National Security Act of 1947 was signed by United States President Harry S. Truman on July 26, 1947, and realigned and reorganized the U.S. Armed Forces, foreign policy, and Intelligence Community apparatus in the aftermath of World War II. The majority of the provisions of the Act took effect on September 18, 1947, the day after the Senate confirmed James Forrestal as the first Secretary of Defense. His power was extremely limited and it was difficult for him to exercise the authority to make his office effective. This was later changed in the amendment to the act in 1949, creating what was to be the Department of Defense.[1] President Truman signed the National Security Act of 1947 onboard this VC-54C Presidential transport, the first aircraft used for the role of Air Force One. (At the time it was not painted with "U.S. Air Force" because it belonged to the USAAF.) The Act merged the Department of War and the Department of the Navy into the National Military Establishment, headed by the Secretary of Defense. It was also responsible for the creation of a separate Department of the Air Force from the existing Army Air Forces. Initially, each of the three service secretaries maintained quasi-cabinet status, but the act was amended on August 10, 1949, to assure their subordination to the Secretary of Defense. At the same time, the NME was renamed as the Department of Defense. The purpose was to unify the Army, Navy, and what was soon to become the Air Force into a federated structure.[2] Aside from the military reorganization, the act established the National Security Council, a central place of coordination for national security policy in the executive branch, and the Central Intelligence Agency, the U.S.'s first peacetime intelligence agency. The function of the council was to advise the president on domestic, foreign, and military policies so that they may cooperate more tightly and efficiently. Departments in the government were encouraged to voice their opinions to the council in order to make a more sound decision.[3] The Joint Chiefs of Staff was officially established under Title II, Section 211 of the original National Security Act of 1947 before Sections 209-214 of Title II were repealed by the law enacting Title 10 and Title 32, United States Code (Act of August 10, 1956, 70A Stat. 676) to replace them. The act and its changes, along with the Truman Doctrine and the Marshall Plan, were major components of the Truman administration's Cold War strategy. We Need a Bank Of the World The financial crisis is global, and only an international central bank can deal with it If George W. Bush's upcoming global summit on how to fix the world's broken financial system—an event proposed by several European presidents and prime ministers—is to be a serious effort, the leaders should begin laying the groundwork for establishing a global central bank. Had it existed, a global central bank would have acted without the air of panic that has been exhibited by national central banks and finance ministries in this meltdown. Ideally, it would have gathered its governing board well in advance of a financial blowup to execute a coordinated rescue and global-stimulus plan, part of what should be its ongoing role of preparing for crises. It would be hard to overestimate the political pushback that any official proposal for a global central bank would draw from various constituencies, most especially within the United States. Among their many charges, critics will protest the establishment of "world government." But we have a World Trade Organization with legally binding powers over trade disputes. We have a World Health Organization for communicable disease with the ability to quarantine entire countries. And a World Court functions today that has considerable legal and moral clout. No one should want too much globally centralized oversight. But the world's gathering misery shows that too little leadership from the center can be equally dangerous. The November summit itself won't solve anything, but if it gave instructions to finance ministers and central bankers to explore what a new central bank could do, with a deadline to come back with concrete ideas shortly after a new U.S. president is inaugurated, it will have made real progress on one of the great problems of our times. Taxing Us for Breathing Last week, the New York Times published an extraordinary editorial complaining that "Right now, everyone is using the atmosphere like a municipal dump, depositing carbon dioxide free." The Times editors suggested that the government "start charging for the privilege" by imposing a "carbon tax." What would you say if someone told you that he was concerned you might get sick because it's hot and humid out--and then told you that his "cure" was to constrict your supply of oxygen by 80%? Would you believe that he was sincerely concerned with your health? Well, you had better start asking the same question of Al Gore and the rest of the global warming fanatics, because that's exactly what they're trying to do. In denouncing fossil fuels, they are seeking to tax, reduce, and ultimately to eliminate the fuels that provide our civilization with 80% of its energy. Their goal is a fatal constriction of the process of industrial respiration. That is the deepest, fullest reason why a "carbon tax" is just as dangerous as a tax on breathing. The Truth About Coal Dressed in top hats, carrying bags of coal and calling themselves ''Billionaires for Coal,'' the group was protesting what it felt was the hypocrisy of a