Canada implements no-fly list: List blasted by experts, government remains steadfast The Canadian federal government implemented a new federal “no-fly” list yesterday which, like its U.S. counterpart, has been opposed by transportation experts and even the Privacy Commissioner of Canada (on multiple occasions). The list dates back to the Canada-U.S. Smart Border Declaration, signed by then-Foreign Affairs Minister of Canada John Manley and then-Homeland Security chief Tom Ridge in December 2001. The document calls for action on several initiatives, including “indentify[ing] security threats before they arrive in North America through collaborative approaches to reviewing crew and passenger manifests.” From there, the initiative was inserted in a piece of legislation which eventually became the Public Safety Act of 2002, an act which took 2 arduous years of debate and amendment to get passed, receiving royal assent in May 2004. The act explicitly “authorizes the Commissioner of the Royal Canadian Mounted Police (RCMP), the Director of the Canadian Security Intelligence Service (CSIS), and the persons they designate, to require certain passenger information (set out in the proposed schedule to the Act) from air carriers and operators of aviation reservation systems, to be used and disclosed for transportation security purposes; national security investigations relating to terrorism; situations of immediate threat to the life or safety of a person; the enforcement of arrest warrants for offences punishable by five years or more of imprisonment and that are specified in the regulations; and arrest warrants under the Immigration and Refugee Protection Act and the Extradition Act.” (Corbett Report)

The Canada-U.S. Smart Border Declaration: BUILDING A SMART BORDER FOR THE 21st CENTURY ON THE FOUNDATION OF A NORTH AMERICAN ZONE OF CONFIDENCE The terrorist actions of September 11 were an attack on our common commitment to democracy, the rule of law and a free and open economy. They highlighted a threat to our public and economic security. They require our governments to develop new approaches to meet these challenges. This declaration commits our governments to work together to address these threats to our people, our institutions and our prosperity. Public security and economic security are mutually reinforcing. By working together to develop a zone of confidence against terrorist activity, we create a unique opportunity to build a smart border for the 21st century; a border that securely facilitates the free flow of people and commerce; a border that reflects the largest trading relationship in the world. Our countries have a long history of cooperative border management. This tradition facilitated both countries' immediate responses to the attacks of September 11. It is the foundation on which we continue to base our cooperation, recognizing that our current and future prosperity and security depend on a border that operates efficiently and effectively under all circumstances. New driver's license OK'd for border: Gregoire signs test program to allow non-passport travel The state's upcoming alternative "enhanced" driver's license -- which Washington residents will be able to use for crossing the Canadian border in lieu of a passport -- is necessary to boost security while preserving the cross-border flow of trade and tourism, Gov. Chris Gregoire said Friday. The law, signed by Gregoire Friday, launches a pilot program agreed upon between the state and the U.S. Department of Homeland Security, whose Secretary Michael Chertoff said that at least one other state has expressed interest in following Washington's lead. Citing the $35 million in goods flowing both ways daily through the U.S.-Canadian border crossing at Blaine, Gregoire said the law will help Washington keep the benefits expected to spill south from the 2010 Olympic Winter Games in Vancouver. | 11/1/2006 |
The Meta-morphosis and the sabotage of Canada by our own government The North American continent is being transformed from three sovereign nations Canada, USA, Mexico) into one regional corporate power base, the North American Union. Unlike the creation of the European Union, there is no public political/ academic discourse on the merits, or pros and cons of a North American Union building up to a vote within each nation as to the wish of the people to join such a union. Instead the union is being created by stealth, is already well on its way to fruition, and is being imposed on us by our own elected representatives and government with no opposition. The driving force is corporate. The Chief Executive Officers of the most powerful corporations operating in the three countries want this union and have been working for some time devising their strategies and goals. Their facilitators are first, unelected officials and bureaucrats who move easily between corporations and government; second, former elected officials like John Manley , former Deputy Prime Minister of Canada; third, the heads of the three nations, Martin, Bush, and Fox; and finally, the governments and the rest of the elected members who apparently just rubber stamp what is put in front of them by the unelected officials- few questions, if any asked. The ultimate enforcement mechanism for the North American Union is a police state. (Canadian Action Party)

