AKEL wastes no time in slamming PfP proposal COMMUNIST AKEL yesterday censured President-elect Nicos Anastasiades for his stated intent to apply for Cypriot membership of the NATO-affiliated Partnership for Peace. A party spokesman warned such a move would backfire on the divided island. It was the first skirmish between the soon-to-be opposition AKEL and the Anastasiades government which takes power in a few days. In announcing plans to join the Partnership for Peace (PfP), Anastasiades has manifested a major foreign policy shift from the outgoing administration of President Christofias. AKEL is strongly opposed to any links with NATO, holding it responsible for what it says was a conspiracy to split the island in 1974. Through its spokesman, AKEL reiterated yesterday that joining PfP would constitute a major strategic and diplomatic blunder. The move would cast doubt on the Greek Cypriot side’s commitment to demilitarising the island subsequent to a political settlement, Giorgos Loucaides said. 'Privacy visor blocks facial recognition software' A pair of glasses dubbed a "privacy visor" has been developed to thwart hidden cameras using facial-recognition software. The prototype spectacles have been designed by scientists at Tokyo's National Institute of Informatics. The glasses are equipped with a near-infrared light source, which confuses the software without affecting vision. Law enforcers, shops and social networks are increasingly using facial-recognition software. Prof Isao Echizen said: "As a result of developments in facial recognition technology in Google images, Facebook et cetera and the popularisation of portable terminals that append photos with photographic information [geotags]... essential measures for preventing the invasion of privacy caused by photographs taken in secret and unintentional capture in camera images is now required." When she wakes up, she's often paralyzed, unable to breathe properly or call for help. During the day she can barely stay awake, and often misses school or having fun with friends. She is only 14, but at times she has wondered if her life is worth living. Emelie is one of around 800 children in Sweden and elsewhere in Europe who developed narcolepsy, an incurable sleep disorder, after being immunized with the Pandemrix H1N1 swine flu vaccine made by British drugmaker GlaxoSmithKline in 2009. Iceland Shows Ireland Did 'Wrong Things' Saving Banks On his second day as head of Iceland’s third-largest bank, Arni Tomasson faced a crisis: The firm he had been asked by regulators to run was out of cash. It was Oct. 8, 2008, at the height of the global financial meltdown, and Iceland's bank assets in the U.K. had been frozen, Bloomberg Markets magazine reports in its March issue. Customers flocked to branches of Tomasson's Glitnir Banki hf to withdraw money, even though the government had guaranteed their deposits. By the end of the day, the vaults were empty, says Tomasson, recalling the drama two years later. The only way Glitnir and other lenders could avoid a panic the next morning was to get more cash, which they were having trouble doing. A container of crisp kronur sat on the tarmac at Reykjavik's airport awaiting payment, Tomasson says. The British company that printed the bills, De La Rue Plc, was demanding sterling, and the central bank couldn't access its U.K. account. Forty-five authors call for a global referendum on democratic world government An NGO called Vote World Government has released the names of 45 authors who have published books or articles on the issue of globalizing democracy and who have agreed to set aside their philosophical differences in order to encourage the holding of a global referendum on the general goal of democratic world government. (The list of authors is below.) “If half of all human adults vote, and the referendum question is supported by 67% of all voters, such a global mandate will be accepted in many quarters as legally binding under international law, and it would be politically compelling no matter what its legal status,” says Canadian Jim Stark, president of VWG and author of Rescue Plan for Planet Earth: Democratic World Government through a Global Referendum. “We are confident the human race is ready for this, even if many national governments may not be,” explains Ted Stalets, vice-president of VWG (in Nashville, TN, USA). “We resolve all of our disputes through law and democratic governance at the municipal, state (provincial) and national levels, and as Harry Truman said in 1945, there isn’t a reason in the world why we can’t do that internationally.” Stalets points to a 2004 GlobeScan poll done in 18 nations, where about 75% of those who expressed opinions indicated that they wanted a “directly-elected UN parliament.” The plan is to pass a resolution (www.voteworldgovernment.org/draftUNresolution.pdf) through the UN calling on every nation to hold a national referendum in conjunction with its next national election, using a common ballot question: “Do you support the creation of a directly-elected, representative and democratic world government?” In the period of time before the UN General Assembly agrees to consider this draft resolution, support is being built by means of Internet voting at www.voteworldgovernment.org. In Depth: Air India; Evidence Part 1: Plotted in plain sight? - In 1987, Canada's solicitor-general James Kelleher declared: "I should point out to the House that there was no indication that there was a specific threat to Flight 182." Sixteen years later, then federal solicitor-general Wayne Easter repeated the assertion: "They were not in a position