giant investment bank that proclaims a devout commitment to ''environmental excellence'' even as it provides financing for dirty power plants There are at least two points to be made here. One, obviously, is there is a difference between talk and reality. Much of corporate America now appears to be out in front of the Bush administration in facing up to global warming. Some big players like Pacific Gas and Electric and DuPont seem seriously committed to mandatory controls on carbon dioxide emissions -- in sharp contrast to the administration's voluntary approach. Others, notably big investment banks, are still doing what comes naturally: seizing opportunities, whether or not those opportunities fit their green posturing. TXU can fairly claim that its plants, outfitted with the latest technology, will emit fewer pollutants that cause smog and acid rain than the clunkers that have been around for 50 years. But these plants will still be using the same basic technology -- burning coal, with no ability to capture and dispose of immense amounts of carbon dioxide. That's distressing from a global warming perspective. It is also distressing because cleaner, if costlier, technologies are available that could capture greenhouse gases before they enter the atmosphere (that is, if TXU or the private equity group that is negotiating to buy the utility were willing to make the investment). Which leads to the second point: There is a need to put a price on carbon to force companies to abandon older, dirtier technologies for newer, cleaner ones. Right now, everyone is using the atmosphere like a municipal dump, depositing carbon dioxide free. Start charging for the privilege and people will find smarter ways to do business. A carbon tax is one approach. Another is to impose a steadily decreasing cap on emissions and let individual companies figure out ways to stay below the cap. (New York Times) | |||

EPA expected to act in regulating carbon dioxide The Environmental Protection Agency is expected to act for the first time to regulate carbon dioxide and other greenhouse gases that scientists blame for the warming of the planet, according to top Obama administration officials. The decision, which most likely would play out in stages over a period of months, would have a profound impact on transportation, manufacturing costs and how utilities generate power. It could accelerate the progress of energy and climate change legislation in Congress and form a basis for the United States' negotiating position at United Nations climate talks set for December in Copenhagen. The environmental agency is under order from the Supreme Court to make a determination whether carbon dioxide is a pollutant that endangers public health and welfare, an order that the Bush administration essentially ignored despite near-unanimous belief among agency experts that research points inexorably to such a finding. Lisa Jackson, the new EPA administrator, said in an interview that she had asked her staff to review the latest scientific evidence and prepare the documentation for a so-called endangerment finding. Jackson said she had not decided to issue such a finding but she pointedly noted that the second anniversary of the Supreme Court decision, Massachusetts v. EPA, is April 2, and there is the wide expectation that she will act by then. "We here know how momentous that decision could be," Jackson said. "We have to lay out a road map." Even some who favor an aggressive approach to climate change said they were wary of the agency's asserting exclusive authority over carbon emissions. They say that the Clean Air Act, now more than 40 years old, was not designed to regulate ubiquitous substances like carbon dioxide. Using the law, they say, would capture carbon emissions from new facilities, but not existing ones, blunting its impact. Farmers Panic About a 'Cow Tax' The comment period for the Environmental Protection Agency’s exploration of greenhouse gas regulation ended last Friday, with farmers lobbying furiously against the notion of a “cow tax” on methane, a potent greenhouse gas emitted by livestock. The New York Farm Bureau issued a statement last week (PDF) saying it feared that a tax could reach $175 per cow, $87.50 per head of beef cattle and upward of $20 for each hog. Such a tax would represent a “massive hit on our industry here in New York,” said Peter Gregg, a spokesman for the farm bureau, in an interview. “You could take all of our cows together and they probably wouldn’t have the same effect on the atmosphere than the average traffic jam on the Tappan Zee Bridge,” he added. Farm officials from Texas to Alabama also sounded the alarm, and Mr. Gregg said that the response in New York among farmers was “almost a panic.” The hysteria may be premature, however. The E.P.A. indeed issued an “advanced notice of proposed rulemaking” this summer that called for public comments on the idea of regulating greenhouse gas emissions from cars, as well as “stationary sources” — which, yes, would include cows and other livestock. But looked at through the lens of greenhouse gas accounting, they are living smokestacks, spewing methane emissions into the air. But such fledgling proposals are part of a daunting game of catch-up. In large developing countries like China, India and Brazil, consumption of red meat has risen 33 percent in the last decade. It is expected to double globally between 2000 and 2050. While the global economic downturn may slow the globe’s appetite for meat momentarily, it is not likely to reverse a profound