6/1/2011 GOP fears Dennis Kucinich resolution
Seeking to avoid a showdown over Libya, House GOP leaders pulled back from a floor vote on a resolution by Rep. Dennis Kucinich (D-Ohio) that would bar U.S. involvement in the NATO-led campaign to topple Muammar Qadhafi. GOP leaders were scrambling Wednesday morning to come up with an alternative plan for considering the measure. This could include having the Armed Services or Foreign Affairs committees draft backup proposals. Citing “lots of unrest on both sides of the aisle,” a senior House GOP aide said Republican leaders are still working through their options. Another senior Republican staffer said House Speaker John Boehner (R-Ohio) “is concerned that if this were to come to the floor now, it would pass” and could adversely affect the NATO mission in Libya. NATO leaders on Tuesday authorized the continuation of the military campaign against Qadhafi until September.

8/12/2008 Most firms pay no income taxes -Congress: Study finds that the majority of domestic and foreign corporations in the United States avoid paying federal income taxes.
Nearly two-thirds of U.S. companies and 68% of foreign corporations do not pay federal income taxes, according to a congressional report released Tuesday. The Government Accountability Office (GAO) examined samples of corporate tax returns filed between 1998 and 2005. In that time period, an annual average of 1.3 million U.S. companies and 39,000 foreign companies doing business in the United States paid no income taxes

despite having a combined $2.5 trillion in revenue. The study showed that 28% of foreign companies and 25% of U.S. corporations with more than $250 million in assets or $50 million in sales paid no federal income taxes in 2005. Those companies totaled a combined $372 billion in sales for the largest foreign companies and $1.1 trillion in revenue for the biggest U.S. companies.

FEW things infuriate Canadians more than to be told (by Americans) that their quiet, tolerant nation treats potential terrorists with kid gloves, putting their neighbors in mortal danger. Some of the wind has gone out of that argument since the arrests this month of 17 men in the Toronto area who were allegedly planning to attack Parliament buildings in Ottawa and behead the prime minister. Some of the wind, that is, but not all. Representative Peter King, a New York Republican, warned last week that ''very liberal'' Canadian immigration and asylum laws encouraged a large Qaeda presence north of the border. Senator Carl Levin, a Michigan Democrat, noted darkly that trucks carrying Canadian garbage to America receive little or no scrutiny. The 49th Parallel is indeed riddled with security gaps. But the most high-profile solution on the table would complicate the lives of millions of Canadians and Americans, and perhaps seriously damage their closely linked economies. That solution comes out of laws passed by Congress in response to 9/11 mandating that next year Americans and Canadians crossing the border by airplane will need passports or other federal government-approved identification to get through United States customs. In 2008 similar requirements will be imposed at the 140 land-border crossings between the United States and Canada.

Bruce Bartlett, a domestic policy adviser to Ronald Reagan and a treasury official for the first President Bush, told me recently that ''if Bush wins, there will be a civil war in the Republican Party starting on Nov. 3.'' The nature of that conflict, as Bartlett sees it? Essentially, the same as the one raging across much of the world: a battle between modernists and fundamentalists, pragmatists and true believers, reason and religion. ''Just in the past few months,'' Bartlett said, ''I think a light has gone off for people who've spent time up close to Bush: that this instinct he's always talking about is this sort of weird, Messianic idea of what he thinks God has told him to do.'' Bartlett, a 53-year-old columnist and self-described libertarian Republican who has lately been a champion for traditional Republicans concerned about Bush's governance, went on to say: ''This is why George W. Bush is so clear-eyed about Al Qaeda and the Islamic fundamentalist enemy. He believes you have to kill them all. They can't be persuaded, that they're extremists, driven by a dark vision. He understands them, because he's just like them. . . . ''This is why he dispenses with people who confront him with inconvenient facts,'' Bartlett went on to say. ''He truly believes he's on a mission from God. Absolute faith like that overwhelms a need for analysis. The whole thing about faith is to believe things for which there is no empirical evidence.'' Bartlett paused, then said, ''But you can't run the world on faith.'' Forty democratic senators were gathered for a lunch in March just off the Senate floor. I was there as a guest speaker. Joe Biden was telling a story, a story about the president. ''I was in the Oval Office a few months after we swept into Baghdad,'' he began, ''and I was telling the president of my many concerns'' -- concerns about growing problems winning the peace, the explosive mix of Shiite and Sunni, the disbanding of the Iraqi Army and problems securing the oil fields. Bush, Biden recalled, just looked at him, unflappably sure that the United States was on the right course and that all was well. '''Mr. President,' I finally said, 'How can you be so sure when you know you don't know the facts?'''

"Federal law prohibits military personnel from enforcing the law within the United States except as expressly authorized by the Constitution or an Act of Congress," President Bush said July 16 in the plan he submitted to Congress for the new Department of Homeland Security. "The threat of catastrophic terrorism requires a thorough review of the laws permitting the military to act within the United States in order to determine whether domestic preparedness and response efforts would benefit from greater involvement of military personnel and, if so, how." The PCA is commonly and falsely believed to forbid the U.S. military from enforcing domestic law in all circumstances. In fact, it forbids it only in some circumstances.

Until 1997 A.B. "Buzzy" Krongard had been Chairman of the investment bank A.B. Brown. A.B. Brown was acquired by Banker's Trust in 1997. Krongard then became, as part of the merger, Vice Chairman of Banker's Trust-AB Brown, one of 20 major U.S. banks named by Senator Carl Levin this year as being connected to money laundering.

The levels of put options purchased above were more than six times higher than normal.
