Why the Dollar's Reign Is Near an End For decades the dollar has served as the world's main reserve currency, but, argues Barry Eichengreen, it will soon have to share that role. Here's why--and what it will mean for international markets and companies.
The single most astonishing fact about foreign exchange is not the high volume of transactions, as incredible as that growth has been. Nor is it the volatility of currency rates, as wild as the markets are these days.
Instead, it's the extent to which the market remains dollar-centric.
Consider this: When a South Korean wine wholesaler wants to import Chilean cabernet, the Korean importer buys U.S. dollars, not pesos, with which to pay the Chilean exporter. Indeed, the dollar is virtually the exclusive vehicle for foreign-exchange transactions between Chile and Korea, despite the fact that less than 20% of the merchandise trade of both countries is with the U.S.
Chile and Korea are hardly an anomaly: Fully 85% of foreign-exchange transactions world-wide are trades of other currencies for dollars. What's more, what is true of foreign-exchange transactions is true of other international business. The Organization of Petroleum Exporting Countries sets the price of oil in dollars. The dollar is the currency of denomination of half of all international debt securities. More than 60% of the foreign reserves of central banks and governments are in dollars. (Wall Street Journal)
China, Russia quit dollar China and Russia have decided to renounce the US dollar and resort to using their own currencies for bilateral trade, Premier Wen Jiabao and his Russian counterpart Vladimir Putin announced late on Tuesday.
Chinese experts said the move reflected closer relations between Beijing and Moscow and is not aimed at challenging the dollar, but to protect their domestic economies.
"About trade settlement, we have decided to use our own currencies," Putin said at a joint news conference with Wen in St. Petersburg.
The two countries were accustomed to using other currencies, especially the dollar, for bilateral trade. Since the financial crisis, however, high-ranking officials on both sides began to explore other possibilities. (China Daily)
Web blocks remain one year on for China's Uighurs For Ruzmammat, the Internet is a crucial way of keeping in touch with his Uighur friends in China's Xinjiang region -- a lifeline that was denied to him for 10 months following deadly ethnic riots.
Authorities cut off the web in Xinjiang in the aftermath of violence that erupted a year ago in the regional capital Urumqi between mainly Muslim Uighurs and majority Han Chinese, leaving nearly 200 dead and 1,700 injured. (Agence France-Presse)
Iran sanctions as good as 'used tissue' The nuclear standoff on Iran is bound to deepen, aggravated by new United Nations sanctions on the Islamic republic and the United States digging in its heels against an alternative diplomatic plan that was designed to defuse tensions.
Brazilian President Luiz Inacio Lula de Silva accused the Security Council of acting out of "obstinacy" in accepting the US-drafted sanctions, "instead of bringing Iran to the table", the official Agencia Brasil news agency quoted Lula as saying. The Security Council had "thrown away a historic opportunity to negotiate calmly over the Iranian nuclear program". (Asia Times)

The trend helped the world pass a tipping point in the last year, with more than half the world's people now living in cities.
The UN said that urbanisation is now "unstoppable". Anna Tibaijuka, outgoing director of UN-Habitat, said: "Just over half the world now lives in cities but by 2050, over 70% of the world will be urban dwellers. By then, only 14% of people in rich countries will live outside cities, and 33% in poor countries."
The development of mega-regions is regarded as generally positive, said the report's co-author Eduardo Lopez Moreno: "They [mega-regions], rather than countries, are now driving wealth."
In a sample survey of world cities, the UN found the most unequal were in South Africa. Johannesburg was the least equal in the world, only marginally ahead of East London, Bloemfontein, and Pretoria.
Latin American, Asian and African cities were generally more equal, but mainly because they were uniformly poor, with a high level of slums and little sanitation. Some of the most the most egalitarian cities were found to be Dhaka and Chittagong in Bangladesh.
The US emerged as one of the most unequal societies with cities like New York, Chicago and Washington less equal than places like Brazzaville in Congo-Brazzaville, Managua in Nicaragua and Davao City in the Phillippines. (London Guardian)
Uranium Is So Last Century -- Enter Thorium, the New Green Nuke The thick hardbound volume was sitting on a shelf in a colleague’s office when Kirk Sorensen spotted it. A rookie NASA engineer at the Marshall Space Flight Center, Sorensen was researching nuclear-powered propulsion, and the book’s title — Fluid Fuel Reactors — jumped out at him. He picked it up and thumbed through it. Hours later, he was still reading, enchanted by the ideas but struggling with the arcane writing. “I took it home that night, but I didn’t understand all the nuclear terminology,” Sorensen says. He pored over it in the coming months, ultimately deciding that he held in his hands the key to the world’s energy future.
Published in 1958 under the auspices of the Atomic Energy Commission as part of its Atoms for Peace program, Fluid Fuel Reactors is a book only an engineer could love: a dense, 978-page account of research conducted at Oak Ridge National Lab, most of it under former director Alvin Weinberg. What caught Sorensen’s eye was the description of Weinberg’s experiments producing nuclear power with an element called thorium.
At the time, in 2000, Sorensen was just 25, engaged to be married and thrilled to be employed at his first serious job as a real aerospace engineer. A devout Mormon with a linebacker’s build and a marine’s crew cut, Sorensen made an unlikely iconoclast. But the book inspired him to pursue an intense study of nuclear energy over the next few years, during which he became convinced that thorium could solve the nuclear power industry’s most intractable problems. After it has been used as fuel for power plants, the element leaves behind minuscule amounts of waste. And that waste needs to be stored for only a few hundred years, not a few hundred thousand like other nuclear byproducts. Because it’s so plentiful in nature, it’s virtually inexhaustible. It’s also one of only a few substances that acts as a thermal breeder, in theory creating enough new fuel as it breaks down to sustain a high-temperature chain reaction indefinitely. And it would be virtually impossible for the byproducts of a thorium reactor to be used by terrorists or anyone else to make nuclear weapons. (Wired)
New World Order On the regulatory front, the path to a new global approach is pretty clear. Last spring the leaders of the G-7, a club of wealthy nations, agreed to create a "college of supervisors" to more closely coordinate regulation of multinational banks.
Yet regulators around the world were already jointly setting bank-capital standards before the current crisis hit. A lot of good that did us. So there is also much talk about the need for a new architecture--"a new Bretton Woods" was a phrase that echoed around Davos--to rein in global financial flows. (Time Magazine)

China's Nuclear Exports and Assistance to Iran Chinese nuclear exports and assistance to Iran have been a major issue of controversy in Sino-US relations. While Beijing regards its nuclear cooperation programs with Tehran as legitimate and in compliance with International Atomic Energy Agency (IAEA) safeguards provisions, Washington has tended to view such activities as contributing to Iran's covert nuclear weapons program. The US considers Iran to be a rogue state and has used various incentives and pressure tactics to dissuade China from continuing its nuclear deals with Iran. The debates on this question raise serious question not only about the criteria for international nuclear nonproliferation enforcement but also the nature and extent of US unilateralism from many other countries, which want to maintain and develop peaceful nuclear cooperation programs with non-nuclear weapons states, including Iran, if the latter follow IAEA safeguards and other relevant norms and practices. The US positions differ.
Since the mid-1990s, China has suspended its pending nuclear deals with Iran, including the planned sale of two 300MW nuclear reactors. There have been various explanations. Some suggest that Beijing bent under US pressure while others argue the deals fell through due to disagreement between China and Iran over terms of payment. In any case, the cancellation of the nuclear deals to some extent met US demands. However, this by no means ends all aspects of Sino-Iranian nuclear cooperation. Indeed, if anything, assistance continues, which remains a serious concern for the United States. (NTI)