4-year-old turns up on government 'no-fly' list: Confusion over boy's name trips up family’s journey home for the holidays Edward Allen’s reaction to being on the government’s “no-fly” list should have been the tip-off that he is no terrorist. “I don’t want to be on the list. I want to fly and see my grandma,” the 4-year-old boy said, according to his mother. Sijollie Allen and her son had trouble boarding planes last month because someone with the same name as Edward is on a government terrorist watch list. “Is this a joke?” Allen recalled telling Continental Airlines agents Dec. 21 at Houston’s Bush Intercontinental Airport. “You can tell he’s not a terrorist.” (Associated Press)

Sen. Kennedy Flagged by No-Fly List U.S. Sen. Edward M. "Ted" Kennedy said yesterday that he was stopped and questioned at airports on the East Coast five times in March because his name appeared on the government's secret "no-fly" list. Federal air security officials said the initial error that led to scrutiny of the Massachusetts Democrat should not have happened even though they recognize that the no-fly list is imperfect. But privately they acknowledged being embarrassed that it took the senator and his staff more than three weeks to get his name removed. (Washington Post)

| 2/6/2003 |
Privacy Commissioner of Canada's Appearance before the Legislative Committee on Bill C-17, Public Safety Act I very much appreciate this opportunity to meet with you this morning. I really have only one privacy concern in this bill that I want to raise with you. It's a large bill with a great many facets, but there's only one privacy issue I want to raise with you. It is in fact, of the various concerns you have heard and will hear as a committee, probably the easiest to fix, because it has absolutely no bearing whatsoever on either transportation security or national security against terrorism, which of course are the objects of this bill. And yet, it is also a concern that is crucially important because of the precedents the provision in question would set and the doors it would open, which are of grave concern from a privacy point of view. I want to emphasize, in addressing this issue, as I emphasized in my annual report, which was made public last week, that since September 11, I have not once objected to a single actual anti-terrorism measure. I regard it as of course unthinkable that, as Privacy Commissioner, I would for a moment seek to stand in the way of any measures that are genuinely and legitimately necessary to protect Canadians against terrorism. I have not done so and I would not do so. (Canadian Office of the Privacy Commissioner of Canada)

Canada, U.S. need shared no-fly list: U.S. official: A shared no-fly list should be created for Canada and the U.S. to track passengers who pose a health risk to North America, U.S. Homeland Security Secretary Michael Chertoff said yesterday A shared no-fly list should be created for Canada and the U.S. to track passengers who pose a health risk to North America, U.S. Homeland Security Secretary Michael Chertoff said yesterday. The need for a common list was highlighted by the case of an Atlanta man infected with drug-resistant tuberculosis, who avoided detection by U.S. authorities by flying home from Europe to Montreal, Mr. Chertoff said. "We only have the ability to put people on watch lists coming into our country," Mr. Chertoff told CNN. "It would have been good if we had a system that allowed us and the Canadians to have a common picture." (Canada.com)

Lobe of TB patient's lung to be removed: The operation will enhance the antibiotics he is being given, eliminate a place for harmful bacteria to grow, his surgeons say. Denver surgeons said Thursday that they will remove a tennis-ball-sized section of lung from Atlanta lawyer Andrew Speaker, the air traveler who set off a worldwide scare when it was revealed that he carries an extremely drug-resistant form of tuberculosis. Removing the damaged lung tissue that contains most of the bacteria responsible for Speaker's TB will allow antibiotics to be more effective and eliminate a breeding ground for the bacteria, surgeons said. "Andrew Speaker is an excellent candidate for surgery," Dr. Charles L. Daley of the National Jewish Medical and Research Center said in a statement released by the hospital. "The infected area of his lung is relatively small and well-contained. He is also young and otherwise healthy." After Speaker turned himself in to health authorities, he was transferred to National Jewish because of the hospital's expertise in dealing with the rare disease, known as extensively drug-resistant tuberculosis, or XDR TB. CDC to probe in-law's role in TB case The father-in-law of a U.S. man quarantined for a drug-resistant form of tuberculosis will be investigated by the Centers for Disease Control and Prevention, where he works as a microbiologist studying the disease, the agency said Saturday. The patient, Andrew Speaker, is the first person placed under U.S. federal quarantine since 1963. He has asked for forgiveness for sneaking on board two transatlantic flights to Europe and Montreal, even though he was aware he carried highly drug-resistant TB and had been warned by U.S. health officials not to travel. Speaker, a newlywed, was also told to stay put in Rome by U.S. doctors who contacted him and said further tests showed he actually had a more dangerous type of TB than had been previously thought. But he later took flights to Prague and then attempted to slip back into the U.S.via a flight to Montreal. (CBC)
