2/3/2012 Fact Checking the Media
During an interview last month on CBS' Face the Nation, Secretary of Defense Leon Panetta set the record straight on Iran: "Are they trying to develop a nuclear weapon? No." But if you read recent news reports lately, you'd think otherwise. The media coverage on Iran is mirroring the coverage in the lead-up to the Iraq war: grand claims about a smoking gun that doesn't exist. For example, The New York Times incorrectly reported last month that the latest International Atomic Energy Agency (IAEA) report on Iran concluded that their nuclear program had a military objective. The paper's public editor, Arthur Brisbane, was forced to acknowledge their mistake and wrote: "Some readers, mindful of the faulty intelligence and reporting about Saddam Hussein's weapons program, are watching the Iran nuclear coverage very closely." Other media outlets such as National Public Radio, PBS and The Washington Post have been challenged on their coverage too. A recent publication from the Center for Strategic and International Studies titled "The IAEA's Iran Report and Misplaced Paranoia," noted that "With few exceptions, these revelations are not exactly new. More importantly, neither is the thrust of the report: that Iran is developing some capabilities that can only be understood as preliminaries to the development of nuclear weapons. Unfortunately, early coverage of the report's release gives the opposite impression." Many have recognized that the media failed to do its job in the lead-up to the Iraq war. The potential consequences of treading on that same path with Iran are grave. The U.S. has thus far spent over $1.2 trillion of borrowed money on the wars in Iraq and Afghanistan. Military action against Iran would be disastrous for the region and for U.S. moral standing. A serious diplomatic track based on mutual trust and respect is the only way to achieve increased transparency. (Dennis Kucinich)

1/28/2012 How I woke up to the untruths of Barack Obama: The President's State of the Union address was as weaselly as any politician's could be.
When I happened to wake up in the middle of the night last Wednesday and caught the BBC World Service’s live relay of President Obama’s State of the Union address to Congress, two passages had me rubbing my eyes in disbelief. The first came when, to applause, the President spoke about the banking crash which coincided with his barnstorming 2008 election campaign. “The house of cards collapsed,” he recalled. “We learned that mortgages had been sold to people who couldn’t afford or understand them.” He excoriated the banks which had “made huge bets and bonuses with other people’s money”, while “regulators looked the other way and didn’t have the authority to stop the bad behaviour”. This, said Obama, “was wrong. It was irresponsible. And it plunged our economy into a crisis that put millions out of work.” I recalled a piece I wrote in this column on January 29, 2009, just after Obama took office. It was headlined: “This is the sub-prime house that Barack Obama built”. As a rising young Chicago politician in 1995, no one campaigned more actively than Mr Obama for an amendment to the US Community Reinvestment Act, legally requiring banks to lend huge sums to millions of poor, mainly black Americans, guaranteed by the two giant mortgage associations, Fannie Mae and Freddie Mac. It was this Act, above all, which let the US housing bubble blow up, far beyond the point where it was obvious that hundreds of thousands of homeowners would be likely to default. Yet, in 2005, no one more actively opposed moves to halt these reckless guarantees than Senator Obama, who received more donations from Fannie Mae than any other US politician (although Senator Hillary Clinton ran him close). 1/5/2012 Iran: a quickly evolving geopolitical imbroglio
As the days go by, the situation with Iran just gets increasingly complex and worrisome given the egregious saber rattling coming from both the West and Iran alike. As I outlined in my article entitled “Positioning for war with Iran?”, it has become clear that the West is either arming surrounding neighbors as a deterrent, preparation for an unprovoked strike, or perhaps even to goad Iran into attacking Western interest first, thus justifying brutal retaliation. My fledgling series about the global growth of NATO and the Western empire also covers aspects of this greater trend and how these issues constantly evolve and how so many seemingly disconnected events are in fact inseparably linked. While these issues may seem disconnected for some, I think it is quite important to point out that in fact they couldn’t be more closely related in that they are both symptoms of the cancerous war profiteering industry that is not only robbing the American people blind in the name of freedom but also eliminating our civil liberties and slaughtering innocent people around the globe. 10/28/2011 How women defused population bomb
This week the world will reach 7 billion people. Understandably that raises concern about a soaring world population. But there is a good news story from the demographic data that is not often told. We -- or rather the poor women of the world -- are defusing the population bomb. Women today are having half as many children as their mothers and grandmothers. The global average is now down to 2.5 children per woman, and it continues to fall. This is not just a rich-world phenomenon. Much of Asia now has fertility rates below two, from Japan and Korea to China, with its one-child policy, through Taiwan, Vietnam, Burma, Singapore and much of southern India and parts of the Middle East. Behind the veil, the women of Iran have cut their fertility from eight to less than two in a generation.