trend. Transportation Secretary Ray LaHood said on Friday that he backs a plan to tax motorists based on how many miles they drive rather than the ages old standard method of taxing gasoline based on usage. For more than half a century, gasoline taxes have paid for the federal portion of highway and bridge construction. But according to LaHood, this system can no longer be relied upon to raise enough funds to keep the country's transportation system moving. Exxon CEO Advocates Emissions Tax The chief executive of Exxon Mobil Corp. for the first time called on Congress to enact a tax on greenhouse-gas emissions in order to fight global warming. In a speech in Washington, Rex Tillerson said that a tax was a "more direct, a more transparent and a more effective approach" to curtailing greenhouse gases than other plans popular in Congress and with the incoming Obama administration. "My greatest concern is that policy makers will attempt to mandate or ordain solutions that are doomed to fail," Mr. Tillerson said. The policy he is advocating is often called a carbon tax because it would be imposed on emissions of carbon dioxide, the most common man-made greenhouse gas. Tax on plastic proposed...to 'climate protection forestry account' A senator from a struggling timber district has come up with an interesting idea: a tax on plastic. The money would go into a special “climate protection forestry account,” which would be used to pay for incentives to the forestry industry. The goal: to reduce carbon, presumably by growing trees. Retailers disgruntled about bag tax A central Maine lawmaker is reopening the debate about the use of plastic shopping bags with a proposed 10-cent-per-bag fee on the disposable sacks. Sen. John Nutting, D-Leeds, has introduced legislation that he says will encourage the switch to reusable bags and keep plastic out of the state's environment and landfills. If the bill passes, Maine shoppers will be charged a dime for each plastic bag they use. The money will go into a state fund to promote recycling. In an interview almost a year ago with a San Francisco newspaper, Democratic presidential nominee Obama suggested stiff taxes on those who build coal-fired plants. His words, from an interview with the San Francisco Chronicle, came to light over the weekend just days before today's general election. "So if somebody wants to build a coal-powered plant, they can," Obama said in the interview. "It's just that it will bankrupt them because they're going to be charged a huge sum for all that greenhouse gas that's being emitted." In a prepared statement, the Obama campaign said Obama's quote regarding the taxing of coal emissions was taken "wildly out of context," adding that elsewhere in the interview, Obama calls the idea of banning coal burning "an illusion." Melissa McHenry, spokeswoman for American Electric Power, said AEP was aware that both Obama and his challenger, Republican John McCain, support climate change legislation. "We know that whoever is elected, he is going to have to balance the economy with reducing emissions," she said. "Coal is going to have to continue to be part of the energy mix. It accounts for more than 50 percent of electricity generated in the U.S." She acknowledged that AEP has supported climate change legislation but with "reasonable reductions and a reasonable time frame." Al Gore Purchases Carbon Credits From A Company He Himself Owns Al Gore, self appointed expert on global warming has been purchasing carbon credits in an effort to offset his palatial lifestyle. What he didn't tell us, however, is that the company he is buying the credits from is actually owned by him. Ching, ching... Al Gore tells critics, when criticized for his exhorbinant lifestyle, one that includes mansions, private plane flights and a host of other CO2 producing activities, explains that he is actually living a "carbon neutral" existence. How is this possible you ask? He purchases carbon credits, which are to ensure that CO2 emissions are being reduced elsewhere. As Wikipedia explains, a carbon offset "is a service that tries to reduce the net carbon emissions of individuals or organizations indirectly, through proxies who reduce their emissions and/or increase their absorption of greenhouse gases." What he isn't telling you, however, is that he purchases those carbon credits from Generation Investment Management, a company that is actually partially owned and chaired by Gore himself. We Need a Global Carbon Tax The cap-and-trade approach won't stop global warming If President Barack Obama wants to stop the descent toward dangerous global climate change, and avoid the trade anarchy that current approaches to this problem will invite, he should take Al Gore's proposal for a carbon tax and make it global. A tax on CO2 emissions -- not a cap-and-trade system -- offers the best prospect of meaningfully engaging China and the U.S., while avoiding the prospect of unhinged environmental protectionism. A global carbon tax levied on a relatively small number of large sources can be monitored by satellite and checked against the annual surveillance of fiscal and economic polices already carried out by IMF staff. Put carbon tax on babies: academic While carbon trading will no doubt play a key role in curbing emissions, environmental scientists say the politically sensitive issue of population growth also needs to be given more consideration in the climate change debate. Now a radical proposal to reduce population growth has been published in the Medical Journal of Australia a