COLUMN-In drug war, the beginning of the end? Bernd Debusmann Between 1971, when Richard Nixon launched the war on drugs, and 2008, the latest year for which official figures are available, American law enforcement officials made more than 40 million drug arrests. That number roughly equals the population of California, or of the 33 biggest U.S. cities.
Forty million arrests speak volumes about America's longest war, which was meant to throttle drug production at home and abroad, cut supplies across the borders, and keep people from using drugs. The marathon effort has boosted the prison industry but failed so obviously to meet its objectives that there is a growing chorus of calls for the legalization of illicit drugs.
In the United States, that brings together odd bedfellows. Libertarians in the tea party movement, for example, and Law Enforcement Against Prohibition (LEAP), an organization of former police officers, narcotics agents, judges and prosecutors who favor legalizing all drugs, not only marijuana, the world's most widely-used illicit drug.
"Taking all this together, there is reason to believe that we are at the beginning of the end of the drug war as we know it," says Aaron Houston, a veteran Washington lobbyist for marijuana policy reform.
Far-fetched? Perhaps. But how many people in the late 1920s, at the height of the government's fight against the likes of Al Capone, would have foreseen that alcohol prohibition would end in just a few years? Prohibition lasted from 1920 to 1933 and is now considered a failed experiment in social engineering.
Alcohol and marijuana prohibition have much in common: both in effect handed production, sales and distribution of a commodity in high demand to criminal organizations, both filled the prisons (America's population behind bars is now the world's largest), both diverted the resources of law enforcement, and both created millions of scoff-laws. Obama signs bill reducing cocaine sentencing gap President Obama signed a bill Tuesday reducing the disparity in penalties for the use of crack and powder cocaine, according to the White House.
The enactment of the law seals a hard-fought victory for civil rights activists who have argued for years that the differing punishments unfairly target African-Americans.
The Fair Sentencing Act repeals a five-year mandatory sentence for first time offenders, and for repeat offenders with less than 28 grams of crack cocaine. The old law set the mandatory sentence for conviction at five grams.
African-Americans have been far more likely than whites and Hispanics to be convicted for -- and receive the harsher penalties associated with -- possession of crack cocaine, according to government statistics. White and Hispanic defendants are more frequently charged with possession of powder cocaine. (CNN)
Senate Deducts Brownie Points for Devil's Food Dopers Don't get baked on baked goods.
That's the warning the Senate sent last week when it voted to toughen penalties for those who peddle pot brownies to minors -- a decision that drew gasps from drug policy reform advocates who were, momentarily, elated over a new law that drastically reduces the disparity between prison sentences for crack and cocaine offenses.
President Obama on Tuesday signed the law overhauling mandatory sentencing guidelines for crack cocaine and powder cocaine. Crack users, who are mostly black, for the past quarter-century have faced far tougher sentencing guidelines than cocaine users -- under the prior law, a suspect would need to be found carrying 500 grams of cocaine to face a five-year sentence; a crack user had to be caught with just 5 grams to get the same sentence.
While the move was hailed by some drug policy groups, the pot brownie bill tempered their excitement.
"It's a black eye on the Senate. It's a mark of shame," said Aaron Houston, director of Students for Sensible Drug Policy. (FOX)
Democrats attacking GOP as tea party Democrats are planning to link the tea party and Republicans, overlapping the two groups to paint the GOP as a party of extremists and the grassroots activists as tools of the establishment.
Democratic National Committee sources say the party's strategy is to pose the November midterm elections as a contest between Democrats and a joint GOP-tea party plan for the country. The sources spoke on condition of anonymity ahead of the official launch of the plan Wednesday by DNC Chairman Tim Kaine.
Democrats plan to cite tea party activists' statements and GOP support and introduce a "Republican-Tea Party Contract With America," a send-up of the 1994 GOP Contract With America that helped Republicans win control of the House for the first time in four decades.