According to Stephen Pacala, the director of the Princeton Environmental Institute, the world's richest half billion people -- that's about 7 % of the global population -- are responsible for half the world's carbon dioxide emissions, the primary cause of man-made climate change. Meanwhile the poorest 50 % of the world are responsible for just 7 % of emissions. So there is no way halting population growth in the poor world today would have more than a very marginal effect on climate change. It is the world's consumption patterns we need to fix, not its reproductive habits. Every time we talk about too many babies in Africa or India, we are denying this fact. (CNN)

10/12/2011 Officials concede gaps in U.S. knowledge of Iran plot
Iran's supreme leader and the shadowy Quds Force covert operations unit were likely aware of an alleged plot to kill Saudi Arabia's ambassador to the United States, but hard evidence of that is scant, U.S. officials said on Wednesday. The United States does not have solid information about "exactly how high it goes," one official said. The Obama administration has publicly and directly blamed Iran's government for seeking to kill the Saudi ambassador in Washington, Adel al-Jubeir, and has warned Tehran it will face consequences. The accusation has heightened tensions in the volatile, oil-rich Gulf. Tehran has called the accusation a fabrication designed to sow discord in the region. The U.S. officials, who spoke on condition of anonymity, said their confidence that at least some Iranian leaders were aware of the alleged plot was based largely on analyses and their understanding of how the Quds Force operates. 6/26/2011 Memo reveals intelligence chief's bid to fuel fears of Iraqi WMDs: Sir John Scarlett wanted dossier to strengthen case for war
The senior intelligence official responsible for Tony Blair's notorious dossier on Iraq's weapons of mass destruction proposed using the document to mislead the public about the significance of Iraq's banned weapons. Sir John Scarlett, who as head of the Joint Intelligence Committee was placed "in charge" of writing the September 2002 dossier, sent a memo to Blair's foreign affairs adviser referring to "the benefit of obscuring the fact that in terms of WMD Iraq is not that exceptional". The memo, released under the Freedom of Information Act, has been described as one of the most significant documents on the dossier yet published. The disclosure supports the evidence of the former intelligence official Michael Laurie, who told the Chilcot inquiry into the Iraq war that it was widely understood that the dossier was intended to make a case for war and misrepresented intelligence to this particular end. 5/27/2011 Will gays be 'sacrificial lambs' in Arab Spring?
The uprisings bringing political change and demonstrations across much of the Arab world have given millions of people hope of greater freedom. But some gay people in the Middle East fear exactly the opposite. Homosexuality is illegal -- enforced to varying degrees -- in most Arab countries. A 2011 report by the International Lesbian and Gay Association reported that homosexuality is illegal in 76 countries worldwide and punishable by death in five, including Yemen, Saudi Arabia and Iran. Despite the risks, there are those willing to speak out and campaign for gay rights across the Middle East.

A 35-year-old gay activist in Dubai, United Arab Emirates, who also spoke to CNN on condition of anonymity, said: "Being gay in U.A.E. is keeping yourself discreet and hiding your inner self. One has to be very careful when in public to not draw any attention towards himself in order not to be harassed. "The political changes occurring in the Middle East are on a political level only and have not resulted in any society changes. All the gay websites are blocked in U.A.E." (CNN)

4/15/2011 CIA officer: US depended on tyrannies
The United State’s intervention in Libya has been called a humanitarian effort by officials, but the true intentions of the American government can be not-so-easily explained by examining the country’s actions overseas. “The best thing for the United States is to back away and let the cards fall where they may,” says Michael Scheuer. "If Israel disappears, if Palestine disappears…who cares?" A former intelligence officer with the CIA who, like many, insists that the US’ intervention in Libya isn’t doing any good for anyone. Despite America’s insistence that their involvement in the Middle East is for the better of the citizen’s of Libya, the United States is only accentuating its reputation as the bad guy, says Scheuer. “We’re just trying to fool the Muslim world…but the Muslim world is much smarter than that,” says Scheuer, who has written extensively on Islam and America’s relation with Muslim countries. Scheuer says that the United States is known for attacking countries that have oil and that their involvement in Libya is being enacted to serve America, not the Middle East. This, the author says, only confirms what Osama Bin Laden has always inferred about America. (Russia Today)