carbon tax on babies. The parents of any baby born today in Australia will receive a Federal Government bonus of $4,187. In July next year, that'll go up to $5,000. It's a controversial policy but the argument that it is environmentally unfriendly hasn't often been raised. Now though writing in the Medical Journal of Australia Barry Walters, an associate professor of obstetric medicine at the University of Western Australia, is making that case. Dr Walters says every family choosing to have more than a defined number of children should be charged a carbon tax. Polar bears 'thriving as the Arctic warms up' Pictures of a polar bear floating precariously on a tiny iceberg have become the defining image of global warming but may be misleading, according to a new study. A survey of the animals' numbers in Canada's eastern Arctic has revealed that they are thriving, not declining, because of mankind's interference in the environment. In the Davis Strait area, a 140,000-square kilometre region, the polar bear population has grown from 850 in the mid-1980s to 2,100 today. "There aren't just a few more bears. There are a hell of a lot more bears," said Mitch Taylor, a polar bear biologist who has spent 20 years studying the animals. His findings back the claims of Inuit hunters who have long claimed that they were seeing more bears. "Scientific knowledge has demonstrated that Inuit knowledge was right," said Mr Taylor. While fellow scientists have accepted Mr Taylor's findings, critics point out that his study was commissioned by the Inuit-dominated government of Nunavit. Critics claim the government has an agenda to encourage polar bear hunting and keep the animals off the endangered species list. In small Inuit communities, hunters kill bears that wander too close to human settlements and, in this particular region, they are licensed to kill six polar bears a year. "I don't think there is any question polar bears are in danger from global warming," said Andrew Derocher of the World Conservation Union, and a professor of biological sciences at the University of Alberta in Edmonton. "People who deny that have a clear interest in hunting bears." "To say that bear populations are growing in one area now is irrelevant." However, Prof Derocher conceded that some polar bear-related evidence of the damaging effect of global warming was misplaced. Contrary to concern over a celebrated photograph of a bear and its cub floating on a tiny iceberg, the animals often travel in that way, he said. The truth about global warming -- it's the Sun that's to blame Global warming has finally been explained: the Earth is getting hotter because the Sun is burning more brightly than at any time during the past 1,000 years, according to new research. Dr Bill Burrows, a climatologist and a member of the Royal Meteorological Society, welcomed Dr Solanki's research. "While the established view remains that the sun cannot be responsible for all the climate changes we have seen in the past 50 years or so, this study is certainly significant," he said. "It shows that there is enough happening on the solar front to merit further research. Perhaps we are devoting too many resources to correcting human effects on the climate without being sure that we are the major contributor." Dr David Viner, the senior research scientist at the University of East Anglia's climatic research unit, said the research showed that the sun did have an effect on global warming. He added, however, that the study also showed that over the past 20 years the number of sunspots had remained roughly constant, while the Earth's temperature had continued to increase. This suggested that over the past 20 years, human activities such as the burning of fossil fuels and deforestation had begun to dominate "the natural factors involved in climate change", he said. Dr Gareth Jones, a climate researcher at the Met Office, said that Dr Solanki's findings were inconclusive because the study had not incorporated other potential climate change factors. A study by Swiss and German scientists suggests that increasing radiation from the sun is responsible for recent global climate changes. Dr Sami Solanki, the director of the renowned Max Planck Institute for Solar System Research in Gottingen, Germany, who led the research, said: "The Sun has been at its strongest over the past 60 years and may now be affecting global temperatures. "The Sun is in a changed state. It is brighter than it was a few hundred years ago and this brightening started relatively recently in the last 100 to 150 years." Dr Solanki said that the brighter Sun and higher levels of "greenhouse gases", such as carbon dioxide, both contributed to the change in the Earth's temperature but it was impossible to say which had the greater impact. Average global temperatures have increased by about 0.2 deg Celsius over the past 20 years and are widely believed to be responsible for new extremes in weather patterns. After pressure from environmentalists, politicians agreed the Kyoto Protocol in 1997, promising to limit greenhouse gas emissions between 2008 and 2012. Britain ratified the protocol in 2002 and said it would cut emissions by 12.5 per cent from 1990 levels. New Legislation Authorizes FEMA Camps In U.S.: “National emergency centers” on military bases to house American citizens A new bill introduced in Congress authorizes the Department of Homeland Security to set up a network of FEMA camp facilities to be used to house U.S. citizens in the event of a national emergency. The National Emergency Centers