Tax on plastic proposed...to 'climate protection forestry account' A senator from a struggling timber district has come up with an interesting idea: a tax on plastic.
The money would go into a special “climate protection forestry account,” which would be used to pay for incentives to the forestry industry. The goal: to reduce carbon, presumably by growing trees. The incentives would be for forest management, including thinning and fertilization, and encouraging the use of wood in construction, “instead of the more intensive fossil fuel products such as concrete, plastic, and steel.”
Senate Bill 5747 comes from Sen. Jim Hargrove, D-Hoquiam, a self-employed forester. (The Spokesman-Review)

Defense Department Establishes Civilian Expeditionary Workforce The Defense Department is forming a civilian expeditionary workforce that will be trained and equipped to deploy overseas in support of military missions worldwide, according to department officials.
The intent of the program “is to maximize the use of the civilian workforce to allow military personnel to be fully utilized for operational requirements,” according to a Defense Department statement.
Deputy Defense Secretary Gordon England signed Defense Department Directive 1404.10, which outlines and provides guidance about the program, on Jan. 23.
Certain duty positions may be designated by the various Defense Department components to participate in the program. If a position is designated, the employee will be asked to sign an agreement that they will deploy if called upon to do so. If the employee does not wish to deploy, every effort will be made to reassign the employee to a nondeploying position.
The directive emphasizes, however, that volunteers be sought first for any expeditionary requirements, before requiring anyone to serve involuntarily or on short notice. Overseas duty tours shall not exceed two years.
Employees in deployable-designated positions will be trained, equipped and prepared to serve overseas in support of humanitarian, reconstruction and, if absolutely necessary, combat-support missions. (US Department of Defense)
Geithner names ex-lobbyist as Treasury chief of staff Treasury Secretary Timothy Geithner picked a former Goldman Sachs lobbyist as a top aide Tuesday, the same day he announced rules aimed at reducing the role of lobbyists in agency decisions. Mark Patterson will serve as Geithner's chief of staff at Treasury, which oversees the government's $700 billion financial bailout program. Goldman Sachs received $10 billion of that money. New Legislation Authorizes FEMA Camps In U.S.: “National emergency centers” on military bases to house American citizens A new bill introduced in Congress authorizes the Department of Homeland Security to set up a network of FEMA camp facilities to be used to house U.S. citizens in the event of a national emergency.
The National Emergency Centers Act or HR 645 mandates the establishment of “national emergency centers” to be located on military installations for the purpose of to providing “temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster,” according to the bill.
The legislation also states that the camps will be used to “provide centralized locations to improve the coordination of preparedness, response, and recovery efforts of government, private, and not-for-profit entities and faith-based organizations”.
Ominously, the bill also states that the camps can be used to “meet other appropriate needs, as determined by the Secretary of Homeland Security,” an open ended mandate which many fear could mean the forced detention of American citizens in the event of widespread rioting after a national emergency or total economic collapse.
Many credible forecasters have predicted riots and rebellions in America that will dwarf those already witnessed in countries like Iceland and Greece. (Prison Planet)

Geithner not only speaks Chinese, he speaks Kissinger. His first job was working for Kissinger & Associates. This fall the Chinese government became the largest holder of U.S. Treasury debt.
