"The blowout was not the product of a series of aberrational decisions made by rogue industry or government officials that could not have been anticipated or expected to occur again. Rather, the root causes are systemic and, absent significant reform in both industry practices and government policies, might well recur."

"Systemic" problems caused the Deepwater Horizon blowout and subsequent oil spill and only "significant reform" will prevent another, President Barack Obama's commission studying the disaster says in its soon-to-be-released report.

7/20/2010 Hearing: Halliburton warned BP 2 days before blast
Halliburton Co. warned BP two days before the deadly Deepwater Horizon accident that it could have a severe problem with natural gas escaping from its Macondo well if it stuck with an existing well plan, according to an internal report that emerged in an investigative hearing Tuesday. The April 18 report was sent to BP officials on land and on board the Deepwater Horizon and made recommendations about the cement job being used to secure pipe-like casing to the walls of the Macondo well. A faulty cement job by Halliburton has been cited as a possible factor in the April 20 blowout that killed 11 workers, sank the Deepwater Horizon two days later and launched the worst U.S. oil spill. The emergence of the report, however, suggests that BP may have ignored warning signs about potentially dangerous conditions in the well in the days leading up the accident.

Questions also arose in the hearing over whether BP should have stopped drilling the Macondo well weeks before the accident when it discovered leaks in the blowout preventer on the seafloor. One of two control pods on the blowout preventer was leaking hydraulic fluid as of mid-March, but Sepulvado said the leaks did not affect the functioning of the blowout preventer, the last line of defense against loss of well control. Federal offshore drilling regulations state that if control stations or pods on a blowout preventer don’t function properly, drilling operations should be suspended until they’re fixed.

5/12/2010 Oil spill: BP had wrong diagram to close blowout preventer
Frank Patton, a drilling engineer for the government's Mineral Management Service, which oversees offshore drilling, told a separate inquiry in Kenner, La., that drilling mud "is the most important thing in safety for your well." Normally, the procedure would have been to place the plug and then switch out the drilling fluid for sea water. But he said the decision to reverse the process came at the instigation of BP, the well's owner. Kenneth Deffeyes, a professor emeritus of geology at Princeton who has studied reports of the blowout, said it's possible that "the cement job wasn't heavy enough and the gas bubbled up through it." But, he added, another factor could have been a malfunction of the valve, or "shoe," at the bottom of the well, which could have let gas and oil into the steel casing.

5/6/2010 Safety fluid was removed before oil rig exploded in Gulf
In the case of the Deepwater Horizon, Scott Bickford, a lawyer for a rig worker who survived the explosions, said the mud was being extracted from the riser before the top cement cap was in place, and a statement by cementing contractor Halliburton confirmed the top cap was not installed. Mud could have averted catastrophe

But Halliburton said in a statement that it had completed pouring cement that lines the well 20 hours before the blowout. After that cement lining is done, the federal Minerals Management Service requires at least two prefabricated cement plugs to be placed at the bottom of the well and farther up, with mud packed in between. Halliburton's official statement shows there was still one more cement plug to be inserted.

1/27/2009 New Legislation Authorizes FEMA Camps In U.S.: “National emergency centers” on military bases to house American citizens
A new bill introduced in Congress authorizes the Department of Homeland Security to set up a network of FEMA camp facilities to be used to house U.S. citizens in the event of a national emergency. The National Emergency Centers Act or HR 645 mandates the establishment of “national emergency centers” to be located on military installations for the purpose of to providing “temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster,” according to the bill. The legislation also states that the camps will be used to “provide centralized locations to improve the coordination of preparedness, response, and recovery efforts of government, private, and not-for-profit entities and faith-based organizations”. Ominously, the bill also states that the camps can be used to “meet other appropriate needs, as determined by the Secretary of Homeland Security,” an open ended mandate which many fear could mean the forced detention of American citizens in the event of widespread rioting after a national emergency or total economic collapse. Many credible forecasters have predicted riots and rebellions in America that will dwarf those already witnessed in countries like Iceland and Greece.

