Miami is a playground for the rich and famous. Celebrities flock to parties at South Beach clubs and then return to their $10 million mansions in Miami Beach and Key Biscayne. It’s a leading city in culture, finance and international trade. But away from the glitz and glamor, many ordinary Miamians are struggling.
A crippling housing crisis has cost multitudes of residents their homes and jobs. The metro area has one of the highest violent crime rates in the country and workers face lengthy daily commutes. Add it all up and Miami takes the top spot in our ranking of America’s Most Miserable Cities.
The most famous way to gauge misery is the Misery Index developed by economist Arthur Okun in the 1960s, which combines unemployment and inflation. Our take on misery is based on the things that people complain about on a regular basis.
We looked at 10 factors for the 200 largest metro areas and divisions in the U.S. Some are serious, like violent crime, unemployment rates, foreclosures, taxes (income and property), home prices and political corruption. Other factors we included are less weighty, like commute times, weather and how the area’s pro sports teams did. While sports, commuting and weather can be considered trivial by many, they can be the determining factor in the level of misery for a significant number of people. One tweak to this year’s list: we swapped out sales tax rates for property tax rates. Radiation from Japan has been detected in drinking water in 13 more American cities, and cesium-137 has been found in American milk—in Montpelier, Vermont—for the first time since the Japan nuclear disaster began, according to data released by the Environmental Protection Agency late Friday.
Milk samples from Phoenix and Los Angeles contained iodine-131 at levels roughly equal to the maximum contaminant level permitted by EPA, the data shows. The Phoenix sample contained 3.2 picoCuries per liter of iodine-131. The Los Angeles sample contained 2.9. The EPA maximum contaminant level is 3.0, but this is a conservative standard designed to minimize exposure over a lifetime, so EPA does not consider these levels to pose a health threat.
The cesium-137 found in milk in Vermont is the first cesium detected in milk since the Fukushima-Daichi nuclear accident occurred last month. The sample contained 1.9 picoCuries per liter of cesium-137, which falls under the same 3.0 standard.
Radioactive isotopes accumulate in milk after they spread through the atmosphere, fall to earth in rain or dust, and settle on vegetation, where they are ingested by grazing cattle. Iodine-131 is known to accumulate in the thyroid gland, where it can cause cancer and other thyroid diseases. Cesium-137 accumulates in the body’s soft tissues, where it increases risk of cancer, according to EPA. (Forbes)

Yemen Brings Terror Charges Against US-Born Radical Cleric Al-Awlaki Yemen, under intense U.S. pressure to crack down on al-Qaida, put an American-born radical cleric on trial in absentia Tuesday on charges of plotting to kill foreigners and being a member of the terrorist group.
It was Yemen's first formal legal action against Anwar al-Awlaki and the court brought the same charges against two other men.
Yemen has come under heavy U.S. pressure to crack down on al-Qaida militants following the interception of two mail bombs in Dubai and Britain last week. The U.S. suspects Al-Qaida in the Arabian Peninsula, an offshoot of Osama bin Laden's network, was behind the plot.
Al-Awlaki, 39, was born in New Mexico and is based in Yemen. U.S. investigators say e-mails link him to the Army psychiatrist accused of last year's shooting spree at the Fort Hood, Texas military base that killed 13 people. They also allege he helped prepare Nigerian Umar Farouk Abdulmutallab for the attempt to bomb an airliner over Detroit last Christmas and they link him to the failed bombing in New York City's Times Square in May. High alert in U.S. after suspicious package found in UK Two packages found abroad that were bound for Jewish organizations in the United States contained a massive amount of explosive material that would have triggered a powerful blast, a source close to the investigation has told CNN.
U.S. officials believe that al Qaeda in the Arabian Peninsula, commonly referred to as AQAP, is behind the plot.
President Barack Obama confirmed that the packages -- intercepted in the United Kingdom and the United Arab Emirates -- originated in Yemen, the stronghold of al Qaeda in the Arabian Peninsula. (CNN)
Napolitano pitches plan for air security to 190 nations The U.S. Homeland Security chief will urge 190 nations today to improve aviation security with body scanners and other innovations to stop terrorists from carrying plastic and powdered explosives onto airplanes.
