It’s a tie for the ages.
There are too many holes in the certified totals from the Iowa caucuses to know for certain who won, but Rick Santorum wound up with a 34-vote advantage.
Results from eight precincts are missing — any of which could hold an advantage for Mitt Romney — and will never be recovered and certified, Republican Party of Iowa officials told The Des Moines Register on Wednesday.
GOP officials discovered inaccuracies in 131 precincts, although not all the changes affected the two leaders. Changes in one precinct alone shifted the vote by 50 — a margin greater than the certified tally. (Desmoines Register)
GOP fears Dennis Kucinich resolution Seeking to avoid a showdown over Libya, House GOP leaders pulled back from a floor vote on a resolution by Rep. Dennis Kucinich (D-Ohio) that would bar U.S. involvement in the NATO-led campaign to topple Muammar Qadhafi.
GOP leaders were scrambling Wednesday morning to come up with an alternative plan for considering the measure. This could include having the Armed Services or Foreign Affairs committees draft backup proposals.
Citing “lots of unrest on both sides of the aisle,” a senior House GOP aide said Republican leaders are still working through their options.
Another senior Republican staffer said House Speaker John Boehner (R-Ohio) “is concerned that if this were to come to the floor now, it would pass” and could adversely affect the NATO mission in Libya. NATO leaders on Tuesday authorized the continuation of the military campaign against Qadhafi until September. (Politico)
Egypt's Web blockade raises concerns about 'kill switch' for Internet The news of Egypt's crackdown on Web access is raising new concerns over a comprehensive cybersecurity bill that critics claim gives the president a "kill switch" for the Internet.
Sens. Susan Collins (R-Maine) and Joe Lieberman (I-Conn.) recently indicated they plan to re-introduce their bipartisan legislation, which passed the Senate Homeland Security Committee last year only to get mired in a standoff with Senate Commerce Committee members over which panel should have oversight of civilian cybersecurity.
Civil rights advocates such as the ACLU also raised concerns about the bill, which they claim gives the president the ability to shut down the Web in the event of a catastrophic cyber-attack.
Specifically, observers are concerned the new version of the bill will reportedly not allow for judicial review when the administration shuts down a network under attack.
Collins has bristled at that characterization, pointing out that the White House has indicated they already have the authority to shut down portions of the private-sector Web in the event of a national security emergency under a little-used provision of the Communications Act passed one month after the 1941 attack on Pearl Harbor.
A Senate aide also pointed out that the infrastructure of the U.S.-based Web is designed in such a fashion that no single "kill switch" to take down the entire network exists. Instead, a fiber-optic backbone connects servers in several geographically diverse locations to ensure continuity even in the event of an attack. (The Hill)
Campaign finance reform: R.I.P.? For four decades, advocates for stricter campaign finance rules have been on a long, slow march to make big money in politics less important and more transparent.
Now, in 2010, they are seeing the results: Never in modern political history has there been so much secret money gushing into an American election.
By Election Day, independent groups will have aired more than $200 million worth of campaign ads using cash that can’t be traced back to its original source, predicts Fred Wertheimer, president of the nonprofit group Democracy 21.
"And this is just the beginning," Wertheimer said. "Unless we get some changes here to mitigate this problem, I would expect we will see $500 million or more in 2012." (Politico)
Really Can't See Myself Voting Republican I don't care how many Ken Mehlmans come out of the closet or how little gays and lesbians have to show for helping to elect Barack Obama: I can't see myself voting Republican. Because I'm not—despite what you may have read in Slog's comments threads—a single-issue voter.
But honestly... I am a lot less enthused about voting for, and giving money to, Democrats these days. Still going to vote for 'em, just not enthused. Feeling pretty tepid. And I suspect that I'm not alone.
If we get no progress under Democrats (just empty promises meant to excite their base), but no regress under Republicans (just empty threats meant to excite their base), why should we waste our time--and our money--worrying about who's in charge?
