Synergy in Security: The Rise of the National Security Complex In his January 17, 1961 farewell address, President Dwight D. Eisenhower cautioned: “In the councils of government, we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military-industrial complex.” Five decades later, this complex, which Eisenhower defined as the “conjunction of an immense military establishment and a large arms industry,” is no longer new. And while Eisenhower’s warning is still pertinent, the scale, scope, and substance of the complex have changed in alarming ways. It has morphed into a new type of public-private partnership—one that spans military, intelligence, and homeland-security contracting, and might be better called a “national security complex.” (Dollars and Sense)

History of Presidential Candidates In fact, from 1928 to 1972, a CFR member won every presidential election (except Lyndon Johnson who more than compensated the Establishment by filling most of the top positions in Government with CFR members). George H.W. Bush had 387 members of the CFR and TC in his Administration. Nixon, at the beginning of his Administration, placed 115 CFR members in key positions in the Executive Branch. Of the first 82 names on a list prepared to help President Kennedy staff his State Department, 63 belonged to the CFR, according to Arnold Beichman's report in the September 1, 1961 edition of the Christian Science Monitor. It was simply titled, "Council on Foreign Relations." Indeed, the CFR has served as a virtual employment agency for the federal government under both Democrats and Republicans. Top 25 of 2009: # 2 Security and Prosperity Partnership: Militarized NAFTA Leaders of Canada, the US, and Mexico have been meeting to secretly expand the North American Free Trade Agreement (NAFTA) with “deep integration” of a more militarized tri-national Homeland Security force. Taking shape under the radar of the respective governments and without public knowledge or consideration, the Security and Prosperity Partnership (SPP)—headquartered in Washington—aims to integrate the three nations into a single political, economic, and security bloc. The SPP was launched at a meeting of Presidents George W. Bush and Vicente Fox, and Prime Minister Paul Martin, in Waco, Texas, on March 31, 2005. The official US web page describes the SPP as “. . . a White House-led initiative among the United States and Canada and Mexico to increase security and to enhance prosperity . . .” The SPP is not a law, or a treaty, or even a signed agreement. All these would require public debate and participation of Congress. The SPP was born in the “war on terror” era and reflects an inordinate emphasis on US security as interpreted by the Department of Homeland Security. Its accords mandate border actions, military and police training, modernization of equipment, and adoption of new technologies, all under the logic of the US counter-terrorism campaign. Head of Homeland Security Michael Chertoff, along with Secretary of State Condoleezza Rice and Secretary of Finance Carlos Gutierrez, are the three officials charged with attending SPP ministerial conferences. The Redirection: Is the Administration’s new policy benefitting our enemies in the war on terrorism? by Seymour M. Hersh A STRATEGIC SHIFT In the past few months, as the situation in Iraq has deteriorated, the Bush Administration, in both its public diplomacy and its covert operations, has significantly shifted its Middle East strategy. The “redirection,” as some inside the White House have called the new strategy, has brought the United States closer to an open confrontation with Iran and, in parts of the region, propelled it into a widening sectarian conflict between Shiite and Sunni Muslims. To undermine Iran, which is predominantly Shiite, the Bush Administration has decided, in effect, to reconfigure its priorities in the Middle East. In Lebanon, the Administration has coöperated with Saudi Arabia’s government, which is Sunni, in clandestine operations that are intended to weaken Hezbollah, the Shiite organization that is backed by Iran. The U.S. has also taken part in clandestine operations aimed at Iran and its ally Syria. A by-product of these activities has been the bolstering of Sunni extremist groups that espouse a militant vision of Islam and are hostile to America and sympathetic to Al Qaeda. Officials play down criticism that talks too secretive Top North American ministers deflected criticism that they had consulted only big business for their talks on trade and security rules, suggesting Friday there are "different venues" for public interest and labour groups to raise their concerns and suggestions. The Security and Prosperity Partnership (SPP) is an ongoing dialogue between Canada, the United States and Mexico to find more common ground on issues ranging from border security to emergency preparedness. The group has an arm of business leaders that provides myriad recommendations, but has no formal mechanism for consulting the public at large. "That type of thing happens in different venues in a host of other occasions, and we're pleased to note that as we work together on the issues we discussed today then the quality of life of all our citizens improves," Public Safety Minister Stockwell Day told reporters at the close of day-long meetings. Day was flanked by his counterparts from Mexico and the United States, along with trade ministers from the three countries. The star attraction of the meetings was U.S. Secretary of State Condoleezza Rice, who appeared at a final news conference with Foreign Affairs Minister Peter MacKay and Mexican Foreign Minister Patricia Espinosa. Continental integration talks spark fierce debate in U.S.: A sweeping accord for the economic integration of Canada, the U.S. and Mexico has unleashed a firestorm of debate south of the border. Everyone from national congressmen and state legislators to bloggers and YouTubers are raising the alarm about the Security and Prosperity Partnership (SPP), a plan to harmonize the countries' economic and security practices. Criticism ranges from measured calls for stronger congressional oversight to hysterical charges that the "treasonous" deal will flood the U.S. with illegal aliens and terrorists. "The deal will weaken the sovereignty of the U.S. It will create a North American Union" similar to the European model, warns Representative Virgil Goode, who, along with six other legislators, has tabled two resolutions opposing the deal in the U.S. House of Representatives. The White House memo Revealed: Bush and Blair discussed using American Spyplane in UN colours to lure Saddam into war Channel 4 News tonight reveals extraordinary details of George Bush and Tony Blair's pre-war meeting in January 2003 at which they discussed plans to begin military action on March 10th 2003, irrespective of whether the United Nations had passed a new resolution authorising the use of force. Channel 4 News has seen minutes from that meeting, which took place in the White House on 31 January 2003. The two leaders discussed the possibility of securing further UN support, but President Bush made it clear that he had already decided to go to war. The details are contained in a new version of the book 'Lawless World' written by a leading British human rights lawyer, Philippe Sands QC. President Bush said that: "The US would put its full weight behind efforts to get another resolution and would 'twist arms' and 'even threaten'. But he had to say that if ultimately we failed, military action would follow anyway.'' Prime Minister Blair responded that he was: "solidly with the President and ready to do whatever it took to disarm Saddam." (Channel 4)

