(Opinion) OCCUPY WALL STREET and its allied movements around the country are more than a walk in the park. They are most likely the start of a new era in America. Historians have noted that American politics moves in long swings. We are at the end of the 30-year Reagan era, a period that has culminated in soaring income for the top 1 percent and crushing unemployment or income stagnation for much of the rest. The overarching challenge of the coming years is to restore prosperity and power for the 99 percent. Thirty years ago, a newly elected Ronald Reagan made a fateful judgment: “Government is not the solution to our problem. Government is the problem.” Taxes for the rich were slashed, as were outlays on public services and investments as a share of national income. Only the military and a few big transfer programs like Social Security, Medicare, Medicaid and veterans’ benefits were exempted from the squeeze. Reagan’s was a fateful misdiagnosis. He completely overlooked the real issue — the rise of global competition in the information age — and fought a bogeyman, the government. Decades on, America pays the price of that misdiagnosis, with a nation singularly unprepared to face the global economic, energy and environmental challenges of our time. (New York Times)

Author William Lester said the CIA released the documents to him under the Freedom of Information Act after he made a request while researching his new book 'A Celebration of Freedom: JFK and the New Frontier.' Scientists call it "geoengineering," but in plain speak, it means things like this: blasting tons of sulfate particles into the sky to reflect sunlight away from Earth; filling the ocean with iron filings to grow plankton that will suck up carbon; even dimming sunlight with space shades. Each brings its own set of risks, but in a world fretting about the consequences of global warming, are these ideas whose time has come? With 2010 tying as the world's warmest year on record and efforts to slow greenhouse gas emissions looking stymied, calls are rising for research into engineering our way out of global warming — everything from launching solar shade spacecraft to genetically engineering green deserts. An international consortium of 12 universities and research institutes on Tuesday, for example, announced plans to pioneer large-scale "ocean fertilization" experiments aimed at using the sea to pull more greenhouse gases out of the sky. 1/1/2011 Background of the HAARP Project
Military interest in space became intense during and after World War II because of the introduction of rocket science, the companion to nuclear technology. The early versions include the buzz bomb and guided missiles. They were thought of as potential carriers of both nuclear and conventional bombs. Rocket technology and nuclear weapon technology developed simultaneously between 1945 and 1963. During this time of intensive atmospheric nuclear testing, explosions at various levels above and below the surface of the earth were attempted. Some of the now familiar descriptions of the earth's protective atmosphere, such as the existence of the Van Allen belts, were based on information gained through stratospheric and ionospheric experimentation. The earth's atmosphere consists of the troposphere, from sea level to about 16 km above the earth's surface; the stratosphere (which contains the ozone level) which extends from about the 16 to 48 km above the earth; and the ionosphere which extends from 48 km to over 50,000 km above the surface of the earth. The earth's protective atmosphere or "skin" extends beyond 3,200 km above sea level to the large magnetic fields, called the Van Allen Belts, which can capture the charged particles sprayed through the cosmos by the solar and galactic winds. These belts were discovered in 1958 during the first weeks of the operation of America's first satellite, Explorer I. They appear to contain charged particles trapped in the earth's gravity and magnetic fields. Primary galactic cosmic rays enter the solar system from interstellar space, and are made up of protons with energies above 100 MeV, extending up to astronomically high energies. They make up about 100 percent of the high energy rays. Solar rays are generally of lower energy, below 20 MeV (which is still high energy in earth terms). These high energy particles are affected by the earth's magnetic field and by geomagnetic latitude (distance above or below the geomagnetic equator). The flux density of low energy protons at the top of the atmosphere is normally greater at the poles than at the equator. The density also varies with solar activity, being at a minimum when solar flares are at a minimum. (EarthPulse.com)