Homeland Security Secretary Janet Napolitano said the push aims to counter terrorists who might use international flights for attacks by smuggling explosives through overseas metal detectors. Such devices can't stop suicide bombers from hiding unconventional weapons under their clothes. A Nigerian man is under federal indictment for trying to blow up an international flight headed for Detroit in December by igniting powdered explosives in his underwear.
"We need to move to the next stage of screening," Napolitano told USA TODAY. Terrorists "have kind of figured out the magnetometer business." (USA Today)
Al-Qaeda likely to try small-scale attacks on U.S., officials say Al-Qaeda and its allies are likely to attempt small-scale, less sophisticated terrorist attacks in the United States, senior Obama administration officials said Wednesday, noting that it's extremely difficult to detect such threats in advance.
"Unlike large-scale, coordinated, catastrophic attacks, executing smaller-scale attacks requires less planning and fewer pre-operational steps," said Homeland Security Secretary Janet Napolitano, testifying before the Senate Homeland Security and Governmental Affairs Committee. "Accordingly, there are fewer opportunities to detect such an attack before it occurs." (Washington Post)
Nine Years After 9/11, Few See Terrorism as Top U.S. Problem: One percent see it as the top problem today, down from 46% in 2001 Nine years after the terrorist attacks of Sept. 11, 2001, 1% of Americans mention terrorism as the most important problem facing the country, down from 46% just after the attacks.Just before the attacks, in a Gallup poll conducted Sept. 7-10, 2001, less than one-half of 1% of Americans mentioned terrorism as the nation's most important problem. One month later, in October 2001, 46% named terrorism, the highest in Gallup's history.
From that point on, terrorism slowly faded as a response to this question. At the one-year anniversary of the attacks, in September 2002, 19% of Americans mentioned terrorism as the country's top problem, already eclipsed by the economy at the top of the list. By the five-year anniversary of the attacks in September 2006, 11% of Americans mentioned terrorism. Terrorism continued to drop from that point, albeit with an uptick to 8% mentions in January of this year, reflecting the widespread news coverage of the "Christmas Day bomber" who allegedly attempted to detonate explosives on a Northwest Airlines plane headed for Detroit.
Despite the drop in top-of-mind mentions of terrorism, Americans still say it is an important issue when they are reminded of it. Gallup recently asked Americans to rate the importance of a number of issues to their vote in this year's midterm elections, and 75% rated terrorism as an extremely or very important issue. Still, Americans rated economic issues such as the economy, jobs, and federal spending, as well as corruption in government and healthcare, even higher. They rated terrorism as more important than immigration, Afghanistan, and the environment.
The Sept. 11 attacks took place during the Republican Bush administration, which soon thereafter launched a "war on terrorism." Republicans have consistently been given more credit than Democrats for handling terrorism over the years since; in an August USA Today/Gallup poll, 55% of Americans say the Republicans in Congress are better able to handle the issue of terrorism, while 31% choose the Democrats. Congress has passed the Wall Street Reform and Consumer Protection Act, but the task of transforming our economy into one of shared and sustainable prosperity has only just begun. Structural reform will come not through the sweep of a single piece of legislation but with new, innovative economic models that better reflect the democratic values of this country.
The good news is that some of these transformative ideas are already taking root. Here are five ways to build a more just economy that Americans are experimenting with across the country.
The answer is 'B'
Corporations are compelled to pursue a single objective: maximize profit. In fact, a company can be sued for following goals that veer from that statutory obligation.
That's why Maryland State Sen. Jamie Raskin sponsored the Benefit Corporation legislation that was signed into law this spring. It gives businesses the option to register as a "B corporation," an entity legally obligated to maximize both shareholder value and advance a common public purpose such as cleaner air, open space or affordable housing. The B corporation's stated public goal is vigorously monitored by independent, third-party groups. It's a new business model with social consciousness in its DNA.
B corporation legislation has also been passed in Vermont, and it is being considered in New York, Pennsylvania, New Jersey, Oregon, Washington and Colorado. (Washington Post)
Dubai Rejects Full-Body Scanners Because They 'Contradict Islam' Dubai airports will not use hi-tech full-body scanners because they "contradict Islam" and violate passengers' privacy, according to reports — even though the scanners can detect terrorist threats like those posed by the Christmas Day bomber.