Transcript: Bush, Fox, and Martin Joint Press Conference: The following is a transcript of the joint press conference by President Bush, Mexican President Vicente Fox, and Canadian Prime Minister Paul Martin BUSH: Thank you all for coming. It's my honor to welcome two friends to Baylor University. First, I want to thank the Baylor University family for providing these facilities for us. Your hospitality is awesome. I appreciate the meetings we've just had. Our relationships are important today. We intend to keep our relationships strong. Our relationships will be equally important for the years to come. And so we had a good discussion about prosperity and security. Turns out the two go hand in hand. It's important for us to work to make sure our countries are safe and secure in order that our people can live in peace, as well as our economies can grow. We've got a lot of trade with each other. We intend to keep it that way. We've got a lot of crossings of the border, and intend to make our borders more secure and facilitate legal traffic. BUSH: We've got a lot to do. And so we charged our ministers with the task of figuring out how best to keep these relationships vibrant and strong. (Washington Post)

NORAD had drills of jets as weapons In the two years before the Sept. 11 attacks, the North American Aerospace Defense Command conducted exercises simulating what the White House says was unimaginable at the time: hijacked airliners used as weapons to crash into targets and cause mass casualties (USA Today)

John le Carré, Opinion: The United States of America has gone mad America has entered one of its periods of historical madness, but this is the worst I can remember: worse than McCarthyism, worse than the Bay of Pigs and in the long term potentially more disastrous than the Vietnam War. The reaction to 9/11 is beyond anything Osama bin Laden could have hoped for in his nastiest dreams. As in McCarthy times, the freedoms that have made America the envy of the world are being systematically eroded. The combination of compliant US media and vested corporate interests is once more ensuring that a debate that should be ringing out in every town square is confined to the loftier columns of the East Coast press. The imminent war was planned years before bin Laden struck, but it was he who made it possible. Without bin Laden, the Bush junta would still be trying to explain such tricky matters as how it came to be elected in the first place; Enron; its shameless favouring of the already-too-rich; its reckless disregard for the world’s poor, the ecology and a raft of unilaterally abrogated international treaties. They might also have to be telling us why they support Israel in its continuing disregard for UN resolutions. But bin Laden conveniently swept all that under the carpet. The Bushies are riding high. Now 88 per cent of Americans want the war, we are told. The US defence budget has been raised by another $60 billion to around $360 billion. A splendid new generation of nuclear weapons is in the pipeline, so we can all breathe easy. Quite what war 88 per cent of Americans think they are supporting is a lot less clear. A war for how long, please? At what cost in American lives? At what cost to the American taxpayer’s pocket? At what cost — because most of those 88 per cent are thoroughly decent and humane people — in Iraqi lives? (London Times)

Steve Pieczenik: Paradigm Management Dr. Pieczenik served as Deputy Assistant Secretary of State under Henry Kissinger, Cyrus Vance, and James Baker. He is a Member of the Council on Foreign Relations AJ: Our guest tonight is Dr. Steve Pieczenik and he's one of the world's most experienced international crisis managers. He has over twenty years experience in resolving international crises, working for four U.S. administrations. Dr. Pieczenik served as Deputy Secretary of State under Henry Kissinger and Cyrus Vance and James Baker. Working with Secretary of State George Schultz, Dr. Pieczenik has used his psycho-political expertise for the Secretary's mediation of conflict in the Middle East between Israel, Jordan, Syria, again it goes on and on. He's got best selling books. He's basically an infowarrior, a crisis manager. In fact he, according to this and some of the news articles that we pulled up on him, coined the phrase, if these articles are accurate, this isn't even in his bio here, but it says it there in some of the news articles, the "crisis mediation" and it's just endless. It says in one of the bios here that he is also a member of the CFR. Steve Pieczenik, I really appreciate you joining us on the show. Of course, he is also a doctor and PhD as well. Good to have you on the show this evening, Sir. SP: It's blowback, exactly. And what I was saying about a blowback was that if we tend to have a pattern here in the United States and it has to do, I think primarily with the fact that we don't have good intelligence or good CIA capability to handle all of our so-called in between or gray-zone friends/enemies. And what happens is we just dump them. It was the same thing with Noriega. We had to go in and send in 22,000 troops. It was the same thing with Saddam Hussein, we fought with him for five years against Iran. We killed over a million people. We supplied him with the actual biological and chemical weapons. It was the CIA that did that. Suddenly we find ourselves at war with him. That was a blowback. Then we go to war and we don't finish the war. Now we are going back to war again. And I am trying to say, wait a minute guys, if you messed up the first time, what makes you think you are going to do it again the second time. And so we have a blowback with Osama. But what made it more difficult was, I found out through my sources that he had had kidney disease. And as a physician, I knew that he had to have two dialysis machines and he was dying. And you could see those in those films, those made-up photos that they were sending us out of nowhere. I mean, suddenly, we would see a video of bin Laden today and then out of nowhere, they said oh it was sent to us anonymously, meaning that someone in the government, our government, was trying to keep up the morale on our side and say oh we still have to chase this guy when, in fact, he's been dead for months.