10/25/2010 Climate Heretic: Judith Curry Turns on Her Colleagues -- Why can't we have a civil conversation about climate?
In trying to understand the Judith Curry phenomenon, it is tempting to default to one of two comfortable and familiar story lines. For most of her career, Curry, who heads the School of Earth and Atmospheric Sciences at the Georgia Institute of Technology, has been known for her work on hurricanes, Arctic ice dynamics and other climate-related topics. But over the past year or so she has become better known for something that annoys, even infuriates, many of her scientific colleagues. Curry has been engaging actively with the climate change skeptic community, largely by participating on outsider blogs such as Climate Audit, the Air Vent and the Black­board. Along the way, she has come to question how climatologists react to those who question the science, no matter how well established it is. Although many of the skeptics recycle critiques that have long since been disproved, others, she believes, bring up valid points—and by lumping the good with the bad, climate researchers not only miss out on a chance to improve their science, they come across to the public as haughty. “Yes, there’s a lot of crankology out there,” Curry says. “But not all of it is. If only 1 percent of it or 10 percent of what the skeptics say is right, that is time well spent because we have just been too encumbered by groupthink.” She reserves her harshest criticism for the Intergovernmental Panel on Climate Change (IPCC). For most climate scientists the major reports issued by the United Nations–sponsored body every five years or so constitute the consensus on climate science. Few scientists would claim the IPCC is perfect, but Curry thinks it needs thoroughgoing reform. She accuses it of “corruption.” “I’m not going to just spout off and endorse the IPCC,” she says, “because I think I don’t have confidence in the process.”

The uncertainty lies in both the data about past climate and the models that project future climate. Curry asserts that scientists haven’t adequately dealt with the uncertainty in their calculations and don’t even know with precision what’s arguably the most basic number in the field: the climate forcing from CO2—that is, the amount of warming a doubling of CO2 alone would cause without any amplifying or mitigating effects from melting ice, increased water vapor or any of a dozen other factors. Things get worse, she argues, when you try to add in those feedbacks to project likely temperature increases over the next century, because the feedbacks are rife with uncertainty as well: “There’s a whole host of unknown unknowns that we don’t even know how to quantify but that should be factored into our confidence level.” One example she cites is the “hockey stick” chart showing that current temperatures are the warmest in hundreds of years. If you are going to say that this year or that decade is the hottest, you had better have a good idea of what temperatures have actually been over those hundreds of years—and Curry, along with many skeptics, does not think we have as good a handle on that as the scientific community believes. If confirmed, the exoplanet, named Gliese 581g, would be the first Earth-like world found residing in a star's habitable zone — a region where a planet's temperature could sustain liquid water on its surface. POLICYMAKERS on both sides of the Atlantic are keen on a new approach to alleviating society’s troubles. On July 22nd Barack Obama’s administration listed the first 11 investments by its new Social Innovation Fund (SIF). About $50m of public money, more than matched by $74m from philanthropic foundations, will be given to some of America’s most successful non-profit organisations, in order to expand their work in health care, in creating jobs and in supporting young people (see table).

As well as the CEO, the fund chose Venture Philanthropy Partners and New Profit, two of the leading intermediaries created by a new generation of philanthropists. These people take a businesslike approach to giving that The Economist christened “philanthrocapitalism” in 2006. Both organisations invest donors’ money in a portfolio of non-profit groups. They take a close interest in the growth of these groups and measure their performance obsessively. In building his Big Society, Mr Cameron also expects to rely on such intermediaries, of which the Big Society Bank is likely to be foremost. Indeed, in some respects Britain may be ahead of America in using public funds to drive social entrepreneurship and innovation. “Unlike America,” notes Mr Goldsmith, “Britain has benefited from a decade of deliberate thinking about how government should work with the social sector.” A new corporate form, the public-interest company, has given British social entrepreneurs greater flexibility in using the profit motive to scale up social innovations. America is starting to follow suit, with the B-corp, a hybrid of for-profit company and non-profit organisation. (The Economist)

2/4/2010 "Houston we have a problem" -- HAARP or not the Australian National Weather Radar Network goes into meltdown after the strangest 18 days on record. Official statement admits they have an "Unexpected problem". It begins to look like more than cyclone Olga was being controlled.
OK, so much has happened that has to be classed as mysterious since January 16th that we need again to take stock and be sure we are not making this up. Be sure to look at the previous page and the recap. Lets pick this up from February 2, 2010. Questions from myself and other residents within Australia began falling into E-mail In-boxes of the Bureau of Meteorology asking for explanations about these bizarre radar patterns. There have been a few replies but ostensibly you will see that they generally claim that individual radar equipment has a problem or that the radar rain return adjustments were set too low. Still the strange returns were seen and not from one radar station but many. Why then was this problem now suddenly and mysteriously wide spread across the continent? It was not just strange symmetrical patterns that were unusual and according to some experts unique but the weather itself was bizarre and even worrying. (Colin Andrews)

Section 101: This section establishes an Office of Cyberspace Policy within the Executive Office of the President (EOP). The Office will be responsible for developing a national strategy to increase the security and resiliency of cyberspace as well as oversee, coordinate, and integrate all policies and activities of the federal government related to ensuring the security and resiliency of cyberspace.