III. USURPATION OF THE WAR POWER OVER LIBYA 47. President Barack Obama’s military attacks against Libya constitute acts of war. 48. Congressman J. Randy Forbes (VA-4) had the following exchange with Secretary of Defense Robert Gates during a March 31, 2011 House Armed Services Committee Hearing on the legality of the present military operation in Libya: Congressman Forbes: Mr. Secretary, if tomorrow a foreign nation intentionally, for whatever reason, launched a Tomahawk missile into New York City, would that be considered an act of war against the United States? Secretary Gates: Probably so. Congressman Forbes: Then I would assume the same laws would apply if we launched a Tomahawk missile at another nation—is that also true? Secretary Gates: You’re getting into constitutional law here and I am no expert on it. Congressman Forbes: Mr. Secretary, you’re the Secretary of Defense. You ought to be an expert on what’s an act of war or not. If it’s an act of war to launch a Tomahawk missile on New York City would it not also be an act of war to launch a Tomahawk missile by us at another nation? Secretary Gates: Presumably. 49. Since the passage of United Nations Security Council resolution 1973 on March 19, 2011, the United States has detonated over 200 tomahawk land attack cruise missiles and 455 precision-guided bombs on Libyan soil. 50. Libya posed no actual or imminent threat to the United States when President Obama unleashed Operation Odyssey Dawn. 51. On March 27, 2011, Secretary of Defense Robert Gates stated that Libya never posed an “actual or imminent threat to the United States.” He further stated that Libya has never constituted a “vital interest” to the United States. 52. United Nations Security Council resolution 1973 directs an indefinite United States military quagmire in Libya, authorizing “all necessary measures” to protect Libyan civilians, which clearly contemplates removal by force of the murderous regime of Col. Muammar Qadhafi. 53. In a Letter From the President to the Speaker of the House of Representatives and the President Pro Tempore of the Senate sent March 21, 2011, President Barack Obama informed Members of Congress that “U.S. forces have targeted the Qadhafi regime’s air defense systems, command and control structures, and other capabilities of Qadhafi’s armed forces used to attack civilians and civilian populated areas. We will seek a rapid, but responsible, transition of operations to coalition, regional, or international organizations that are postured to continue activities as may be necessary to realize the objectives of U.N. Security Council Resolutions 1970 and 1973.” 54. In his March 21, 2011 letter, President Barack Obama further informed Members of Congress that he opted to take unilateral military action “…in support of international efforts to protect civilians and prevent a humanitarian disaster.” 55. President Barack Obama has usurped congressional authority to decide on war or peace with Libya, and has declared he will persist in additional usurpations of the congressional power to commence war whenever he decrees it would advance his idea of the national interest. On March 28, 2011, he declared to Congress and the American people: “I have made it clear that I will never hesitate to use our military swiftly, decisively, and unilaterally when necessary to defend our people, our homeland, our allies, and our core interests” (emphasis added). 56. President Obama’s humanitarian justification for war in Libya establishes a threshold that would justify his initiation of warfare in scores of nations around the globe, including Iran, North Korea, Syria, Sudan, Myanmar, China, Belarus, Zimbabwe, Cuba, and Russia. 57. In Olmstead v. United States, 277 U.S. 438 (1928), Justice Louis D. Brandeis wrote on behalf of a majority of the United States Supreme Court: Experience should teach us to be most on our guard to protect liberty when the Government’s purposes are beneficent. Men born to freedom are naturally alert to repel invasion of their liberty by evil-minded rulers. The greatest dangers to liberty lurk in insidious encroachment by men of zeal, well meaning but without understanding. 58. President Barack Obama has signed an order, euphemistically named a “Presidential Finding,” authorizing covert U.S. government support for rebel forces seeking to oust Libyan leader Muammar Gaddafi, further entangling the United States in the Libyan conflict, despite earlier promises of restraint. Truth is invariably the first casualty of war. 59. In response to questions by Members of Congress during a classified briefing on March 30, 2011, Secretary of State Hillary Clinton indicated that the President needs no Congressional authorization for his attack on the Libyan nation, and will ignore any Congressional attempt by resolution or otherwise to constrain or halt United States participation in the Libyan war. 60. On March 30, 2011, by persistent silence or otherwise, Secretary Clinton rebuffed congressional inquiries into President Obama’s view of the constitutionality of the War Powers Resolution of 1973. She failed to cite a single judicial decision in support of President Obama’s recent actions, relying instead on the undisclosed legal opinions of White House attorneys. 61. President Barack Obama, in flagrant violation of his constitutional oath to execute his office as President of the United States and preserve and protect the United States Constitution, has usurped the exclusive authority of Congress to authorize the initiation of war, in that on March 19, 2011 President Obama initiated an offensive military attack against the Republic of Libya without congressional authorization. In so doing, President Obama has arrested the rule of law, and saluted a vandalizing of the Constitution that will occasion ruination of the Republic, the crippling of individual liberty, and a Leviathan government unless the President is impeached by the House of Representatives and removed from office by the Senate. In all of this, President Barack Obama has acted in a manner contrary to his trust as President and subversive of constitutional government, to the great prejudice of the cause of law and justice and to the manifest injury of the people of the United States. 2/20/2011 Watching Protesters Risk It All
As democracy protests spread across the Middle East, we as journalists struggle to convey the sights and sounds, the religion and politics. But there’s one central element that we can’t even begin to capture: the raw courage of men and women — some of them just teenagers — who risk torture, beatings and even death because they want freedoms that we take for granted. Here in Bahrain on Saturday, I felt almost physically ill as I watched a column of pro-democracy marchers approach the Pearl Roundabout, the spiritual center of their movement. One day earlier, troops had opened fire on marchers there, with live ammunition and without any warning. So I flinched and braced myself to watch them die.