So here's where we're at: everyone who cares about gay issues is mad at the Democrats. The homophobes are angry because the Democrats suggested that they might do something about gay rights; gays and lesbians are furious with the Democrats for failing to do something—failing to do anything—about gay rights. Since doing nothing pisses off the gay haters just as much as doing something, perhaps the Dems should've have done something and won the enthusiastic support of someone. (The Stranger)
Cybersecurity Act of 2010 Passes Senate Committee This year's version of the Cybersecurity Act was approved by the Senate Committee on Homeland Security and Governmental Affairs after amending it to limit the president's authority in the event of a cyber emergency, reported The Hill.
The bill, sponsored by Sens. Joe Lieberman (I-Conn.), Susan Collins (R-Maine), and Tom Carper (D-Del.), is an update to a bill from last year that was also worked on by Senator Jay Rockefeller (D-West Virginia) and Senator Olympia Snowe (R-Maine). At that time, people were concerned about reports that it would give the President a "kill switch" to shut down the Internet, though the technical details of exactly how a single switch could shut down the Internet were not specified.
"Giving government, especially the president, unprecedented control over America's trunk line of information, over electronic free speech and over business activities simply invites suspicions about whether it would be used politically to frighten people at election time—as did the color-code alerts—and to trample on constitutional rights like the Patriot Act did," wrote the Idaho Mountain Express, noting that Lieberman said he had modeled that aspect of the bill on governmental rights in Communist China. Senate Homeland Security Committee approves cybersecurity legislation The Senate Committee on Homeland Security and Governmental Affairs approved a comprehensive cybersecurity bill on Thursday after amending it to limit the president's authority in the event of a cyber emergency.
The bill, co-sponsored by Sens. Joe Lieberman (I-Conn.), Susan Collins (R-Maine) and Tom Carper (D-Del.) would make the Department of Homeland Security responsible for protecting civilian networks in the government and private sector. The bill will now head to the full Senate for a vote, where it will likely be merged with other competing pieces of cybersecurity legislation.
"These cyber attacks are increasingly more sophisticated, more persistent and more successful," Carper said. "In short -- the status quo is simply not enough."
The original bill gave the president indefinite emergency authority to shut down private sector or government networks in the event of a cyber attack capable of causing massive damage or loss of life. An amendment passed Thursday limits that authority further, requiring the president to get Congressional approval after controlling a network for 120 days. (The Hill)

Obama coal tax plan concerns industry leaders Barack Obama's plan to impose stiff taxes on those who build coal-fired power plants is not being well received by some local industry leaders.
Rob Murray, vice president of business development and external affairs for Murray Energy Corp., sees job losses and higher energy costs as potential results of such a plan. His firm operates the Ohio Valley Coal Co., the American Energy Corp. and Ohio American Energy in Ohio.
In an interview almost a year ago with a San Francisco newspaper, Democratic presidential nominee Obama suggested stiff taxes on those who build coal-fired plants. His words, from an interview with the San Francisco Chronicle, came to light over the weekend just days before today's general election.
"So if somebody wants to build a coal-powered plant, they can," Obama said in the interview. "It's just that it will bankrupt them because they're going to be charged a huge sum for all that greenhouse gas that's being emitted."
In a prepared statement, the Obama campaign said Obama's quote regarding the taxing of coal emissions was taken "wildly out of context," adding that elsewhere in the interview, Obama calls the idea of banning coal burning "an illusion."
Melissa McHenry, spokeswoman for American Electric Power, said AEP was aware that both Obama and his challenger, Republican John McCain, support climate change legislation.
"We know that whoever is elected, he is going to have to balance the economy with reducing emissions," she said. "Coal is going to have to continue to be part of the energy mix. It accounts for more than 50 percent of electricity generated in the U.S."
She acknowledged that AEP has supported climate change legislation but with "reasonable reductions and a reasonable time frame." (Herald Star)
