Eleven men were killed when the drilling platform blew up.
And it is here where local people will take the most convincing that the worst of the oil spill is behind them and that recovery is under way.
Barack Obama's point man on the spill, the US Coast Guard's former commander, Thad Allen, said at the weekend that the well no longer posed any threat to the Gulf. Crews will begin the last few remaining operations needed to abandon the well this week.
People here live and die by the water. On a fine day the docks in Venice empty out, with seaworthy boats and able-bodied crew off to look for oil contamination, at sea and in the marsh grass.

Top 25 of 2009: # 2 Security and Prosperity Partnership: Militarized NAFTA Leaders of Canada, the US, and Mexico have been meeting to secretly expand the North American Free Trade Agreement (NAFTA) with “deep integration” of a more militarized tri-national Homeland Security force. Taking shape under the radar of the respective governments and without public knowledge or consideration, the Security and Prosperity Partnership (SPP)—headquartered in Washington—aims to integrate the three nations into a single political, economic, and security bloc.
The SPP was launched at a meeting of Presidents George W. Bush and Vicente Fox, and Prime Minister Paul Martin, in Waco, Texas, on March 31, 2005. The official US web page describes the SPP as “. . . a White House-led initiative among the United States and Canada and Mexico to increase security and to enhance prosperity . . .” The SPP is not a law, or a treaty, or even a signed agreement. All these would require public debate and participation of Congress.
The SPP was born in the “war on terror” era and reflects an inordinate emphasis on US security as interpreted by the Department of Homeland Security. Its accords mandate border actions, military and police training, modernization of equipment, and adoption of new technologies, all under the logic of the US counter-terrorism campaign. Head of Homeland Security Michael Chertoff, along with Secretary of State Condoleezza Rice and Secretary of Finance Carlos Gutierrez, are the three officials charged with attending SPP ministerial conferences. Pentagon Plans To Keep 20,000 Troops Inside US To Bolster Domestic Security The U.S. military expects to have 20,000 uniformed troops inside the United States by 2011 trained to help state and local officials respond to a nuclear terrorist attack or other domestic catastrophe, according to Pentagon officials.
The long-planned shift in the Defense Department's role in homeland security was recently backed with funding and troop commitments after years of prodding by Congress and outside experts, defense analysts said.
There are critics of the change, in the military and among civil liberties groups and libertarians who express concern that the new homeland emphasis threatens to strain the military and possibly undermine the Posse Comitatus Act, a 130-year-old federal law restricting the military's role in domestic law enforcement.
But the Bush administration and some in Congress have pushed for a heightened homeland military role since the middle of this decade, saying the greatest domestic threat is terrorists exploiting the proliferation of weapons of mass destruction. (Washington Post)

The 3rd Infantry Division’s 1st Brigade Combat Team has spent 35 of the last 60 months in Iraq patrolling in full battle rattle, helping restore essential services and escorting supply convoys.
Now they’re training for the same mission — with a twist — at home.
Beginning Oct. 1 for 12 months, the 1st BCT will be under the day-to-day control of U.S. Army North, the Army service component of Northern Command, as an on-call federal response force for natural or manmade emergencies and disasters, including terrorist attacks.
It is not the first time an active-duty unit has been tapped to help at home. In August 2005, for example, when Hurricane Katrina unleashed hell in Mississippi and Louisiana, several active-duty units were pulled from various posts and mobilized to those areas.
But this new mission marks the first time an active unit has been given a dedicated assignment to NorthCom, a joint command established in 2002 to provide command and control for federal homeland defense efforts and coordinate defense support of civil authorities. (Army Times)
Trade the talk of summit, but controversy looms: Bush meets with North American leaders this week in New Orleans With free trade issues looming large in the race to replace him, President Bush this week convenes his final North American Leaders' Summit, focusing on trade, economic and security issues with counterparts from Mexico and Canada.
Bush is hosting Mexican President Felipe Calderon and Canadian Prime Minister Stephen Harper in New Orleans for a two-day conference starting today. It is the fourth annual meeting of a summit that first convened in 2005 in Waco.
"We'd like to enhance and strengthen an already dynamic and strong relationship, to deepen the cooperation by building on the common interests of our citizens," said Dan Fisk, senior director of Western Hemisphere Affairs for the National Security Council. "The North American relationship works; we believe it works well for all three countries, but we also believe we can make it work better." (Houston Chronicle)

Katrina Update: Poor People Lose Again When Hurricane Katrina hit, poor people in Louisiana and Mississippi bore the brunt of it — they lived in the most vulnerable areas and structures, and they were in the worst position to escape the storm and deal with the aftermath.
When Congress voted relief money, it specified that half of it was to go to help low-income victims.
Guess what? As Leslie Eaton reports in today’s Times, Mississippi has spent $1.7 billion in federal grant money, and most of that has gone to programs that have benefited big businesses and well-off individuals.
Only $167 million, or about 10 percent, so far has gone on programs dedicated to the poor. It’s a scandal, or it should be. (New York Times)

But the biggest question at the meeting in Atlanta -- why last hurricane season was the worst since recordkeeping began 151 years ago -- was almost too hot to handle.
William Gray, America's most prominent hurricane scientist and an ardent foe of the belief that global warming has worsened hurricanes, was supposed to join a panel discussing the storms. So was Greg Holland of the National Center on Atmospheric Research -- who disagrees with Dr. Gray. But the organizers withdrew the invitations after deciding the dispute had grown so nasty it was too risky to put the two in the same room.
"It was looking like it would totally dominate everything else," says Joe Schaefer, a planner and the director of the National Weather Service's Storm Prediction Center. (Wall Street Journal)
White House Received Dire Warnings Pre-Katrina Newly released documents show the White House and other officials received more dire warnings than previously thought about Hurricane Katrina's potential impact. One Homeland Security report predicted hours before the storm hit that New Orleans would likely be submerged by flooding for weeks, and even months.
Senate Homeland Security Committee Chairwoman Susan Collins said today that one failure was a lack of follow up to a 2004 government exercise in Louisiana involving a make-believe storm called Hurricane Pam. That exercise exposed many of the problems that eventually occurred during Hurricane Katrina. But Collins noted that the drill was repeatedly delayed.
Still other witnesses said the Hurricane Pam exercise, which projected more than 60,000 deaths from the storm, added to the urgency with which officials responded to Katrina, encouraging far more people to evacuate than had been predicted. The committee hopes to finish its investigation in March. (National Public Radio)