Document leak part of U.S. plot, says Pakistani ex-general with ties to Taliban From the deluge of leaked military documents published Sunday, a former Pakistani spy chief emerged as a chilling personification of his nation's alleged duplicity in the Afghan war -- an erstwhile U.S. ally turned Taliban tutor.
Now planted squarely in the cross hairs, retired Lt. Gen. Hamid Gul seems little short of delighted.
In an interview Tuesday, Gul dismissed the accusations against him as "fiction" and described the documents' release as the start of a White House plot. It will end, he posited, with an early U.S. pullout from Afghanistan -- thus proving Gul, an unabashed advocate of the Afghan insurgency, right.
President Obama "is a very good chess player. . . . He says, 'I don't want to carry the historic blame of having orchestrated the defeat of America, their humiliation in Afghanistan,' " said Gul, 74, adding that the plot incorporates a troop surge that Obama knows will fail. Obama pledges swift response after Battle Creek oil spill; Granholm tours site President Barack Obama has pledged a swift response to requests for help in dealing with a spill that dumped more than 800,000 gallons of oil into waterways in southern Michigan.
White House spokesman Matt Lehrich says U.S. Rep. Mark Schauer, D- Battle Creek updated the president about the spill Tuesday. Lehrich says Obama asked what the U.S. government could do to provide additional help.
Schauer told reporters on a conference call that the spill is a "public health crisis." (The Detroit News)

The dollar had collapsed as world reserve currency in 2012 when the worsening economic depression made it clear to Washington’s creditors that the federal budget deficit was too large to be financed except by the printing of money.

'US psywar plan includes 2 hot wars' Iranian President Mahmoud Ahmadinejad says the United States and Israel plan to attack two countries in the Middle East as part of a conspiracy to apply pressure on Iran.
"We have precise information that the Americans have devised a plot, according to which they seek to launch a psychological war on Iran," Ahmadinejad stated in an exclusive interview with Press TV on Monday.
"They plan to attack at least two countries in the region within the next three months," he added.
He said the US seeks to achieve two main objectives with the scheme. (Press TV)
The White House was very upset with WikiLeaks for its decision to publish thousands of pages of classified reports and documents describing our mission in Afghanistan. But according to Yahoo's Michael Calderone, it was very pleased with how the New York Times dealt with its semi-exclusive access to the documents.
Times Washington bureau chief Dean Baquet took reporters Mark Mazzetti and Eric Schmitt to the White House last week to brief the administration on what they planned on publishing. And they all got gold stars.
“I did in fact go the White House and lay out for them what we had,” Baquet said. “We did it to give them the opportunity to comment and react. They did. Report: Israel convinces Obama to plan for Iran strike According to a report in Time magazine Israel has managed to convince Washington to put the option of a military strike against Iran's nuclear facilities back on the table.
Israel has long argued that all of the international sanctions against Iran are pointless unless Western powers are prepared to back them up with the threat of force.
Prime Minister Benjamin Netanyahu has been pressing that point since US President Barack Obama pushed through a new package of sanctions at the UN Security Council last month. (Israel Today)
Obama faces growing credibility crisis Robert Gibbs, Barack Obama’s chief spokesman, got into hot water this week for daring to speak the truth – that the Democrats could lose control of the House of Representatives in November. But it could be even worse than that.
Contrary to pretty much every projection until now, Democratic control of the Senate is also starting to coming into question. While Mr Obama’s approval ratings have continued to fall, and now hover at dangerously close to 40 per cent according an ABC-Washington Post poll published on Tuesday, the fate of his former colleagues in the Senate looks even worse.
“The bottom line here is that Americans don’t believe in President Obama’s leadership,” says Rob Shapiro, another former Clinton official and a supporter of Mr Obama. “He has to find some way between now and November of demonstrating that he is a leader who can command confidence and, short of a 9/11 event or an Oklahoma City bombing, I can’t think of how he could do that.”