Neither of Dubai's two airports will use the scanners "out of respect for the privacy of individuals and their personal freedom," the head of airport security for the emirate told Al-Bayan daily, AFP reported.
"The scanners will be replaced with other inspection systems that preserve travelers' privacy," said Dubai police's Brigadier Pilot Ahmad Mohammad Bin Thani, the AFP reported. (Fox)

“For those in the intelligence community there has been a shift in the degree of concern about affiliates of Al Qaeda growing in strength and presenting a much enhanced threat to the United States,” the Federal Bureau of Investigation director said. (Christian Science Monitor)

I mainly treat him this way because of how he reacted towards what he was doing. Attempted bombing of Flight 253: Terror Suspect Kept Visa to Avoid Tipping off Larger Investigation The State Department didn't revoke the visa of foiled terrorism suspect Umar Farouk Abdulmutallab because federal counterterrorism officials had begged off revocation, a top State Department official revealed Wednesday.
Patrick F. Kennedy, an undersecretary for management at the State Department, said Abdulmutallab's visa wasn't taken away because intelligence officials asked his agency not to deny a visa to the suspected terrorist over concerns that a denial would've foiled a larger investigation into al-Qaida threats against the United States. Why It's Not Easy to Detonate a Bomb on Board But in one small way, the system did work, because screening effectively forced the alleged bomber, Umar Farouk Abdulmutallab, to use a liquid chemical rather than a more basic or reliable detonator to trigger the powdered explosive that was sewn into his underwear and smuggled on board. And it turns out that pulling off such an explosion on a plane is no simple feat. (Time)
Source: Terror suspect's father tried to warn authorities The father -- identified by a family source as Umaru Abdul Mutallab -- contacted the U.S. Embassy "a few weeks ago" saying his son, Umar Farouk Abdulmutallab, had "become radicalized," the senior administration official, who is familiar with the case, told CNN.
Abdulmutallab was granted a multiple-year, multiple-entry tourist visa at the U.S. Embassy in London in June 2008, the administration official said. He was a student in London at the time, and there was "no derogatory information that would have prevented him from getting a visa," the official said. (CNN)

NSA's Domestic Spying Grows As Agency Sweeps Up Data Five years ago, Congress killed an experimental Pentagon antiterrorism program meant to vacuum up electronic data about people in the U.S. to search for suspicious patterns. Opponents called it too broad an intrusion on Americans' privacy, even after the Sept. 11 terrorist attacks.
But the data-sifting effort didn't disappear. The National Security Agency, once confined to foreign surveillance, has been building essentially the same system.
The central role the NSA has come to occupy in domestic intelligence gathering has never been publicly disclosed. But an inquiry reveals that its efforts have evolved to reach more broadly into data about people's communications, travel and finances in the U.S. than the domestic surveillance programs brought to light since the 2001 terrorist attacks. Report: NSA’s Warrantless Spying Resurrects Banned ‘Total Information Awareness’ Project Total Information Awareness — the all-seeing terrorist spotting algorithm-meets-the-mother-of-all-databases that was ostensibly de-funded by Congress in 2003, never actually died, and was largely rebuilt in secret by the NSA, according to the Wall Street Journal’s Siobhan Gorman.
In a fantastic story Monday, Gorman pulls together threads and lays out what many have suspected and alleged in lawsuits — the NSA is collecting and sifting through immense amounts of data about who Americans talk to, what they are interested in, how they spend their money and where they travel in order to find secret terrorism cells inside America.
The NSA is engaged in a widespread mining of so-called transactional data — domestic telephone records, credit card purchases, travel data, international financial data, internet searches, subject lines and headers of emails — pulling in immense data about Americans and foreigners, which it then uses to find particular targets — or even, according to Gorman — to decide what cities to target for blanket surveillance. Concentration Camps in America If you type the phrase “concentration camps” into your Internet search engine, you will find page after page of references to martial law and the construction of concentration camps in the United States on behalf of the Department of Defense, the Department of Homeland Security and the Federal Emergency Management Agency (FEMA).
