue a missed approach clearance: "United 553 execute a missed approach make a left turn to a heading of 180 climb to 2000". At the same time, having just reached 1000 feet, the stick shaker suddenly activated. Full power was applied and the gear was retracted in an attempt to execute a missed approach. The Boeing continued to descend however, attaining a high nose up attitude (of at least 30deg, according to some survivors). The aircraft then clipped a tree and impacted trees, houses, utility pole cables and garages before coming to rest. Post crash fire destroyed part of the fuselage.
PROBABLE CAUSE: "The captain's failure to exercise positive flight management during the execution of a non-precision approach, which culminated in a critical deterioration of airspeed into the stall regime where level flight could no longer be maintained." (Aviation Safety Network)
