10/3/2010 CIA backed by military drones in Pakistan
The CIA is using an arsenal of armed drones and other equipment provided by the U.S. military to secretly escalate its operations in Pakistan by striking targets beyond the reach of American forces based in Afghanistan, U.S. officials said. The merging of covert CIA operations and military firepower is part of a high-stakes attempt by the Obama administration to deal decisive blows to Taliban insurgents who have regained control of swaths of territory in Afghanistan but stage most of their operations from sanctuaries across that country's eastern border. The move represents a signification evolution of an already controversial targeted killing program run by the CIA. The agency's drone program began as a sporadic effort to kill members of the al-Qaeda terrorist network but in the past month it has been delivering what amounts to a cross-border bombing campaign in coordination with conventional military operations a few miles away. The campaign continued Saturday amid reports that two new CIA drone strikes had killed 16 militants in northwest Pakistan, following 22 such attacks last month. (Washington Post)

Here is a tonic for what ails North America's depressed industrial heartland. "The opportunity is real for the Great Lakes region to forge a new economic leadership position and serve anew as a model for world economic and social innovation," says the Brookings Institution. The Washington think-tank, respected for its solid, non-partisan research, has just released a report entitled The Vital Connection: Reclaiming Great Lakes Economic Leadership in the Bi-National U.S.-Canadian Region. Its lead author, John Austin of the University of Michigan, argues that Ontario, Quebec and the 12 American states in the Great Lakes basin can build a bright economic future, provided they shake off their despondency and recognize the assets they've been overlooking. 5/17/2005 Task Force Urges Measures to Strengthen North American Competitiveness, Expand Trade, Ensure Border Security
North America is vulnerable on several fronts: the region faces terrorist and criminal security threats, increased economic competition from abroad, and uneven economic development at home. In response to these challenges, a trinational, Independent Task Force on the Future of North America has developed a roadmap to promote North American security and advance the well-being of citizens of all three countries. When the leaders of Canada, Mexico, and the United States met in Texas recently they underscored the deep ties and shared principles of the three countries. The Council-sponsored Task Force applauds the announced "Security and Prosperity Partnership of North America," but proposes a more ambitious vision of a new community by 2010 and specific recommendations on how to achieve it. Pointing to increased competition from the European Union and rising economic powers such as India and China in the eleven years since NAFTA took effect, co-chair Pedro C. Aspe, former Finance Minister of Mexico, said, "We need a vision for North America to address the new challenges." The Task Force establishes a blueprint for a powerhouse North American trading area that allows for the seamless movement of goods, increased labor mobility, and energy security. "We are asking the leaders of the United States, Mexico, and Canada to be bold and adopt a vision of the future that is bigger than, and beyond, the immediate problems of the present," said co-chair John P. Manley, Former Canadian Deputy Prime Minister and Minister of Finance. "They could be the architects of a new community of North America, not mere custodians of the status quo." Report of an Independent Task Force; Sponsored by the Council on Foreign Relations with the Canadian Council of Chief Executives and the Consejo Mexicano de Asuntos Internacionales

America’s relationship with its North American neighbors rarely gets the attention it warrants. This report of a Council-sponsored Indepen- dent Task Force on the Future of North America is intended to help address this policy gap. In the more than a decade since the North American Free Trade Agreement (NAFTA) took effect, ties among Canada, Mexico, and the United States have deepened dramatically. The value of trade within North America has more than doubled. Canada and Mexico are now the two largest exporters of oil, natural gas, and electricity to the United States. Since 9/11, we are not only one another’s major commercial partners, we are joined in an effort to make North America less vulnerable to terrorist attack. This report examines these and other changes that have taken place since NAFTA’s inception and makes recommendations to address the range of issues confronting North American policymakers today: greater economic competition from outside North America, uneven develop- ment within North America, the growing demand for energy, and threats to our borders. The Task Force offers a detailed and ambitious set of proposals that build on the recommendations adopted by the three governments at the Texas summit of March 2005. The Task Force’s central recommen- dation is establishment by 2010 of a North American economic and security community, the boundaries of which would be defined by a common external tariff and an outer security perimeter.

