US Cops Eye Drone Patrols: FAA preparing new rules to allow domestic use of drones Meet your science-fiction future. Drones may soon be deployed over your sky, courtesy of your local police force. The Federal Aviation Administration is in the process of paving the way for use of the terror-busting devices on domestic soil, reports the Los Angeles Times. And it's not only police, but farmers and utility companies that could soon be deploying drones. "It's going to happen," said Dan Elwell, vice president of civil aviation at the Aerospace Industries Association. "Now it's about figuring out how to safely assimilate the technology into national airspace." (Newser)
Breaking News: San Bruno explosion update At just after 6:00 pm, a massive explosion tore through a quiet San Bruno. An area as large as two blocks wide has been leveled as houses burn out of control. The fire is burning so hotly that fire fighters cannot get close enough to contain the flames. While reports from witnesses describe that it was a plane crash, the FAA is claiming that it was not a plane. Reports are coming in that it may have been a natural gas explosion, which sounds like a jet engine when it erupts. The FAA and PG&E are both claiming the explosion was not related to them.
A witness less than a half mile from the epicenter of the explosion say he heard a noise that sounded like a distressed plane and then a sudden explosion that rocked his home. However, earlier reports of a plane involved accident may prove to be incorrect. The scene is one of absolute devastation, with homes flattened to the ground. Fire fires are desperately trying to move in to save homes that are now being caught by the rapidly spreading flames. At least a dozen homes have been incinerated, with additional homes catching fire.
Highway 280 is shut down completely in the northbound direction, as are thoroughfares around the fire. Do not attempt to travel into the affected area. Police roadblocks have been set up around the scene. The roads need to remain clear for the large cache of ambulances going in and out of the scene.
Larry Lee, a witness to the disaster, said his house shook, just after he had heard the sounds of a plane. Lee was concerned because the plane sounded as if it was right over his house. However, Lee did not visually see an airplane. Another witness said he was sitting at a red light when the explosion happened. He reports that the car shook as dirt blew up all around him. Then there was dark smoke. He said it was as if “the ground exploded.” He did not see a plane prior to the explosion. (Examiner)
Booz Allen snares $700M FAA NextGen contract: Contractor will assist in transition to new air traffic system Booz Allen Hamilton will assist the Federal Aviation Administration in implementing its Next Generation Air Transportation System under a 10-year contract that has a potential value of more than $700 million.
The contract will support FAA’s evolution to NextGen, which is part of the agency’s efforts to improve safety and bring greater efficiencies to the nation’s airspace system, a June 30 Booz Allen announcement stated.
The contract, which covers NextGen and the current National Airspace System (NAS) infrastructure, calls for a broad range of systems engineering, investment and business case analysis. The contractor also will provide planning, forecasting and business, financial and information management support services. (Washington Technology)
Feds under pressure to open US skies to drones Unmanned aircraft have proved their usefulness and reliability in the war zones of Afghanistan and Iraq. Now the pressure's on to allow them in the skies over the United States.
Last year, the FAA promised defense officials it would have a plan this year. The agency, which has worked on this issue since 2006, has reams of safety regulations that govern every aspect of civilian aviation but is just beginning to write regulations for unmanned aircraft. (Associated Press)

Heightened Airport Security Is Lifting Many Companies Many companies could benefit from any requirement that airports get more security equipment. While Lockheed Martin (LMT), Northrop Grumman (NOC), Raytheon (RTN) and General Dynamics (GD) also operate in the market, passenger-screening devices make up a small fraction of their revenues, according to analysts, and will more orders won't have a great impact on them. But several smaller companies are worth watching: OSI Systems, ICx Technologies, L-3 Communications, American Science and Engineering, L-1 Identity Solutions, Analogic (Daily Finance)

9/11 Live: The NORAD Tapes How did the U.S. Air Force respond on 9/11? Could it have shot down United 93, as conspiracy theorists claim? Obtaining 30 hours of never-before-released tapes from the control room of NORAD's Northeast head-quarters, the author reconstructs the chaotic military history of that day, and the Pentagon's apparent attempt to cover it up
Powell's question—"Is this real-world or exercise?"—is heard nearly verbatim over and over on the tapes as troops funnel onto the ops floor and are briefed about the hijacking. Powell, like almost everyone in the room, first assumes the phone call is from the simulations team on hand to send "inputs"—simulated scenarios—into play for the day's training exercise.

Drone aircraft may prowl U.S. skies Unmanned aerial vehicles have soared the skies of Afghanistan and Iraq for years, spotting enemy encampments, protecting military bases, and even launching missile attacks against suspected terrorists.
Now UAVs may be landing in the United States.
A House of Representatives panel on Wednesday heard testimony from police agencies that envision using UAVs for everything from border security to domestic surveillance high above American cities. Private companies also hope to use UAVs for tasks such as aerial photography and pipeline monitoring.
"We need additional technology to supplement manned aircraft surveillance and current ground assets to ensure more effective monitoring of United States territory," Michael Kostelnik, assistant commissioner at Homeland Security's Customs and Border Protection Bureau, told the House Transportation subcommittee. Is America a Police State? Mr. Speaker:
Most Americans believe we live in dangerous times, and I must agree. Today I want to talk about how I see those dangers and what Congress ought to do about them.
Of course, the Monday-morning quarterbacks are now explaining, with political overtones, what we should have done to prevent the 9/11 tragedy. Unfortunately, in doing so, foreign policy changes are never considered.
I have, for more than two decades, been severely critical of our post-World War II foreign policy. I have perceived it to be not in our best interest and have believed that it presented a serious danger to our security.
For the record, in January of 2000 I stated the following on this floor:
Our commercial interests and foreign policy are no longer separate...as bad as it is that average Americans are forced to subsidize such a system, we additionally are placed in greater danger because of our arrogant policy of bombing nations that do not submit to our wishes. This generates hatred directed toward America ...and exposes us to a greater threat of terrorism, since this is the only vehicle our victims can use to retaliate against a powerful military state...the cost in terms of lost liberties and unnecessary exposure to terrorism is difficult to assess, but in time, it will become apparent to all of us that foreign interventionism is of no benefit to American citizens, but instead is a threat to our liberties. Airborne Anti-Terrorist Operation Getting Underway Now the two planes, a Delta 757, with actual Delta pilots in the flight deck, will be hijacked by FBI agents as it makes its trip from Salt Lake City to Honolulu (CNN)
The scene at NORAD on Sept. 11: Playing Russian war games ... and then someone shouted to look at the monitor Deep inside a mountain in Colorado and far beneath the granite of North Bay, members of the North American Aerospace Defence Command (NORAD) are at full "battle staff" levels for a major annual exercise that tests every facet of the organization. Operation Northern Vigilance, planned months in advance, involves deploying fighter jets to locations in Alaska and northern Canada. Part of this exercise is pure simulation, but part is real world: NORAD is keeping a close eye on the Russians, who have dispatched long-range bombers to their own high north on a similar exercise. New airport gadgets strip, sniff, scan Some are still being tested; others are in use at a few airports and federal complexes. In the aftermath of the Sept. 11 terrorist attacks, Congress is working on legislation that would put new security equipment in 20 airports around the nation within a year. Those pilot projects would test the gear before allowing more-widespread use. (Seattle Times)
The Day the FAA Stopped the World "At 9:25, Garvey, in an historic and admirable step, and almost certainly after getting an okay from the White House, initiated a national ground stop, which forbids takeoffs and requires planes in the air to get down as soon as reasonable. The order, which has never been implemented since flying was invented in 1903, applied to virtually every single kind of machine that can takeoff, civilian, military, or law enforcement" (Time Magazine)
