Coast Guard checks on discolored water near La. The Coast Guard said Saturday that an area of discolored water near a Mississippi River pass south of New Orleans appears to be an algae bloom, but another spot 10 miles away could be oil.
Jeff Hall, spokesman for the Unified Area Command, said tests could determine if the suspected oil is from the BP spill.
The Coast Guard sent two flights over the West Bay area near Venice on Saturday. Two boats also went out to check the waters. (Associated Press)
High tide, and the remains of a late summer storm, and it is hard to tell on this strip of land between the Mississippi and the marsh where land ends and water begins. It was here – in the most southerly reaches of Louisiana on terrain that is slowly sliding into the sea – that oil from BP's Macondo well first started coming ashore, about a week after the 20 April explosion on the Deepwater Horizon. Eleven men were killed when the drilling platform blew up.
And it is here where local people will take the most convincing that the worst of the oil spill is behind them and that recovery is under way.
Barack Obama's point man on the spill, the US Coast Guard's former commander, Thad Allen, said at the weekend that the well no longer posed any threat to the Gulf. Crews will begin the last few remaining operations needed to abandon the well this week.
People here live and die by the water. On a fine day the docks in Venice empty out, with seaworthy boats and able-bodied crew off to look for oil contamination, at sea and in the marsh grass.

Tropical Storm Bonnie Forms, Heading for Florida and BP's Gulf Oil Spill Tropical Storm Bonnie has formed south of the Bahamas and is on a track to move across the southern tip of Florida and into the oil-fouled waters of the Gulf of Mexico, the U.S. National Hurricane Center said.
The storm has maximum sustained winds of 40 miles per hour (64 kilometers), and is expected to build strength as it bears down on the Florida Keys tomorrow, according to a special hurricane center advisory issued at 6:15 p.m. Miami time.
The Coming Gulf Coast Firestorm: How the BP oil catastrophe could destroy a major U.S. city It's hurricane season in the Atlantic, and that means Mother Nature could be whipping up fierce storms and sending them charging into the Gulf Coast any day now. In a normal hurricane season, that's bad enough all by itself... remember Katrina? But now there's something even more worrisome in the recipe: There's oil in the water.
Besides, as any chemist will tell you, the various petrochemicals found in crude oil evaporate even without a storm picking them up! Oil, in other words, does evaporate into the air. Or, more accurately, some of the lighter chemicals in crude oil evaporate even at temperatures of around 100 degrees (F). Those are Gulf Coast temperatures.
Now, these lighter chemicals that more easily evaporate also happen to have lower flash points, meaning they catch on fire more easily and at lower temperatures than other elements in the oil. The flash point for gasoline, for example, is much lower than diesel fuel. That's because gasoline is "more flammable" and is a lighter fuel than diesel. (Natural News)
Judge blocks Gulf offshore drilling moratorium A federal judge in New Orleans has blocked a six-month moratorium on new deepwater drilling projects that was imposed in response to the massive Gulf oil spill.
Hornbeck Offshore Services of Covington, La., claims in a lawsuit that the government arbitrarily imposed the moratorium without any proof that the operations posed a threat. Hornbeck, which ferries people and supplies to offshore rigs, says it could cost Louisiana thousands of jobs and millions of dollars in lost wages. "This is an unprecedented industrywide shutdown. Never before has the government done this," plaintiffs attorney Carl Rosenblum said during a two-hour hearing Monday. (Associated Press)
Cracks Show BP Was Battling Gulf Well as Early as February It took 10 days to plug the first cracks, according to reports BP filed with the Minerals Management Service that were later delivered to congressional investigators. Cracks in the surrounding rock continued to complicate the drilling operation during the ensuing weeks. Left unsealed, they can allow explosive natural gas to rush up the shaft.
On Feb. 13, BP told the minerals service it was trying to seal cracks in the well about 40 miles (64 kilometers) off the Louisiana coast, drilling documents obtained by Bloomberg show. Investigators are still trying to determine whether the fissures played a role in the disaster. (Bloomberg)