To me, this feels like the Arab version of 1776. And don’t buy into the pernicious whisper campaign from dictators that a more democratic Middle East will be fundamentalist, anti-American or anti-women. For starters, there have been plenty of women on the streets demanding change (incredibly strong women, too!). For decades, the United States embraced corrupt and repressive autocracies across the Middle East, turning a blind eye to torture and repression in part because of fear that the “democratic rabble” might be hostile to us. Far too often, we were both myopic and just plain on the wrong side. (New York Times)

12/8/2010 Julian Assange: Don't shoot messenger for revealing uncomfortable truths -- WIKILEAKS deserves protection, not threats and attacks.
IN 1958 a young Rupert Murdoch, then owner and editor of Adelaide's The News, wrote: "In the race between secrecy and truth, it seems inevitable that truth will always win." His observation perhaps reflected his father Keith Murdoch's expose that Australian troops were being needlessly sacrificed by incompetent British commanders on the shores of Gallipoli. The British tried to shut him up but Keith Murdoch would not be silenced and his efforts led to the termination of the disastrous Gallipoli campaign. Nearly a century later, WikiLeaks is also fearlessly publishing facts that need to be made public. I grew up in a Queensland country town where people spoke their minds bluntly. They distrusted big government as something that could be corrupted if not watched carefully. The dark days of corruption in the Queensland government before the Fitzgerald inquiry are testimony to what happens when the politicians gag the media from reporting the truth. (The Australian)

Increased connectivity allows for the spread of liberal, open values but also poses a number of dangers. To foster the free flow of information and challenge authoritarian regimes, democratic states will have to learn to create alliances with people and companies at the forefront of the information revolution. The advent and power of connection technologies -- tools that connect people to vast amounts of information and to one another -- will make the twenty-first century all about surprises. Governments will be caught off-guard when large numbers of their citizens, armed with virtually nothing but cell phones, take part in mini-rebellions that challenge their authority. For the media, reporting will increasingly become a collaborative enterprise between traditional news organizations and the quickly growing number of citizen journalists. And technology companies will find themselves outsmarted by their competition and surprised by consumers who have little loyalty and no patience. Today, more than 50 percent of the world's population has access to some combination of cell phones (five billion users) and the Internet (two billion). These people communicate within and across borders, forming virtual communities that empower citizens at the expense of governments. New intermediaries make it possible to develop and distribute content across old boundaries, lowering barriers to entry. Whereas the traditional press is called the fourth estate, this space might be called the "interconnected estate" -- a place where any person with access to the Internet, regardless of living standard or nationality, is given a voice and the power to effect change. 10/1/2010 Computer worm attacking Iran's nuclear facilities 'includes Biblical link to Israel'
Israel has been linked to a complex worm currently attacking computers in Iran, which experts claim may have been designed to target the country's nuclear facilities. The Stuxnet worm, supposedly aimed at slowing Iran's desire to create a nuclear arsenal, appears to include a reference to a Biblical story in which Jews pre-empt a Persian plot to destroy them. The New York Times reports a file inside the Stuxnet code is named 'Myrtus'

