In his January 17, 1961 farewell address, President Dwight D. Eisenhower cautioned: “In the councils of government, we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military-industrial complex.” Five decades later, this complex, which Eisenhower defined as the “conjunction of an immense military establishment and a large arms industry,” is no longer new. And while Eisenhower’s warning is still pertinent, the scale, scope, and substance of the complex have changed in alarming ways. It has morphed into a new type of public-private partnership—one that spans military, intelligence, and homeland-security contracting, and might be better called a “national security complex.”

In fact, from 1928 to 1972, a CFR member won every presidential election (except Lyndon Johnson who more than compensated the Establishment by filling most of the top positions in Government with CFR members). George H.W. Bush had 387 members of the CFR and TC in his Administration. Nixon, at the beginning of his Administration, placed 115 CFR members in key positions in the Executive Branch. Of the first 82 names on a list prepared to help President Kennedy staff his State Department, 63 belonged to the CFR, according to Arnold Beichman's report in the September 1, 1961 edition of the Christian Science Monitor. It was simply titled, "Council on Foreign Relations." Indeed, the CFR has served as a virtual employment agency for the federal government under both Democrats and Republicans.

Leaders of Canada, the US, and Mexico have been meeting to secretly expand the North American Free Trade Agreement (NAFTA) with “deep integration” of a more militarized tri-national Homeland Security force. Taking shape under the radar of the respective governments and without public knowledge or consideration, the Security and Prosperity Partnership (SPP)—headquartered in Washington—aims to integrate the three nations into a single political, economic, and security bloc. The SPP was launched at a meeting of Presidents George W. Bush and Vicente Fox, and Prime Minister Paul Martin, in Waco, Texas, on March 31, 2005. The official US web page describes the SPP as “. . . a White House-led initiative among the United States and Canada and Mexico to increase security and to enhance prosperity . . .” The SPP is not a law, or a treaty, or even a signed agreement. All these would require public debate and participation of Congress. The SPP was born in the “war on terror” era and reflects an inordinate emphasis on US security as interpreted by the Department of Homeland Security. Its accords mandate border actions, military and police training, modernization of equipment, and adoption of new technologies, all under the logic of the US counter-terrorism campaign. Head of Homeland Security Michael Chertoff, along with Secretary of State Condoleezza Rice and Secretary of Finance Carlos Gutierrez, are the three officials charged with attending SPP ministerial conferences.

A STRATEGIC SHIFT

In the past few months, as the situation in Iraq has deteriorated, the Bush Administration, in both its public diplomacy and its covert operations, has significantly shifted its Middle East strategy. The “redirection,” as some inside the White House have called the new strategy, has brought the United States closer to an open confrontation with Iran and, in parts of the region, propelled it into a widening sectarian conflict between Shiite and Sunni Muslims. To undermine Iran, which is predominantly Shiite, the Bush Administration has decided, in effect, to reconfigure its priorities in the Middle East. In Lebanon, the Administration has coöperated with Saudi Arabia’s government, which is Sunni, in clandestine operations that are intended to weaken Hezbollah, the Shiite organization that is backed by Iran. The U.S. has also taken part in clandestine operations aimed at Iran and its ally Syria. A by-product of these activities has been the bolstering of Sunni extremist groups that espouse a militant vision of Islam and are hostile to America and sympathetic to Al Qaeda.

Channel 4 News tonight reveals extraordinary details of George Bush and Tony Blair's pre-war meeting in January 2003 at which they discussed plans to begin military action on March 10th 2003, irrespective of whether the United Nations had passed a new resolution authorising the use of force. Channel 4 News has seen minutes from that meeting, which took place in the White House on 31 January 2003. The two leaders discussed the possibility of securing further UN support, but President Bush made it clear that he had already decided to go to war. The details are contained in a new version of the book 'Lawless World' written by a leading British human rights lawyer, Philippe Sands QC. America has entered one of its periods of historical madness, but this is the worst I can remember: worse than McCarthyism, worse than the Bay of Pigs and in the long term potentially more disastrous than the Vietnam War. The reaction to 9/11 is beyond anything Osama bin Laden could have hoped for in his nastiest dreams. As in McCarthy times, the freedoms that have made America the envy of the world are being systematically eroded. The combination of compliant US media and vested corporate interests is once more ensuring that a debate that should be ringing out in every town square is confined to the loftier columns of the East Coast press. The imminent war was planned years before bin Laden struck, but it was he who made it possible. Without bin Laden, the Bush junta would still be trying to explain such tricky matters as how it came to be elected in the first place; Enron; its shameless favouring of the already-too-rich; its reckless disregard for the world’s poor, the ecology and a raft of unilaterally abrogated international treaties. They might also have to be telling us why they support Israel in its continuing disregard for UN resolutions. But bin Laden conveniently swept all that under the carpet. The Bushies are riding high. Now 88 per cent of Americans want the war, we are told. The US defence budget has been raised by another $60 billion to around $360 billion. A splendid new generation of nuclear weapons is in the pipeline, so we can all breathe easy. Quite what war 88 per cent of Americans think they are supporting is a lot less clear. A war for how long, please? At what cost in American lives? At what cost to the American taxpayer’s pocket? At what cost — because most of those 88 per cent are thoroughly decent and humane people — in Iraqi lives?

SP: It's blowback, exactly. And what I was saying about a blowback was that if we tend to have a pattern here in the United States and it has to do, I think primarily with the fact that we don't have good intelligence or good CIA capability to handle all of our so-called in between or gray-zone friends/enemies. And what happens is we just dump them. It was the same thing with Noriega. We had to go in and send in 22,000 troops. It was the same thing with Saddam Hussein, we fought with him for five years against Iran. We killed over a million people. We supplied him with the actual biological and chemical weapons. It was the CIA that did that. Suddenly we find ourselves at war with him. That was a blowback. Then we go to war and we don't finish the war. Now we are going back to war again.
