TODAY thousands of runners and hundreds of thousands of spectators are unwittingly taking part in a planned disaster. Yet, they are not just safe from harm (except for the variety brought on by running 26.2 miles), they also are participants in an event that will make the citizens of Greater Boston safer in case of a natural catastrophe or terrorist attack. Primary responsibility for the health and well-being of both runners and spectators in Boston rests with Boston Emergency Medical Service (BEMS), along with the Massachusetts Department of Public Health and Emergency Management Agency. According to BEMS chief Richard Serino, his department considers events like the marathon and the Fourth of July celebration as "planned disasters" - safe, controlled environments that present "an opportunity to test some things you would never want to test in a real disaster." Although the principal goal during such events remains the safety of everyone involved, organizers have realized that these annual gatherings of hundreds of thousands of people present the perfect opportunity to evaluate new technologies, exercise disaster plans, and build vital relationships between public safety agencies and the private sector. For example, a tracking system that utilizes barcodes and hand scanners to log a patient's condition and location has been tested during past races. During a real disaster, this technology could provide authorities quick access to the location and condition of casualties, information that currently takes hours, if not days, for friends and families of the injured to ascertain.

With free trade issues looming large in the race to replace him, President Bush this week convenes his final North American Leaders' Summit, focusing on trade, economic and security issues with counterparts from Mexico and Canada. Bush is hosting Mexican President Felipe Calderon and Canadian Prime Minister Stephen Harper in New Orleans for a two-day conference starting today. It is the fourth annual meeting of a summit that first convened in 2005 in Waco. "We'd like to enhance and strengthen an already dynamic and strong relationship, to deepen the cooperation by building on the common interests of our citizens," said Dan Fisk, senior director of Western Hemisphere Affairs for the National Security Council. "The North American relationship works; we believe it works well for all three countries, but we also believe we can make it work better."

A union leader has filed a complaint with the Quebec Police Ethics Commissioner regarding the conduct of police officers disguised as protesters at last summer's North American leaders summit in Montebello, Que. Dave Coles, head of the Communications Energy and Paperworkers Union of Canada, took part in the demonstration in August where three Sret du Qubec officers dressed in black clothing and with bandanas over their faces were filmed carrying a rock and pushing through a line of riot police despite protesters' attempts to stop them. At a news conference Tuesday, Coles said he hopes the complaint he filed Friday will achieve two goals. "One is that we get to the bottom of who sent them in and why. Why were police sent in to disrupt a legitimate protest? I think Canadians need to know that. It's an affront against democracy," he said.

Scientists have produced further compelling evidence showing that modern-day climate change is not caused by changes in the Sun's activity. The research contradicts a favoured theory of climate "sceptics", that changes in cosmic rays coming to Earth determine cloudiness and temperature. The idea is that variations in solar activity affect cosmic ray intensity. But UK scientists found there has been no significant link between cosmic rays and cloudiness in the last 20 years. Presenting their findings in the Institute of Physics journal, Environmental Research Letters, the University of Lancaster team explain that they used three different ways to search for a correlation, and found virtually none.

The federal government has launched a cyber security "Manhattan Project," U.S. homeland security secretary Michael Chertoff said Tuesday, because online attacks can be a form of "devastating warfare", and equivalent in damage to "physical destruction of the worst kind." Speaking to hundreds of security professionals at the RSA security conference, Chertoff cited last years denial-of-service attacks against Estonia, and hypothetical hack attacks on financial networks and air traffic control systems, as proof that a federal strategy was needed. "Imagine, if you will, a sophisticated attack on our financial systems that caused them to be paralyzed," Chertoff said. "It would shake the foundation of trust on which our financial system works." That digital mushroom cloud scenario means the governments role in computer security must extend beyond federal networks, and reach to shared responsibility for financial, telecommunication and transportation infrastructure, Chertoff said. "The failure of any single system has cascading effects across our country," Chertoff said.

Rahm Emanuel has been described as a street fighter with a killer instinctas explosive, profane, wired and ruthlesssometimes as a compliment, sometimes not. But no one has ever cast him in the role of elder statesman, at least up until now. Emanuel, a 48-year-old congressman who grew up, somewhat weirdly, to study ballet and practice Chicago politics, has generally adapted to his situation in a combative, not diplomatic, manner. As an indifferent high-school student, he badly cut his finger on the beef-slicing machine at Arby's. That night, after his high-school prom, he jumped into Lake Michigan. The tip of his finger became infected and he nearly died. Ever since, Emanuel has relished raising his hacked-off middle figure at his foes. In conversation with almost anyone about anything, Emanuel uses the F word like a sergeant in a World War II motor pool. Emanuel would never be confused with Averell Harriman, who, in a gentlemanly way, stood up to presidents from FDR to LBJ. Still, someone may have to deliver the bad news. When the Judiciary Committee of the House of Representatives voted articles of impeachment against Richard Nixon in the summer of 1974, it fell to the GOP's grand old man, Barry Goldwater, to go to the president and say, "Mr. President, this isn't pleasant, but you want to know the situation and it isn't good." Goldwater told Nixon that there were, at most, 18 votes to acquit in the Senateand then twisted the knife by saying that he himself was undecided.

"Since we can't get a debate, I thought perhaps if we had a legal challenge and went into a court of law, where it was our scientists and their scientists, and all the legal proceedings with the discovery and all their documents from both sides and scientific testimony from both sides, we could finally get a good solid debate on the issue," Coleman said. "I'm confident that the advocates of 'no significant effect from carbon dioxide' would win the case."

Five years ago, Congress killed an experimental Pentagon antiterrorism program meant to vacuum up electronic data about people in the U.S. to search for suspicious patterns. Opponents called it too broad an intrusion on Americans' privacy, even after the Sept. 11 terrorist attacks. But the data-sifting effort didn't disappear. The National Security Agency, once confined to foreign surveillance, has been building essentially the same system. The central role the NSA has come to occupy in domestic intelligence gathering has never been publicly disclosed. But an inquiry reveals that its efforts have evolved to reach more broadly into data about people's communications, travel and finances in the U.S. than the domestic surveillance programs brought to light since the 2001 terrorist attacks.