A close examination reveals that many of these references lack sufficient facts to support their conclusions; however, taken as a whole, there is an abundance of factual information showing an alarming trend in the deployment of federal and military forces to restrain and detain American citizens.
Among the Internet sites are those listing between 600 and 800 locations in the United States where the government is establishing “concentration camps.” Many of these are former or active military bases; however, several provide detailed information about their location and improvements, including maps, videos, and satellite photographs... In Depth Security and Prosperity Partnership: SPP FAQs To hear some people talk, the Security and Prosperity Partnership meetings are nothing to get worked up about.
Thomas D'Aquino, of the Canadian Council of Chief Executives, has said the issues discussed at the SPP are "quite important but frankly quite boring. They're not terribly exciting."
David Bohigian, the American assistant secretary of commerce for market access and compliance, told the magazine The Nation that the SPP is mostly concerned with bureaucratic minutiae and standards harmonization.
"For instance, in the U.S., we sell baby food in several different sizes; in Canada, it's just two different sizes," he told the magazine.
But if it's all boring bureaucracy and baby food jars, why are thousands of protestors expected to show up in Montebello, Que., a small town halfway between Ottawa and Montreal, for the third leaders' meeting under the SPP?
Who is opposed to the SPP?
Opposition to the SPP exists in all three countries and on either end of the political spectrum.
Progressive groups, particularly in Canada, say the SPP amounts to Canada's deep integration with the United States.
The Council of Canadians says the SPP is anti-democratic, makes Canadians less secure and ties Canada to the U.S. "war on terror." The Council is also concerned about the SPP discussions about bulk water exports from Canada to the U.S.
The NDP has said it has concerns about the SPP's "lack of transparency and democratic oversight." NDP trade critic Peter Julian has tabled a motion calling for public consultations and full Parliamentary oversight of the SPP.
On the Canadian government's website about the SPP, some of the agreement's accomplishments are listed:
* Initiatives that make it easier to ship goods across the border.
* Strategies to limit the impact of disasters and allow for a more co-ordinated international response and a faster recovery.
* International co-operation on intelligence, law enforcement, transportation security and border management to help reduce criminal activity and terror risks.
* Reduction of transit times by 50 per cent at the Detroit-Windsor gateway, the largest border crossing point between Canada and the U.S.
Not listed is a planned "harmonization" of pesticide limits between Canada and the U.S., which would raise the acceptable level of pesticide residues on fruits and vegetables.
The SPP's 2006 prosperity report identified "differences in pesticide maximum residue limits" as "barriers to trade." (CBC)
Stop, Stop! A North American Union! As Some Stoke Fears of 'Dangerous' Partnership, Reality Takes a Detour Those who celebrated immigration reform's defeat last month as "a glorious victory for the American people" have a new issue to exploit. Their target: the Security and Prosperity Partnership of North America, or SPP, launched in March 2005 by the leaders of Canada, Mexico and the United States.
Haven't heard of it? Well, those merchants of fear and exaggeration wish you had. According to them, the SPP will lead to a host of undesirable consequences, from a 10- to 12-lane highway splitting America's heartland from Mexico to Canada, to the elimination of America's borders and an "end (of) the United States as we know it," according to CNN's Lou Dobbs. One Web site, StopSPP.com, depicts the ramifications with a graphic of North America in flames.
Dobbs and others believe that the SPP is a "blueprint for the North American Union" and that next month's summit in Montebello, Canada, between President Bush, Canadian Prime Minister Stephen Harper and Mexican President Felipe Calderon will further consolidate the agreement and lead to the dissolution of U.S. sovereignty.
As it turns out, the agenda for that meeting isn't so apocalyptic. The three North American leaders are expected to announce an integrated strategy to combat pandemics, with avian flu one of the central motivations. Also finalized should be what organizers call a "trilateral regulatory cooperation framework meant to enhance competitiveness, while maintaining high standards of health and safety."
As far as an attempt to dissolve the U.S. and establish a North American Union, don't look for it in the summit's plans. There is no mention of erasing borders and establishing a separate legal system, adopting a single currency or creating a secret police. Unless, of course, the team of disease-fighting scientists somehow takes a wrong turn in Kansas City and transforms into a revolutionary army for the North American Union. In sum, the SPP doesn't pose much of a threat. (Washington Post)
Canada unveils border security plan Canada unveiled a major border security and prosperity initiative Friday, saying it would spend $431.6 million over the next five years to protect its border from terrorist, economic and environmental threats, according to the Canada Border Services Agency's website.