9/30/2010 Stuxnet Analysis Supports Iran-Israel Connections
A Symantec researcher filled in more critical details about the Stuxnet worm here, demonstrating the worm's ability to take control of programmable logic controllers (PLCs) by Siemens Inc. and disable machinery connected to them. Liam O'Murchu of Symantec, speaking at the Virus Bulletin Conference here, provided the first detailed public analysis of the worm's inner workings to an audience of some of the world's top computer virus experts. O'Murchu described a sophisticated and highly targeted virus and demonstrated a proof of concept exploit that showed how the virus could cause machines using infected PLCs to run out of control. O'Murchu said that Symantec analysts were able to reverse engineer the virus's code and now understand exactly what Stuxnet does. Technologies are changing, the administration argues, and modern digital systems aren't as easy to monitor as traditional telephones. The government wants to force companies to redesign their communications systems and information networks to facilitate surveillance, and to provide law enforcement with back doors that enable them to bypass any security measures. The proposal may seem extreme, but -- unfortunately -- it's not unique. Just a few months ago, the governments of the United Arab Emirates, Saudi Arabia and India threatened to ban BlackBerry devices unless the company made eavesdropping easier. Internet entrepreneurs are in a panic over a Senate bill they say will censor the Web, stifle Silicon Valley startups, damage the United States' credibility on free speech and ultimately trigger the creation of an alternate-universe Internet. The West Coast engineers say they were blindsided last Monday when the Combating Online Infringement and Counterfeits Act was introduced in the Senate Judiciary Committee. The bill has a bipartisan roster of co-sponsors who say it will be a tool for stopping the worst offenders in the world of online piracy. The bill would give the attorney general new powers to shut down websites deemed dedicated to counterfeit material -- by going through the courts and by encouraging service providers to go after sites the Justice Department puts on a public blacklist. 9/26/2010 Security experts: Computer attacks linked to wealthy group or nation
A powerful computer code attacking industrial facilities around the world, but mainly in Iran, probably was created by experts working for a country or a well-funded private group, according to an analysis by a leading computer security company. The malicious code, called Stuxnet, was designed to go after several "high-value targets," said Liam O Murchu, manager of security response operations at Symantec Corp. But both O Murchu and U.S. government experts say there's no proof it was developed to target nuclear plants in Iran, despite recent speculation from some researchers.

US officials said last month that the Stuxnet was the first malicious computer code specifically created to take over systems that control the inner workings of industrial plants. A number of governments with sophisticated computer skills would have the ability to create such a code. They include China, Russia, Israel, Britain, Germany and the United States. But O Murchu said no clues have been found within the code to point to a country of origin.

Symantec's analysis of the code, O Murchu said, shows that nearly 60 percent of the computers infected with Stuxnet are in Iran. An additional 18 percent are in Indonesia. Less than 2 percent are in the U.S. The malware has infected as many as 45,000 computer systems around the world. Siemens AG, the company that designed the system targeted by the worm, said it has infected 15 of the industrial control plants it was apparently intended to infiltrate. It's not clear what sites were infected, but they could include water filtration, oil delivery, electrical and nuclear plants. None of those infections has adversely affected the industrial systems, according to Siemens. (Associated Press)

A COMPUTER worm that targets industrial and factory systems is almost certainly the work of a national government agency, say security experts who warn it could be near-impossible to identify the culprit. There has been speculation that the target of the virus was Iran's controversial Bushehr nuclear power plant and that it was created by Israeli hackers. The Stuxnet computer worm, which has been described as one of the ''most refined pieces of malware ever discovered'', has been most active in Iran according to security firm Symantec. Security experts say that Stuxnet is a targeted attack on industrial locations in specific countries, and its sophistication takes it above previous attacks of a similar nature. Latest Symantec figures from August show 60 per cent of the computers infected by Stuxnet are located in Iran, up from 25 per cent in July.