to know that there would be a terrorist attack on an Air India aircraft." Were they right? Was there really no warning — or was the Air India bombing plotted in plain sight? In 1982, Indian Prime Minister Indira Gandhi complained to prime minister Pierre Trudeau that Sikh extremists in Canada were financing and organizing terrorist attacks against Indian targets. Three years later, on June 22, 1985, two bombs placed by Sikh militants in Vancouver killed 331 people. Air India Flight 182 blew up as it approached the coast of Ireland, killing 329 people. The dark horse: He's Tony Blair's Mr Fix-It, the self-professed hard man of Labour politics and a shameless self-publicist. Now, having put his years of drinking behind him, John Reid is a contender for the Labour leadership. But will he dare stand against his enemy Gordon Brown? Tom Bower investigates In 1991, John Reid's reputation appeared to be in tatters. Drunk one day in the House of Commons, he tried to force his way on to the floor to vote. When an attendant stepped forward to stop him, Reid threw a punch. What the MP for Motherwell North did not realise was that he had taken aim at a former SAS soldier. As bemused colleagues looked on, he was effortlessly wrestled to the ground. The humiliating spectacle proved what they all suspected: that Reid had a serious problem. He went slinking off to the Westminster bar to console himself and feed a drinking habit that many believed would eventually wreck his career in politics. Fast forward 15 years and Reid has not only recovered from the alcoholism that threatened to ruin him, but is now touted as a key Blairite "Stop Gordon candidate" in the race for the new Labour leadership. As Home Office minister, this summer, he executed the most astonishing publicity coup against John Prescott, claiming much of the credit for the thwarted Heathrow bombings. It was not the first time that Reid, a shameless self-publicist (he is commonly referred to as minister for the Today programme), had eclipsed the deputy prime minister. Nine years earlier, the sound of Reid's voice on BBC radio's flagship show so incensed Prescott that he shouted at one of his civil servants, "Why the hell is he going on? It should be me." Prescott's jealousy confirmed Reid's emerging importance as Tony Blair's Mr Fix-It. Hands Across North America FOR all its bureaucratic faults, the European Union represents an important advance in the relations between nations, transforming once bitter and war-prone rivals into a model of cooperation, prosperity and community. The United States, on the other hand, blessed with two stable and peaceful neighbors, has no need for such a tight regional alliance. Or does it? The meeting last week among the three North American leaders -- President Bush, President Vicente Fox of Mexico and Prime Minister Paul Martin of Canada -- at Mr. Bush's Texas ranch may have represented the beginning of serious discussion of that question. In their joint statement, the participants said their goal was a ''security and prosperity partnership'' for the continent. This shows a recognition that an absence of military conflict is not a good enough reason to avoid tighter regional alliances, particularly in a globalizing world where competition comes not only from other nations, but increasingly from other blocs of countries. The idea that political stability could be a building block of economic prosperity and improved quality of life was something that Jean Monnet, the architect of the European Union, understood when he brought his long-term vision out of the ashes of a bitter war. And in 50 years, what was once simply a trade area has turned into a real political community, fostering peace and advancing the economic development of all its members. By the time North Americans got serious about even limited continental cooperation, at the end of the cold war, it was enough to think solely in economic terms. Thus the North American Free Trade Agreement seemed sufficient to bring about prosperity and draw our countries closer together. But 11 years after it came into effect, Nafta is clearly an insufficient response to the 9/11 attacks, the strengthening of the euro, the rise of China as an economic and political power, and many other major challenges. We need to shut off the automatic pilot under which the countries of North America have been flying for the last decade. - We must move beyond just managing trade and into constructing a new relationship that has four principal goals: enhancing security cooperation; further strengthening economic ties; closing Mexico's development gap; and, certain to be the most controversial, building an institutional architecture to bring a North American community closer to reality. First, security: the attacks of Sept. 11 and the rise of global terrorism show the need for a safety perimeter around the continent. The Mexican and the United States governments are deeply troubled by intelligence reports that Al Qaeda might be laying plans for an attack across America's southern border. But simply putting more guards and towers in the Arizona desert won't keep America safe. In place of the inefficient borders between the countries today, we need a policy on a strong external continental border. Each country would of course keep sovereignty over the edges of its own territory, but each would have to meet border security requirements agreed upon by all three parties to ensure there are no weak links. This wall around the continent would, in turn, allow us to make internal North American crossings more flexible; the European model, with its uniform