Public Safety Minister Stockwell Day made the announcement at the Canada-U.S. border crossing between Windsor and Detroit, where one-third of the $1.6 billion in daily trade between the North American neighbors passes.
"I even sometimes surprise my American friends when I remind them that the trade that comes across the Ambassador Bridge in total is greater than all of the trade that exists between the United States and Japan," Day told a news conference. (Associated Press)
United States Free Trade Agreement marked a fundamental change in the management of our trading relationship. Economic integration is now irreversible, but in the wake of the terrorist attacks of September 11, 2001, it also has become clear that North American economic and physical security are indivisible. Our two countries have no choice but to take a more comprehensive approach to managing our relationship.
The North American Security and Prosperity Initiative (NASPI)* launched in January 2003 by the Canadian Council of Chief Executives calls for action on five fronts:
• Reinventing borders by eliminating as many as possible of the barriers to the movement of people and goods across the internal border and by shifting the emphasis to protection of the approaches to North America;
• Maximizing economic efficiencies, primarily through harmonization or mutual recognition across a wide range of regulatory regimes;
• Negotiation of a comprehensive resource security pact, covering agriculture and forest products as well as energy, metals and minerals, based on the two core principles of open markets and regulatory compatibility;
• Rebuilding Canada's military capability both to defend our own territory and to do our share in ensuring continental and global security; and
• Creating a new institutional framework based not on the European model but on cooperation with mutual respect for sovereignty, perhaps using joint commission models to foster co- ordination and to prevent and resolve conflicts. (Canadian Council of Chief Executives)
White House Joins Fight Against Electric Cars The Bush administration went to court today to support the automobile industry's effort to eliminate requirements in California that auto manufacturers sell electric cars.
President Bush's chief of staff, Andrew H. Card Jr., was the chief lobbyist for General Motors, one of the plaintiffs in the case. Mr. Card was also head of an auto industry trade association when California proposed to require electric vehicles, and has publicly opposed such a requirement.
Under California clean air rules, 10 percent of the vehicles sold in the 2003 to 2008 model years must be electric or ''zero-emission vehicles.'' But the state, recognizing that the car companies were not ready to meet that goal, offered to let them sell hybrid vehicles, which run on gasoline and electricity, to satisfy part of the requirement.
Still, the industry wants to avoid having quotas at all and was not satisfied with that relaxation of the rules. It sued the state, arguing that the hybrid provision violated federal law. (New York Times)

FBI Chief Raises New Doubts Over Hijackers' Identities FBI Director Robert Mueller acknowledged Thursday that investigators may not know the true identities of some of the 19 suspected airplane hijackers from last week's suicide attacks.
Mueller said last week that he had "a fairly high level of confidence" that the FBI knew the real names of the hijackers, based on flight manifests and follow-up interviews.
Officials refused to say how many hijackers may have used false identities, but officials of the Saudi Arabian government said Thursday that six of the men that the United States has named as hijackers killed in the attacks appear to be living in the Middle East.
Investigators believe that some of the 19 suspected hijackers may have stolen the identities of law-abiding Middle Easterners, further complicating the probe. (Los Angeles Times)
More Attacks Planned? Second Wave of Terrorist Strikes Feared The Treasury Department, the Securities and Exchange Commission and a Chicago exchange have launched a major investigation into some suspicious and highly sophisticated stock trading just prior to the Sept. 11 terror attacks. Investigators are probing highly unusual trading in "puts" — basically bets made by an investor that a stock's price will fall by a certain date. The week before the attack, virtually unheard of numbers of puts were sold for United Airlines and American Airlines, which operated the four hijacked planes; Morgan Stanley, the investment bank which occupied more than 20 floors in the now-destroyed twin towers; and a number of other companies that were adversely affected by the tragedy and whose stocks plunged as a result. "This would be one of the most extraordinary coincidences in the history of mankind if it was a coincidence," Dylan Ratigan of Bloomberg Business News said today on ABCNEWS' Good Morning America.