Section 242: This section establishes a National Center for Cybersecurity and Communications (NCCC or the Center) within the Department of Homeland Security. The Center will be headed by a Director appointed by the President and confirmed by the Senate. The Director will report directly to the Secretary of Homeland Security and serve as the principal advisor to the Secretary on cybersecurity and communications matters. The Director will regularly advise the President on the enforcement of policies pertaining to the security of federal government networks. The Center will have at least two Deputy Directors: one responsible for coordination with the Office of Infrastructure Protection and one responsible for coordination with the Intelligence Community. The Center will also have detailees from the Departments of Defense, Justice, and Commerce as well as the intelligence community and the National Institute of Standards and Technology (NIST). The Center will also benefit from a full-time Chief Privacy Officer who will report to the Director. (US Congress)

12/21/2009 Uranium Is So Last Century -- Enter Thorium, the New Green Nuke
The thick hardbound volume was sitting on a shelf in a colleague’s office when Kirk Sorensen spotted it. A rookie NASA engineer at the Marshall Space Flight Center, Sorensen was researching nuclear-powered propulsion, and the book’s title — Fluid Fuel Reactors — jumped out at him. He picked it up and thumbed through it. Hours later, he was still reading, enchanted by the ideas but struggling with the arcane writing. “I took it home that night, but I didn’t understand all the nuclear terminology,” Sorensen says. He pored over it in the coming months, ultimately deciding that he held in his hands the key to the world’s energy future. Published in 1958 under the auspices of the Atomic Energy Commission as part of its Atoms for Peace program, Fluid Fuel Reactors is a book only an engineer could love: a dense, 978-page account of research conducted at Oak Ridge National Lab, most of it under former director Alvin Weinberg. What caught Sorensen’s eye was the description of Weinberg’s experiments producing nuclear power with an element called thorium. At the time, in 2000, Sorensen was just 25, engaged to be married and thrilled to be employed at his first serious job as a real aerospace engineer. A devout Mormon with a linebacker’s build and a marine’s crew cut, Sorensen made an unlikely iconoclast. But the book inspired him to pursue an intense study of nuclear energy over the next few years, during which he became convinced that thorium could solve the nuclear power industry’s most intractable problems. After it has been used as fuel for power plants, the element leaves behind minuscule amounts of waste. And that waste needs to be stored for only a few hundred years, not a few hundred thousand like other nuclear byproducts. Because it’s so plentiful in nature, it’s virtually inexhaustible. It’s also one of only a few substances that acts as a thermal breeder, in theory creating enough new fuel as it breaks down to sustain a high-temperature chain reaction indefinitely. And it would be virtually impossible for the byproducts of a thorium reactor to be used by terrorists or anyone else to make nuclear weapons. (Wired)

Ron Paul doesn't have much of a chance of winning the Republican nomination, but he persists with his well-funded campaign and even talks of turning it into a permanent "Revolution" that will continue far beyond 2008. We've given his statements little attention until now. But here we look at some of his more outlandish claims: * Paul claims that a secret conspiracy composed of the Security and Prosperity Partnership and a cabal of foreign companies is behind plans to build a NAFTA Superhighway as the first step toward creating a North American Union. But the NAFTA Superhighway that Paul describes is a myth, and the groups supposedly behind the plans are neither secret nor nefarious. * Paul says that the U.S. spends $1 trillion per year to maintain a foreign empire and suggests that we could save that amount by cutting foreign spending. Paul gets that figure by including a lot of domestic programs that he isn't planning to cut, like the U.S. Border Patrol and interest payments on the debt. * Paul has run television ads touting an endorsement from Ronald Reagan, but he fails to mention that, in 1988, Paul wanted "to totally disassociate" himself from the Reagan administration.