In private, informal advisors to Mr Obama are almost as negative. According to one, the US public’s loss of confidence in Mr Obama’s leadership is a factor above and beyond their dissatisfaction over the state of the real economy, which continues to slow as last year’s $787bn stimulus starts to run dry. The adviser, who asked to remain anonymous, said the public did not know what Mr Obama really believed. Examples include his lukewarm support last year for a public option in the healthcare bill and his equally lukewarm support today for a Senate bill that would extend unemployment insurance and aid state governments to keep teachers in their jobs. Robb and Charles Wald: U.S. must be prepared to attack Iran When President Barack Obama signed into law tough, new legislative sanctions against Iran last week, he capped a month of new measures against that country’s nuclear program. Earlier in June, the Obama administration achieved a new round of U.N. Security Council sanctions, and the European Union declared plans to adopt additional sanctions in July. This activity, the culmination of months of negotiations, is welcome. Obama movie debuts in Indonesia A film about US President Barack Obama's childhood days in Indonesia made its debut in Jakarta on Wednesday, promising a very different perspective on the man in the White House.
"Obama Anak Menteng" or "Obama the Menteng Kid", is set in the upscale Jakarta neighbourhood of Menteng, where Obama lived from 1967 to 1971 with his mother and Indonesian stepfather.
Co-director Damien Dematra said it showed the US president in a light that Americans might find strange.
A scene showing Obama, who is a Christian, praying like a Muslim was dropped as it was deemed "too political", Dematra said.
"He was just imitating other kids when they were praying but it didn't mean he wanted to be Muslim. That scene wasn't even shot because I didn't want people to take it out of context and use it against him," he said.
Based on his interviews with Obama's surviving neighbours and friends in the Indonesian capital, Dematra claims the film is "60 percent fact and 40 percent fiction". (Agence France-Presse)
When Capitalism Meets Cannabis One of the odder experiments in the recent history of American capitalism is unfolding in the Rockies: the country’s first attempt at fully regulating, licensing and taxing a for-profit marijuana trade, The New York Times’s David Segal writes in a lengthy look at the developing industry.
More than 80,000 people here now have medical marijuana certificates, which are essentially prescriptions, and for months new enrollees have signed up at a rate of roughly 1,000 a day.
As supply met demand, politicians decided that a body of regulations was overdue. The state’s Department of Revenue has spent months conceiving rules for this new industry, ending the reefer-madness phase here in favor of buzz-killing specifics about cultivation, distribution, storage and every other part of the business. Judge blocks Gulf offshore drilling moratorium A federal judge in New Orleans has blocked a six-month moratorium on new deepwater drilling projects that was imposed in response to the massive Gulf oil spill.
Hornbeck Offshore Services of Covington, La., claims in a lawsuit that the government arbitrarily imposed the moratorium without any proof that the operations posed a threat. Hornbeck, which ferries people and supplies to offshore rigs, says it could cost Louisiana thousands of jobs and millions of dollars in lost wages. "This is an unprecedented industrywide shutdown. Never before has the government done this," plaintiffs attorney Carl Rosenblum said during a two-hour hearing Monday. (Associated Press)
Republican candidate: Obama, BP ‘colluded’ to make oil spill happen Bill Randall, a North Carolina Republican candidate for Congress, is calling for a "thorough investigation" into whether President Barack Obama's administration colluded with BP to allow the Gulf oil spill. "There were procedures that were violated by BP that the federal government signed off on, safeguards that decades of engineering wherewithal and knowledge told them that this way the way to do it," Randall told reporters earlier this week. "They intentionally bypassed that and the safety was compromised."
Randall continued: "I’m not necessarily a conspiracy person, but I don’t think enough investigation has been done on this. Someone needs to be digging into that situation. Personally, and this is purely speculative on my part and not based on any fact, but personally I feel there is a possibility that there was some sort of collusion." (The Raw Story)
Cracks Show BP Was Battling Gulf Well as Early as February It took 10 days to plug the first cracks, according to reports BP filed with the Minerals Management Service that were later delivered to congressional investigators. Cracks in the surrounding rock continued to complicate the drilling operation during the ensuing weeks. Left unsealed, they can allow explosive natural gas to rush up the shaft.