Act or HR 645 mandates the establishment of “national emergency centers” to be located on military installations for the purpose of to providing “temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster,” according to the bill. The legislation also states that the camps will be used to “provide centralized locations to improve the coordination of preparedness, response, and recovery efforts of government, private, and not-for-profit entities and faith-based organizations”. Ominously, the bill also states that the camps can be used to “meet other appropriate needs, as determined by the Secretary of Homeland Security,” an open ended mandate which many fear could mean the forced detention of American citizens in the event of widespread rioting after a national emergency or total economic collapse. Defense Department Establishes Civilian Expeditionary Workforce The Defense Department is forming a civilian expeditionary workforce that will be trained and equipped to deploy overseas in support of military missions worldwide, according to department officials. The intent of the program “is to maximize the use of the civilian workforce to allow military personnel to be fully utilized for operational requirements,” according to a Defense Department statement. Deputy Defense Secretary Gordon England signed Defense Department Directive 1404.10, which outlines and provides guidance about the program, on Jan. 23. Certain duty positions may be designated by the various Defense Department components to participate in the program. If a position is designated, the employee will be asked to sign an agreement that they will deploy if called upon to do so. If the employee does not wish to deploy, every effort will be made to reassign the employee to a nondeploying position. The directive emphasizes, however, that volunteers be sought first for any expeditionary requirements, before requiring anyone to serve involuntarily or on short notice. Overseas duty tours shall not exceed two years. Terrorist watch list at airports tops 1 million names The terrorist watch list was created after 9/11 to alert airport personnel to potential threats to national security. Now, according to the American Civil Liberties Union, the list has grown to over one million names. "America's new million-record watch list is a perfect symbol for what's wrong with the administration's approach to security," said Barry Steinhardt, who heads the ACLU's technology and liberty program. Air marshals' names tagged on 'no-fly' list Some federal air marshals have been denied entry to flights they are assigned to protect when their names matched those on the terrorist no-fly list, and the agency says it's now taking steps to make sure their agents are allowed to board in the future. The problem with federal air marshals (FAM) names matching those of suspected terrorists on the no-fly list has persisted for years, say air marshals familiar with the situation. One air marshal said it has been a major problem, where guys are denied boarding by the airline. In some cases, planes have departed without any coverage because the airline employees were adamant they would not fly, the air marshal said. I've seen guys actually being denied boarding. In All Fairness: Screening Obama One wouldn't know it from reading the Washington Post or New York Times, but some inside the White House don't think that President Barack Obama hit a home run with his first national press conference last week. Senior FCC staff working for acting Federal Communications Commissioner Michael Copps held meetings last week with policy and legislative advisers to House Energy and Commerce Committee Chairman Henry Waxman to discuss ways the committee can create openings for the FCC to put in place a form of the "Fairness Doctrine" without actually calling it such. Waxman is also interested, say sources, in looking at how the Internet is being used for content and free speech purposes. "It's all about diversity in media," says a House Energy staffer, familiar with the meetings. "Does one radio station or one station group control four of the five most powerful outlets in one community? Do four stations in one region carry Rush Limbaugh, and nothing else during the same time slot? Does one heavily trafficked Internet site present one side of an issue and not link to sites that present alternative views? These are some of the questions the chairman is thinking about right now, and we are going to have an FCC that will finally have the people in place to answer them." (American Spectator) | |||

Talk radio: The return of 'fairness'? For five days, Sen. Debbie Stabenow’s face has greeted visitors of Hannity.com. It may seem like an unlikely venue for a Michigan Democrat, but conservative television and radio host Sean Hannity has made Stabenow public enemy No. 1 in the conservative talk radio world. Hannity has plastered Stabenow’s face and office number on his site following comments she made last week about the Fairness Doctrine, telling liberal radio host Bill Press it may be “time to be bringing accountability to the airwaves.” And then she mentioned the possibility of hearings, which sparked a make-my-day moment with Hannity, who said, “You want this microphone? Come and get it!” Stabenow press secretary Brad Carroll has since backed off, telling Politico, “Sen. Stabenow is not calling for hearings.” Indeed, no member of Congress has scheduled hearings, there is no Fairness Doctrine legislation being introduced, and the long-dormant broadcast law is likely to stay that way.