visa requirements, is worth following. - Finally, the key to achieving all these goals is creating permanent three-party institutions. Meetings like the one last week should be made annual, and the nations' defense, justice and intelligence chiefs should also meet every year to develop a common plan to fight terrorism, drug trafficking and immigrant smuggling. In time, the idea would be to create a permanent North American commission with cabinet-level representatives from each country; it would be charged not only with firming up nuts-and-bolts agreements on trade and security, but also with working toward an eventual goal of a true North American union. Undoubtedly, this level of cooperation would be a hard sell to Americans, who would assume they would have the most to lose. But simply maintaining the status quo will not help the United States maintain its dominance in a changing world. Just as the Bush administration has articulated a radical strategy of military pre-emption in its national security strategy, it needs a similarly bold approach for defending the country's economic future. Maybe, just maybe, the men gathered at the Crawford ranch could some day be seen as the Jean Monnets of their age, the founding fathers of the North American Community. (New York Times) | |||

The end of the internet is nigh: Repent of your public networks, says web guru BT's Graham Whitehead has told the Irish Internet Association's Congress that the internet is dying, but that the future for broadband and networked technology is bright. In a keynote speech during proceedings at Clontarf Castle, Dublin, BT Exact's principal consultant said that the anarchic and hazardous nature of the public internet meant that companies were now constructing supervised private IP networks. These private networks would be able to handle the amount of traffic that would be generated when broadband was ubiquitous, phone networks were IP-based, and common household objects had their own IP addresses. "The internet is dead, or dying; it's full of viruses, worms and porn, you have to wear a kevlar suit before you go online," he said. "BT is creating a private network, which will be joined to other private networks, to which we will add voice over IP." He said that the relatively low rate of broadband uptake in the UK, where there are 3 million DSL and 1.5 million cable broadband subscribers, is due to the fact that people don't see a need for broadband in their daily lives. He said that the evolution of data networks into always-on real-time access (AORTA) networks would lead to an increased number of networked devices in the home. (The Register) | |||

Air India Flight 182 was an Air India flight operating on the Montréal-London-Delhi route. On 23 June 1985, the airplane operating on the route — a Boeing 747-237B (c/n 21473/330, reg VT-EFO) named after Emperor Kanishka — was blown up by a bomb while in Irish airspace, at an altitude of 31,000 feet (9,400 m), and crashed into the Atlantic Ocean. 329 people perished, including 280 Canadian citizens, mostly of Indian birth or descent, and 22 Indians. The incident was the largest mass murder in modern Canadian history. The explosion and downing of the carrier occurred within an hour of the related Narita Airport Bombing. Investigation and prosecution took almost 20 years and was the most expensive trial in Canadian history, costing nearly CAD $130 million. The main suspects in the bombing were the members of the Sikh separatist Babbar Khalsa and other related groups. Inderjit Singh Reyat was the only person convicted of involvement in the bombing, after pleading guilty in 2003 to manslaughter. He was sentenced to 15 years in prison for building the bombs that exploded at Narita airport and Flight 182. The Governor General-in-Council in 2006 appointed former Supreme Court justice John Major to conduct a commission of inquiry and his report was completed and released on 17 June 2010. It was found that a "cascading series of errors" by the Government of Canada, the Royal Canadian Mounted Police, and the Canadian Security Intelligence Service had allowed the terrorist attack to take place. Microcredit is the extension of very small loans (microloans) to those in poverty designed to spur entrepreneurship. These individuals lack collateral, steady employment and a verifiable credit history and therefore cannot meet even the most minimal qualifications to gain access to traditional credit. Microcredit is a part of microfinance, which is the provision of a wider range of financial services to the very poor. The modern invention of microloans is credited to St. Louis entrepreneur Menlo Smith who was struck by the abject poverty he saw in the Philippines.[citation needed] Microcredit is a financial innovation that is generally considered to have originated with the Grameen Bank in Bangladesh.[1] In that country, it has successfully enabled extremely impoverished people to engage in self-employment projects that allow them to generate an income and, in many cases, begin to build wealth and exit poverty.[citation needed] Due to the success of microcredit, many in the traditional banking industry have begun to realize that these microcredit borrowers should more correctly be categorized as pre-bankable; thus, microcredit is increasingly gaining credibility[citation needed] in the mainstream finance industry, and many traditional large finance organizations are contemplating microcredit projects as a source of future growth, even though almost everyone in larger development organizations discounted the likelihood of success of microcredit when it was begun.