On Feb. 13, BP told the minerals service it was trying to seal cracks in the well about 40 miles (64 kilometers) off the Louisiana coast, drilling documents obtained by Bloomberg show. Investigators are still trying to determine whether the fissures played a role in the disaster. (Bloomberg)
Iran Warns to Retaliate against West's Cargo Inspection Iranian Parliament Speaker Ali Larijani on Wednesday stressed that Tehran will take retaliatory measures in case Iran-bound air and ship cargoes come under inspection by the West.
Larijani blasted US President Barack Obama's remarks against Iran, and underscored that hypocritical moves against the Iranian nation will be against their interests. Inspection of Iranian cargos is part of the punitive measures cited in a US-sponsored resolution approved by the UN Security Council on June 9. The resolution requires the inspection of ships or planes headed to or from Iran if suspected cargo is aboard. The new sanctions target at least three entities managed by the Islamic Republic of Iran Shipping Lines (IRISL). (Fars News Agency)
Obama Adds To Iran Sanctions The penalties were aimed at entities tied to Iran's nuclear and missile program, including one bank, five front companies, 22 energy and insurance concerns, and two individuals and four groups tied to the Iranian Revolutionary Guard Corps. The move was important primarily for its symbolic significance: It was intended to signal other countries that the United States would build vigorously on the UN sanctions, and wanted other countries to do the same. Treasury Secretary Timothy Geithner, announcing the sanctions at the White House, said that to be effective "we need to have in place a concerted international approach. Internet 'kill switch' proposed for US A new US Senate Bill would grant the President far-reaching emergency powers to seize control of, or even shut down, portions of the internet.
The legislation says that companies such as broadband providers, search engines or software firms that the US Government selects "shall immediately comply with any emergency measure or action developed" by the Department of Homeland Security. Anyone failing to comply would be fined. That emergency authority would allow the Federal Government to "preserve those networks and assets and our country and protect our people," Joe Lieberman, the primary sponsor of the measure and the chairman of the Homeland Security committee, told reporters on Thursday. Lieberman is an independent senator from Connecticut who meets with the Democrats. (CNet News)
Feds under pressure to open US skies to drones Unmanned aircraft have proved their usefulness and reliability in the war zones of Afghanistan and Iraq. Now the pressure's on to allow them in the skies over the United States.
Last year, the FAA promised defense officials it would have a plan this year. The agency, which has worked on this issue since 2006, has reams of safety regulations that govern every aspect of civilian aviation but is just beginning to write regulations for unmanned aircraft. (Associated Press)
Iran sanctions as good as 'used tissue' The nuclear standoff on Iran is bound to deepen, aggravated by new United Nations sanctions on the Islamic republic and the United States digging in its heels against an alternative diplomatic plan that was designed to defuse tensions.
Brazilian President Luiz Inacio Lula de Silva accused the Security Council of acting out of "obstinacy" in accepting the US-drafted sanctions, "instead of bringing Iran to the table", the official Agencia Brasil news agency quoted Lula as saying. The Security Council had "thrown away a historic opportunity to negotiate calmly over the Iranian nuclear program". (Asia Times)
Senators propose granting president emergency Internet power A new U.S. Senate bill would grant the president far-reaching emergency powers to seize control of or even shut down portions of the Internet.

The idea of an Internet "kill switch" that the president could flip is not new. A draft Senate proposal that CNET obtained in August allowed the White House to "declare a cybersecurity emergency," and another from Sens. Jay Rockefeller (D-W.V.) and Olympia Snowe (R-Maine) would have explicitly given the government the power to "order the disconnection" of certain networks or Web sites.
On Thursday, both senators lauded Lieberman's bill, which is formally titled the Protecting Cyberspace as a National Asset Act, or PCNAA. Rockefeller said "I commend" the drafters of the PCNAA. Collins went further, signing up at a co-sponsor and saying at a press conference that "we cannot afford to wait for a cyber 9/11 before our government realizes the importance of protecting our cyber resources." Once a government pet, BP now a capitalist tool As BP’s Deepwater Horizon oil rig was sinking on April 22, Sen. John Kerry, D-Mass., was on the phone with allies in his push for climate legislation, telling them he would soon roll out the Senate climate bill with the support of the utility industry and three oil companies -- including BP, according to the Washington Post.