1/1/2009 Top 25 of 2009: # 2 Security and Prosperity Partnership: Militarized NAFTA
Leaders of Canada, the US, and Mexico have been meeting to secretly expand the North American Free Trade Agreement (NAFTA) with “deep integration” of a more militarized tri-national Homeland Security force. Taking shape under the radar of the respective governments and without public knowledge or consideration, the Security and Prosperity Partnership (SPP)—headquartered in Washington—aims to integrate the three nations into a single political, economic, and security bloc. The SPP was launched at a meeting of Presidents George W. Bush and Vicente Fox, and Prime Minister Paul Martin, in Waco, Texas, on March 31, 2005. The official US web page describes the SPP as “. . . a White House-led initiative among the United States and Canada and Mexico to increase security and to enhance prosperity . . .” The SPP is not a law, or a treaty, or even a signed agreement. All these would require public debate and participation of Congress. The SPP was born in the “war on terror” era and reflects an inordinate emphasis on US security as interpreted by the Department of Homeland Security. Its accords mandate border actions, military and police training, modernization of equipment, and adoption of new technologies, all under the logic of the US counter-terrorism campaign. Head of Homeland Security Michael Chertoff, along with Secretary of State Condoleezza Rice and Secretary of Finance Carlos Gutierrez, are the three officials charged with attending SPP ministerial conferences.

If you type the phrase “concentration camps” into your Internet search engine, you will find page after page of references to martial law and the construction of concentration camps in the United States on behalf of the Department of Defense, the Department of Homeland Security and the Federal Emergency Management Agency (FEMA). A close examination reveals that many of these references lack sufficient facts to support their conclusions; however, taken as a whole, there is an abundance of factual information showing an alarming trend in the deployment of federal and military forces to restrain and detain American citizens. 2/15/2008 Mexican Campaign Against NAFTA Finds Its Focus: Hundreds of thousands are organizing against NAFTA and its encroaching powers.
Some of the 300,000-plus protesters marched against the increasing price of corn, pesticides, and fertilizer. Some marched against the secretary of agriculture. Some marched to get a free lunch. There were marchers against genetically modified organisms (GMO). But at the other end of the march was a contingent of tractors, which had traversed the country to make a dramatic procession down the Avenida Reforma, that sported pro-GMO stickers sponsored by Monsanto. Despite these various and sometimes divergent interests, the Mexican campaign against NAFTA is finding a focus. One of the best attended sessions of the recent Mexico Social Forum was on the Security and Prosperity Partnership (SPP), a so-called "NAFTA-plus" closed-doors agreement stirring concern throughout Canada, the United States, and Mexico that the most undemocratic corporate domination is yet to come. The SPP needs to be on the radar of citizens of all three countries because it ties the issues together into a particularly sinister package. Security, natural resource control, militarization as a response to the drug war, the abandonment of small farmers, and links between NAFTA and immigration are all now brought together within the SPP -- and within the social movements that oppose it.

George W. Bush will go down in history as America's worst environmental president. In a ferocious three-year attack, the Bush administration has initiated more than 200 major rollbacks of America's environmental laws, weakening the protection of our country's air, water, public lands and wildlife. Cloaked in meticulously crafted language designed to deceive the public, the administration intends to eliminate the nation's most important environmental laws by the end of the year. Under the guidance of Republican pollster Frank Luntz, the Bush White House has actively hidden its anti-environmental program behind deceptive rhetoric, telegenic spokespeople, secrecy and the intimidation of scientists and bureaucrats. The Bush attack was not entirely unexpected. George W. Bush had the grimmest environmental record of any governor during his tenure in Texas. Texas became number one in air and water pollution and in the release of toxic chemicals. In his six years in Austin, he championed a short-term pollution-based prosperity, which enriched his political contributors and corporate cronies by lowering the quality of life for everyone else. Now President Bush is set to do the same to America. After three years, his policies are already bearing fruit, diminishing standards of living for millions of Americans. I am angry both as a citizen and a father. Three of my sons have asthma, and I watch them struggle to breathe on bad-air days. And they're comparatively lucky: One in four African-American children in New York shares this affliction; their suffering is often unrelieved because they lack the insurance and high-quality health care that keep my sons alive. My kids are among the millions of Americans who cannot enjoy the seminal American experience of fishing locally with their dad and eating their catch. Most freshwater fish in New York and all in Connecticut are now under consumption advisories. A main source of mercury pollution in America, as well as asthma-provoking ozone and particulates, is the coal-burning power plants that President Bush recently excused from complying with the Clean Air Act.