The problem with Paul's claim is that there are no plans to build a NAFTA Superhighway. Or a North American Union, for that matter. And while the Security and Prosperity Partnership of North America does exist, it's just a boring bureaucracy. Like many conspiracy theories, this one is a mixture of fact and fiction. That scary-looking map, with lines that rumor suggested were drawn to scale, is the product of an actual group called North America's SuperCorridor Organization (NASCO), which is a consortium of public and private entities. But contrary to conspiracy theorists, the map does not show a new highway. Those bright blue lines show only I-35 and I-29 – interstates that already exist. On its Web site, NASCO says it and some of the local governments along I-35 have been referring to that route as the "NAFTA Superhighway" for years. NASCO advocates improvements to existing roads, but is not lobbying for, or planning to build, any new thoroughfares. (Newsweek)

There was an almost audible sigh of relief in parts of America's capital this weekend after a TV network said it would not reveal the identities of scores of clients of the alleged "DC madam" because they were not well enough known to be "newsworthy". ABC News said that, having ploughed through 46lbs of phone records, it had discovered that among the clients of Deborah Palfrey's alleged prostitution ring were senior business executives, Nasa officials and at least five military officers. And among the women working for Ms Palfrey

who ran the network in Washington DC from her home in California

were an instructor at the US Naval Academy and a legal secretary at a prominent law firm . The secretary was suspended after telling her bosses she worked for Ms Palfrey "for spa money". Ms Palfrey, 51, faces federal charges of racketeering and money-laundering associated with prostitution. She claims she offered only "fantasy sex" and she was not breaking the law. (The Independent)

Earth is heating up lately, but so are Mars, Pluto and other worlds in our solar system, leading some scientists to speculate that a change in the sun’s activity is the common thread linking all these baking events. Others argue that such claims are misleading and create the false impression that rapid global warming, as Earth is experiencing, is a natural phenomenon. While evidence suggests fluctuations in solar activity can affect climate on Earth, and that it has done so in the past, the majority of climate scientists and astrophysicists agree that the sun is not to blame for the current and historically sudden uptick in global temperatures on Earth, which seems to be mostly a mess created by our own species.

“Man-made greenhouse warming has [made a] small contribution [to] the warming on Earth in recent years, but [it] cannot compete with the increase in solar irradiance,” Abdussamatov told LiveScience in an email interview last week. “The considerable heating and cooling on the Earth and on Mars always will be practically parallel."But Abdussamatov’s critics say the Red Planet’s recent thawing is more likely due to natural variations in the planet’s orbit and tilt. On Earth, these wobbles, known as Milankovitch cycles, are thought to contribute to the onset and disappearance ice ages.

Odyssey has been mapping the distribution of materials on and near Mars’ surface since early 2002, nearly a full annual cycle on Mars. Besides tracking seasonal changes, such as the advance and retreat of polar dry ice, the orbiter is returning evidence useful for learning about longer-term dynamics. The amount of frozen water near the surface in some relatively warm low-latitude regions on both sides of Mars' equator appears too great to be in equilibrium with the atmosphere under current climatic conditions, said Dr. William Feldman of Los Alamos National Laboratory, N.M. Pluto is undergoing global warming, as evidenced by a three-fold increase in the planet's atmospheric pressure during the past 14 years, a team of astronomers from Massachusetts Institute of Technology (MIT), Williams College, the University of Hawaii, Lowell Observatory and Cornell University announced in a press conference today at the annual meeting of the American Astronomical Society's (AAS) Division for Planetary Sciences in Birmingham, AL. The team, led by James Elliot, professor of planetary astronomy at MIT and director of MIT's Wallace Observatory, made this finding by watching the dimming of a star when Pluto passed in front of it Aug. 20. The team carried out observations using eight telescopes at Mauna Kea Observatory, Haleakala, Lick Observatory, Lowell Observatory and Palomar Observatory. Data were successfully recorded at all sites. An earlier attempt to observe an occultation of Pluto on July 19 in Chile was not highly successful. Observations were made from only two sites with small telescopes because the giant telescopes and other small telescopes involved lost out to bad weather or from being in the wrong location that day. 5/22/1920 Thomas Gold was an Austrian-born astrophysicist, a professor of astronomy at Cornell University, a member of the U.S. National Academy of Sciences, and a Fellow of the Royal Society (London).
Two papers were published in 1948 discussing the "Steady State theory" as an alternative to the Big Bang: one by Gold and Bondi, the other by Hoyle. In their seminal paper, Gold and Bondi asserted that although the universe is expanding, it nevertheless does not change its look over time; it has no beginning and no end.

Anthony Tucker of The Guardian remarked that Gold's discovery paved the way for Stephen Hawking's groundbreaking research into black holes.

Gold theorized that since petroleum and its component hydrocarbons were present across the entire universe, there was no reason to believe "that on Earth they must be biological in origin".[33] Gold proposed that fossil fuels were trapped inside the core of the Earth in randomized molecular form nearly 4.5 billion years ago.