Expect BP to be public enemy No. 1 in the climate debate. There’s a problem: BP was a founding member of the U.S. Climate Action Partnership (USCAP), a lobby dedicated to passing a cap-and-trade bill. As the nation’s largest producer of natural gas, BP saw many ways to profit from climate legislation, notably by persuading Congress to provide subsidies to coal-fired power plants that switched to gas. A pair of them talked about the 2006 Bilderberg conference in Ottawa, where the radio host Alex Jones led the protests with his megaphone. "They were very close to the hotel," said one. Another looked shocked and asked: "Did they ever try to attack?" A shake of the head and the answer: "No, but it was very scary." A third leaned in: "This is the negative side of the welfare state. Obama uses Gulf oil spill for energy agenda push "The catastrophe unfolding in the Gulf right now may prove to be a result of human error -- or corporations taking dangerous shortcuts that compromised safety," Obama said in remarks at Carnegie Mellon University in Pittsburgh, Pennsylvania. "But we have to acknowledge that there are inherent risks to drilling four miles beneath the surface of the Earth -- risks that are bound to increase the harder oil extraction becomes. Just like we have to acknowledge that an America run solely on fossil fuels should not be the vision we have for our children and grandchildren." (CNN)

Parish official: BP shipped in workers for president's visit Early Friday morning, "a number of buses brought in approximately 300 to 400 workers that had been recruited all week," Jefferson Parish Councilman Chris Roberts told CNN's "Situation Room." Roberts said the workers were offered $12 an hour to come out to the scene at Grand Isle and work in what he called a "dog and pony show." (CNN)

MMS' chief, Elizabeth Birnbaum, an Obama nominee, quit her post Thursday just before Mr. Obama held a press conference. Mr. Obama was not sure whether Ms. Birnbaum resigned or was asked to leave. Confirmed: Russian & Foreign Troops Ordered Into U.S. Many people have commented that they are simply being activated in preparation for deployments to Iraq this summer, but one ‘CONFIRMED’ report involved the Minnesota 1st Brigade Combat Team and marks the largest deployment of Minnesota military forces since World War II. This alone is highly suspicious.
The More disturbing INTEL that has hit the wire in the past couple of days is the report of large numbers of foreign troops arriving at a large naval base in San Diego, California. This report came at dusk on Wednesday May 19, 2010. U.S. Navy vessels were spotted unloading extremely large numbers of UN and Russian troops and Equipment. They disembarked the vessels as it was still light out in plain sight. Mostly Russian troops.

Pentagon, Police Stage Terror Attack Exercise in Long Beach The Adler Realty Investment company in Long Beach has sent a notice to residents (see below) informing them that “response agencies,” including the U.S. Coast Guard, the local police and fire department along with the military will be conducting a training exercise in the city. “Port Protector 2010,” an attachment to the notice states, will consist of a training exercise in response to a “terrorist threat” including a “hostage scenario” and Hazmat training. Matthews even took aim at the entire capitalist system, as over video of the oil slick, he sarcastically mocked: "Everybody says 'Capitalism is great. Unbridled free enterprise is great.' Look at it! Justice Elena Kagan, and President Larry Summers Kagan's connections to Summers are interesting. She was a professor there when Summers arrived from his work at Treasury, under Bill Clinton, to deregulate banks and derivatives to get the gambling moving...guaranteed by the taxpayer. As President Summers of Harvard from 2001 to 2006, Kagan thrived. She was made a full professor, then Summers tapped her to be the Dean of Harvard Law. Her pet peeve there was to keep the American military and ROTC off campus because she disputes the "don't ask, don't tell" provisions put in place by Clinton. (NJ.com)