The worm then takes over the computer running a factory process and ''blocks'' it for up to a tenth of a second. For high-speed systems, such as the centrifuges used for nuclear fuel processing in Iran, this could be disastrous, experts suggested. Mr Clulely said the worm clearly had been designed with a specific target in mind. ''Combine this with the fact that the worm was identified by a Belarusian security firm working for an Iranian client and the fact that the nuclear power plant was not working properly for months, it is understandable that speculation points towards Iran as the target.'' Mr Clulely said the world was moving into a ''third age'' of cyber crime, where the intention is not to make money but to bring down critical infrastructure. Cyber espionage has surged against governments and companies around the world in the past year, and cyber attacks have become a staple of conflict among states. U.S. military and civilian networks are probed thousands of times a day, and the systems of the North Atlantic Treaty Organization headquarters are attacked at least 100 times a day, according to Anders Fogh Rasmussen, NATO's secretary-general. "It's no exaggeration to say that cyber attacks have become a new form of permanent, low-level warfare," he said. More than 100 countries are currently trying to break into U.S. networks, defense officials say. China and Russia are home to the greatest concentration of attacks. The Pentagon's Cyber Command is scheduled to be up and running next month, but much of the rest of the U.S. government is lagging behind, debating the responsibilities of different agencies, cyber-security experts say. That's the emerging consensus of security experts who have examined the Stuxnet worm. In recent weeks, they've broken the cryptographic code behind the software and taken a look at how the worm operates in test environments. Researchers studying the worm all agree that Stuxnet was built by a very sophisticated and capable attacker -- possibly a nation state -- and it was designed to destroy something big. The United States said it was disappointed that the United Arab Emirates planned to cut off key BlackBerry services, noting that the Gulf nation was setting a dangerous precedent in limiting freedom of information. The UAE said over the weekend that it would suspend Research In Motion's BlackBerry Messenger, email and Web browser services from October 11 until the government could get access to encrypted messages. Evidence for the Russia Oil Formation Theory also abounds. Off the coast of New Orleans -- in the South Eugene oil fields is an example. Several of these wells -- in 300 ft of water -- were found to be refilling themselves with oil. Further investigation showed that they were refilling from below and not from the sides or above. The main greenhouse gases in the Earth's atmosphere are water vapor, carbon dioxide, methane, nitrous oxide, and ozone. In our solar system, the atmospheres of Venus, Mars and Titan also contain gases that cause greenhouse effects. Greenhouse gases greatly affect the temperature of the Earth; without them, Earth's surface would be on average about 33 °C (59 °F) colder than at present. 12/19/2009 U.S. Companies Shut Out as Iraq Auctions Its Oil Fields
Those who claim that the U.S. invaded Iraq in 2003 to get control of the country's giant oil reserves will be left scratching their heads by the results of last weekend's auction of Iraqi oil contracts: Not a single U.S. company secured a deal in the auction of contracts that will shape the Iraqi oil industry for the next couple of decades. Two of the most lucrative of the multi-billion-dollar oil contracts went to two countries which bitterly opposed the U.S. invasion — Russia and China — while even Total Oil of France, which led the charge to deny international approval for the war at the U.N. Security Council in 2003, won a bigger stake than the Americans in the most recent auction. "[The distribution of oil contracts] certainly answers the theory that the war was for the benefit of big U.S. oil interests," says Alex Munton, Middle East oil analyst for the energy consultancy Wood Mackenzie, whose clients include major U.S. companies. "That has not been demonstrated by what has happened this week." (Read "The Reasons Behind Big Oil Declining Iraq's Riches") In one of the biggest auctions held anywhere in the 150-year history of the oil industry, executives from across the world flew into Baghdad on Dec. 11 for a two-day, red-carpet ceremony at the Oil Ministry, broadcast live in Iraq. With U.S. military helicopters hovering overhead to help ward off a possible insurgent attack, Oil Minister Hussein Al-Shahrastani unsealed envelopes from each company, stating how much oil it would produce, and what it was willing to accept in payment from Iraq's government. Rather than giving foreign oil companies control over Iraqi reserves, as the U.S. had hoped to do with the Oil Law it failed to get the Iraqi parliament to pass, the oil companies were awarded service contracts lasting 20 years for seven of the 10 oil fields on offer — the oil will remain the property of the Iraqi state, and the foreign companies will pump it for a fixed price per barrel.