BP Used Riskier Method to Seal Well Before Blast Several days before the explosion on the Deepwater Horizon oil rig, BP officials chose, partly for financial reasons, to use a type of casing for the well that the company knew was the riskier of two options, according to a BP document. In the Gulf of Mexico, what went wrong with the Deepwater Horizon oil drilling rig Kenneth Deffeyes, a professor emeritus of geology at Princeton who has studied reports of the blowout, said it's possible that "the cement job wasn't heavy enough and the gas bubbled up through it." But, he added, another factor could have been a malfunction of the valve, or "shoe," at the bottom of the well, which could have let gas and oil into the steel casing. (Washington Post)

Top 25 of 2009: # 2 Security and Prosperity Partnership: Militarized NAFTA Leaders of Canada, the US, and Mexico have been meeting to secretly expand the North American Free Trade Agreement (NAFTA) with “deep integration” of a more militarized tri-national Homeland Security force. Taking shape under the radar of the respective governments and without public knowledge or consideration, the Security and Prosperity Partnership (SPP)—headquartered in Washington—aims to integrate the three nations into a single political, economic, and security bloc.
The SPP was launched at a meeting of Presidents George W. Bush and Vicente Fox, and Prime Minister Paul Martin, in Waco, Texas, on March 31, 2005. The official US web page describes the SPP as “. . . a White House-led initiative among the United States and Canada and Mexico to increase security and to enhance prosperity . . .” The SPP is not a law, or a treaty, or even a signed agreement. All these would require public debate and participation of Congress.
The SPP was born in the “war on terror” era and reflects an inordinate emphasis on US security as interpreted by the Department of Homeland Security. Its accords mandate border actions, military and police training, modernization of equipment, and adoption of new technologies, all under the logic of the US counter-terrorism campaign. Head of Homeland Security Michael Chertoff, along with Secretary of State Condoleezza Rice and Secretary of Finance Carlos Gutierrez, are the three officials charged with attending SPP ministerial conferences. Trade the talk of summit, but controversy looms: Bush meets with North American leaders this week in New Orleans With free trade issues looming large in the race to replace him, President Bush this week convenes his final North American Leaders' Summit, focusing on trade, economic and security issues with counterparts from Mexico and Canada.
Bush is hosting Mexican President Felipe Calderon and Canadian Prime Minister Stephen Harper in New Orleans for a two-day conference starting today. It is the fourth annual meeting of a summit that first convened in 2005 in Waco.
"We'd like to enhance and strengthen an already dynamic and strong relationship, to deepen the cooperation by building on the common interests of our citizens," said Dan Fisk, senior director of Western Hemisphere Affairs for the National Security Council. "The North American relationship works; we believe it works well for all three countries, but we also believe we can make it work better." (Houston Chronicle)
I killed the Bank When asked what his greatest accomplishment had been during his two terms as President, Andrew Jackson replied "I killed the Bank." He was talking about the "Second Bank of the United States", which was our country's second central bank.

White House Received Dire Warnings Pre-Katrina Newly released documents show the White House and other officials received more dire warnings than previously thought about Hurricane Katrina's potential impact. One Homeland Security report predicted hours before the storm hit that New Orleans would likely be submerged by flooding for weeks, and even months.
Senate Homeland Security Committee Chairwoman Susan Collins said today that one failure was a lack of follow up to a 2004 government exercise in Louisiana involving a make-believe storm called Hurricane Pam. That exercise exposed many of the problems that eventually occurred during Hurricane Katrina. But Collins noted that the drill was repeatedly delayed.
Still other witnesses said the Hurricane Pam exercise, which projected more than 60,000 deaths from the storm, added to the urgency with which officials responded to Katrina, encouraging far more people to evacuate than had been predicted. The committee hopes to finish its investigation in March. (National Public Radio)