More than a decade ago NAFTA took effect, liberalizing trade and investment, providing crucial protection for intellectual property, creating pioneering dispute-resolution mechanisms, and establishing the first regional devices to safeguard labor and environmental standards. NAFTA helped unlock the region’s economic potential and demon- strated that nations at different levels of development can prosper from the opportunities created by reciprocal free trade arrangements. Since then, however, global commercial competition has grown more intense and international terrorism has emerged as a serious regional and global danger. Deepening ties among the three countries of North America promise continued benefits for Canada, Mexico, and the United States. That said, the trajectory toward a more integrated and prosperous North America is neither inevitable nor irreversible. In March 2005, the leaders of Canada, Mexico, and the United States adopted a Security and Prosperity Partnership of North America (SPP), establishing ministerial-level working groups to address key secu- rity and economic issues facing North America and setting a short deadline for reporting progress back to their governments. President Bush described the significance of the SPP as putting forward a common commitment ‘‘to markets and democracy, freedom and trade, and mutual prosperity and security.’’ The policy framework articulated by the three leaders is a significant commitment that will benefit from broad discussion and advice. The Task Force is pleased to provide specific advice on how the partnership can be pursued and realized. To that end, the Task Force proposes the creation by 2010 of a North American community to enhance security, prosperity, and opportunity. We propose a community based on the principle affirmed in the March 2005 Joint Statement of the three leaders that ‘‘our security and prosperity are mutually dependent and complementary.’’ Its boundaries will be defined by a common external tariff and an outer security perimeter within which the movement of people, products, and capital will be legal, orderly, and safe. Its goal will be to guarantee a free, secure, just, and prosperous North America.

A North American Advisory Council. To ensure a regular injection of creative energy into the various efforts related to North American integration, the three governments should appoint an independent body of advisers. This body should be composed of eminent persons from outside government, appointed to staggered multiyear terms to ensure their independence. Their mandate would be to engage in creative exploration of new ideas from a North American perspective and to provide a public voice for North America. A complementary approach would be to establish private bodies that would meet regularly or annually to buttress North American relationships, along the lines of the Bilderberg or Wehrkunde conferences, organized to support transatlantic relations. In the fall of 1989, at a time when Iraq's invasion of Kuwait was only nine months away and Saddam Hussein was desperate for money to buy arms, President Bush signed a top-secret National Security Decision directive ordering closer ties with Baghdad and opening the way for $1 billion in new aid, according to classified documents and interviews. The $1-billion commitment, in the form of loan guarantees for the purchase of U.S. farm commodities, enabled Hussein to buy needed foodstuffs on credit and to spend his scarce reserves of hard currency on the massive arms buildup that brought war to the Persian Gulf.

Bush's involvement began in the early 1980s as part of the so-called "tilt" toward Iraq initiated by then-President Ronald Reagan to prop up Hussein in his war with Iran. Hussein's survival was seen as vital to U.S. efforts to contain the spread of Islamic fundamentalism and thwart Iran's bid for dominance in the Middle East. Many in the American government, including Presidents Bush and Reagan, also hoped that U.S. aid would gradually cause Hussein to moderate his ways and even play a positive role in the Middle East peace process. But classified records show that Bush's efforts on Hussein's behalf continued well beyond the end of the Iran-Iraq War and persisted in the face of increasingly widespread warnings from inside the American government that the overall policy had become misdirected. Moreover, it appears that instead of merely keeping Hussein afloat as a counterweight to Iran, the U.S. aid program helped him become a dangerous military power in his own right, able to threaten the very U.S. interests that the program originally was designed to protect. 7/8/1974 The Nation: Colson's Weird Scenario
On May 10, without telling anyone, not even the members of his prayer group, former Presidential Aide Charles Colson phoned Richard Lee Bast, 41, who is regarded as Washington's best and toughest private detective. Colson wanted to talk to Bast about a very sensitive matter. Three days later they huddled for two hours in Bast's house in McLean, Va.; they met there once again on May 31. Last week Bast, who made extensive notes of both conversations, revealed his version of what Chuck Colson said. Even in the Watergate environment, where the unbelievable often comes true, Colson's story seemed bizarre beyond belief. Colson, the master of dirty tricks, said he had finally met his master: the CIA. According to Bast, Colson blamed the Watergate break-in on the CIA, which, he intimated, was attempting to take over the nation. Bast has a reputation for honesty. Except for a single detail, Colson by week's end had not challenged the story. He admitted that he had met with Bast "in confidence to explore a possible professional relationship. None of the statements I made to Mr. Bast were intended for public consumption." Bast waited until Colson was sentenced to release the story. He thought it was important enough to be made public.
